Box 47775 Olympia, Washington 98504-7775 (360) 407-6300 wIA6(AV GO.NLAW4NG DEPT October 18, 1999 Mr. Allan Borden Mason County Department of Community Development PO Box 578 Shelton, WA 98584 Dear Mr. Borden: Thank you for the opportunity to comment on the determination of nonsignificance for the removal of an existing 83-foot long marine railway,and the installation of a 50-foot long stainless steel rail above the beach and support footings below grade(Case No. SEP99-0153) located at 12571 Northeast North Shore Road in Belfair as proposed by Robert Hall. We reviewed the environmental checklist and have the following comments: Solid Waste: Demolition debris can often be recycled for less than it costs to landfill the materials. Call Ecology's 1-800- RECYCLE to see if there are facilities in the area that will accept your demolition wastes. Water Quality: Proper disposal of construction debris must be on land in such a manner that debris cannot enter the water body or cause water quality degradation of state waters. Proper erosion and sediment control practices must be used on the construction site and adjacent areas to prevent upland sediments from entering the water body. All areas disturbed or newly created by construction activities must be revegetated, use bioengineering techniques, use clean durable riprap,or some other equivalent type of protection against erosion when other measures are not practical. Routine inspection and maintenance of all sediment and erosion control devices is recommended both during and after development of the site.
