The issues addressed are the impact on wildlife as well as a fish-bearing stream with associated wetlands. The wildlife occurring in the area is typical of those species native to western Washington. Species monitored for survival or classed as sensitive,threatened, or endangered are found in the area, although not specifically within the immediate area of this project. These are great blue heron,turkey vulture, osprey,bald eagle,pileated woodpecker,western bluebird, Vaux's swift, and Pacific water shrew. This plan is intended to protect and or enhance habitat for fish,birds, and amphibians, supported by a fish-bearing stream flowing into Haven Lake. It will be developed for a riparian management area along the stream and associated wetlands. Soils- The soil was mapped in 1960 and parts are listed as a wetland by the NRCS soil survey. The survey lists the riverine wetland associated with the stream as "Mukilteo peat". The peat consists of decomposed and partly decomposed vegetation. It is saturated most of the year. Field observations confirm this soil-mapping unit. The upland soil associated with and adjoining this wetland is mapped as "Alderwood gravelly sandy loam". Stormwater runoff is generally slow and the hazard of water erosion is listed as slight. Forestech Topography- Topography is generally flat to rolling. The elevation of the site is 400 feet above sea level. The drainage flows northeasterly into Haven Lake. Stream gradient is less than 10%. Water- The project has the potential to impact a fish-bearing stream. Any delivery of sediments to this stream will have a direct impact on Haven Lake about one thousand feet downstream. Water leaving Haven lake flows into the Tahuya River. Vegetation The upland vegetation occupying the areas adjoining the wetlands is primarily Douglas fir, willow and western red cedar in the tree strata. Salal, salmonberries and huckleberries occupy the shrub layer. The wetland itself supported red alder and willow in the tree layer. Salmonberry and salal and willow occupy the shrub strata. Herbs such as slough sedge, and skunk cabbage occupies the herbaceous strata. Considerations 1,the impacted area has been cleared of trees and some shrubs. The herbaceous layer is intact as soil disturbance has been minimal. 2,There is no obvious indication of surface erosion. 3,bare ground exists and invasive species are present in the vicinity. 4,there is little or no thermal protection for the stream but vegetative growth during the growing season is likely create shade. 5,the upland soil is stable and events of surface erosion or mass wasting are slight. Recommendations The proposed structure can be constructed without negative impact on the site as long as Mason County's wetland buffer requirements are complied. Existing conditions at the project site could be improved or enhanced. The stream must have vegetative shade. The species previously occupying the site should continue to occupy the site. The tree layer should be reestablished over time by planting 10 Douglas fir_ 10 real alder_ 10 willows and 10 western red .cedar. The shrub layer should be reestablished by planting . 10 salmo_�and 20 willow seedlings, All plantings should be well dispersed and seedlings should be at least two feet tall. The site should be monitored annually for five years. The monitoring should check for invasion by exotic species and the success of the plantation. All invasive species such as scotch broom should be removed and any failed seedlings shou rep ace. The implementation of the above-mentioned recommendations for improvements to the vegetation area should result in a native area with a desired condition that would 1, increase the protection and the integrity of the habitat in the area and 2, enhance wildlife by providing food and"cover,"including hiding, resting and thermal. Mason County Habitat Conservation Area rules require a 40 feet buffer, plus a building setback of 15 feet in this case. Allowing the project with the above-mentioned habitat and natural resource protection and enhancement measures will result in an overall improvement for wildlife habitat in the vicinity. The analysis,conclusions,and recommendations presented in this report are based on conditions observed in the field, background research and my best professional judgment.
