COUNTY For Terry Duggins Parcels 22330 50 00259 and 22330 50 00260 Located in the NWI/4-SW1/4-S30-T23N-R02W-WM Mason County, WA November 25, 2007 This report addresses a wetland on the above-mentioned properties. Introduction At the request of Terry Duggins, the property owner, Forestech LLC performed a review of the property for the purpose of locating and identifying any environmentally sensitive areas that would result in land use restrictions according to Mason County Critical Areas Ordinance. A fish bearing stream as well as a riverine wetland was found crossing the property. No other sensitive sites were found. This report discusses the result of onsite fieldwork as well as the offsite research regarding the wetland. This wetland is not listed by The Washington National Heritage program but it is listed as a wetland by the NRCS soil survey mapped in 1960. The survey lists the site as "peat", saturated most of the year. Field observations confirm this soil-mapping unit. Fieldwork Field data was gathered during November 2007. Guidelines were followed as specified in Mason County Ordinance 17.01. 070 as well as the "Field Guide for Wetland Delineation. 1987 corps of Engineers Manual"as prepared by the Wetland Training Institute (1995) Topography The elevation of the wetland is about 400 feet above sea level. It occurs within a northeastern flowing drainage into Haven Lake. Stream gradient is less than 10%. Vegetation The upland vegetation occupying the areas adjoining the wetlands is primarily Douglas fir and western red cedar in the tree strata. Salal, and huckleberries occupies the shrub layer. The wetland itself supports red alder and willow in the tree layer. Salmonberry and salal occupies the shrub strata and herbs such as slough sedge, and skunk cabbage occupies the herbaceous strata. 1 Hydrology Hydric soil is defined as a soil that formed under conditions of saturation, flooding, or ponding long enough during the growing season to develop anaerobic conditions in the upper part. Hydric soils that occur in areas having positive indicators of hydrophytic vegetation and wetland hydrology are wetland soils. This wetland occupies both sides of a seasonal stream 10 to 20 feet wide on each side. The wetland gets saturated by the stream during the wet season and because the soil is poorly drained it holds moisture through most of the growing season. Regulatory Considerations Mason County regulates wetlands by means of the Critical Areas Ordnance, Chapter 17.01.010, Wetlands. This code provides that wetlands are critical areas requiring immediate protection from incompatible land uses. An environmental review permit shall be obtained from Mason County prior to conducting any land use activity that could negatively impact wetlands. Wetland vegetation areas, buffers, shall be required for all regulated wetlands. The width of the wetland vegetation areas shall be determined according to the wetland category as well as the intensity of impact proposed. These regulations implements the policies of the State Environmental Policy Act contained in Chapter 43.21C RCW. They also meet the requirements of the Growth Management Act, (RCW 36.70A.060) addressing wetlands. The wetland found on the property and addressed by this report meets the criteria for a Category IV wetland. Mason county rules provide that for moderate impact such as a single-family residence, a 40' wetland buffer is required. Mitigation measures for wetland or wetland buffer impacts are provided for in Ordinance 17.01.070. This report reflects information provided by the landowner, public documents, field measurements and observations, background research, and my best professional judgments. Wetlands that were called estuarine in the first and second editions of the rating system are called Salt Water Tidal Fringe in the Hydrogeomorphic Classification. Estuarine wetlands were categorized separately in the earlier editions, and this separation is being kept in this revision. To maintain consistency between editions,the term"Estuarine"wetland is kept. Please note,however, that the characteristics that define Category I and II estuarine wetlands have changed (see p. ). 2.The entire wetland unit is flat and precipitation is the only source(>90%) of water to it. Groundwater and surface water runoff are NOT sources of water to the unit. Your wetland unit seems to be difficult to classify and probably contains several different HGM clases. For example, seeps at the base of a slope may grade into a riverine floodplain, or a small stream within a depressional wetland has a-none of flooding along its sides.
