Location: 2000 NE Tahuya Blacksmith Rd Tahuya, WA 98588 Proponent: Jill Vaden Dear Allan, It has been determined that the above project will not have any negative environmental impacts to the Skokomish Tribe and/or their resources if the following mitigation measures are adhered to. Given that salmonids are present in Haven Lake and have the potential to use the downstream reaches,all measures need to be taken to prevent excess sediments from entering the waters of the state. As such sediment and erosion control measures need to be taken during and after construction to prevent sediments from entering the waters of the state. See WDOE and/or WDFW best management practices for preventing sediments form entering state waters. The Skokomish Tribes Tribal. Historic Preservation Officer will be providing comment as to the potential cultural impacts of this SEPA and you should not move forward with the above project until you receive those continents. The Department of Ecology(Ecology) reviewed the environmental checklist and has the following comment(s): WATER QUALITY: Roberta Woods(360)407-6269 Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48 RCW,Water Pollution Control,and WAC 173-201A,Water Quality Standards for Surface Waters of the State of Washington,and is subject to enforcement action. Erosion control measures must be in place prior to any clearing,grading,or construction. These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Sand,silt,clay particles,and soil will damage aquatic habitat and are considered to be pollutants. Proper disposal of construction debris must be on land in such a manner that debris cannot enter seasonal drainage or cause water quality degradation of state waters. During construction,all releases of oils, hydraulic fluids,fuels,other petroleum products, paints, solvents,and other deleterious materials must be contained and removed in a manner that will prevent their discharge to waters and soils of the state. The cleanup of spills should take precedence over other work on the site. Dredged sediments from your project(e.g.,gravel and mud) cannot be deposited in the lake and the seasonal drainage or their buffers,or any waters of the state. The buffers should be marked with flagging or stakes before the start of any gravel removal from the lake. Ecology's comments are based upon information provided by the lead agency.
