Dear Applicant: Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, #doll ` Allan Borden Land Use Planner Mason County Planning Department 4/21/2009 Page 1 of 3 SP12009-00022 Site Inspection 4/21/2009 Case No.: SP12009-00022 Comments: Inspection for Jill Vaden / Steven Bird on March 23, 2009: The purpose of the pre-inspection was to evaluate facts about the property related to repair of flooding and erosion damage caused by December 2007 storms, especially along the north boundary and the shoreline areas where eroded materials were deposited along the shallows of Haven Lake. The 0.50-acre parcel has an existing single family residence in the east area on the west side of Haven Lake. The existing septic system and power are closer to road. The parcel has a 8 to 12 percent slope from the west to the low bank at the lake. These findings state regulations in effect at the time of inspection, unless noted otherwise. The site is in the Rural Residential 5 zone. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). These setbacks are measured from structures or projections above grade, such as roof overhangs or gutters, balconies, stairs, decks, fuel tanks, or heat pumps. Shoreline setbacks: The shoreline designation for Haven Lake is Urban Environment per the Mason County Shoreline Master Program and development setbacks would be determined by the Mason County Resource Ordinance Section 17.01.110. The shoreline setback is determined by averaging the distance of setback from the roofline of the adjacent residence on each side of the subject parcel to the ordinary high water mark (OHWM) of the Maggie Lake shoreline. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Shoreward of this line for 15 feet toward the shoreline is an area that may be used for lawns, patios or landscaping (development at grade level). From that point toward the shoreline is considered to be a required vegetated buffer that must remain and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter (FWHCA). NOTE that certain activities in the FWHCA buffer are allowed without special permit, as noted in Section 17.01.110.F. These include maintenance of existing areas of activity within the vegetation area, removal of danger trees and replacement with native tree species, and placement of short (2-foot height) landscape walls placed in the buffer; proposed tree limbing and limited cutting of trees in the buffer for view improvement are reviewed by the area permit planner prior to starting these type of activities. Activities not included are walls acting as bank 4/21/2009 Page 2 of 3 SP12009-00022 Site Inspection 4/21/2009 Case No.: SP12009-00022 protection to function as a bulkhead, removal of shore vegetation, excavation of materials, and placement of gravels at the edge of the lake; these structures and uses need building and/or environmental permit review as part of a proposal. The roof eaves of the existing new residence are about 32 feet from the ordinary high water mark (OHWM) of the lake, and staff noted the dock constructed into the lake. The applicant is seeking to remove some of the newly deposited sediment located near the dock, stabilize the lower end of the seasonal stream channel and "new edge" of the lake with vegetation and rock or blocks, and replant a mix of native plants and shrubs between the shore and new residence. Each of these proposals (excavated materials and bank protection at the edge of the stream channel and lake) are activities for which a Mason Environmental Permit (MEP) must be requested, and a habitat management plan (prepared by a qualified biologist) must be included in this permit review. Upon evaluation of this information, a Mason Environmental Permit may be granted. Planting native plants and shrubs to replace the existing lawn area is certainly the type of proposed enhancement in the habitat management plan to lessen the impacts anticipated by the proposals. Since proposed work is anticipated within and along Haven Lake, an environmental checklist must be submitted as part of your project application. General process: Future site development must include a site plan, showing all setbacks from property lines, shoreline, and proposed improvements. This plan will be needed for the environmental permit application submittals. Your request is reviewed by the area planner and must meet all of the relevant Resource Ordinance and Development Regulations standards.
