Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams,and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. Sincerely, 6��4 Allan Borden Land Use Planner Mason County Planning Department 6/4/2008 1 of 3 SP12008-00078 f � Site Inspection 6/4/2008 Case No.: SP12008-00078 Comments: Pre-inspection for John Baker on May 6, 2008: The purpose of the pre-inspection was to evaluate issues related to the construction of a single family residence on a 0.33 acre parcel along the west side of Haven Lake. The parcel is well vegetated with evergreen and deciduous trees and has a general 5 to 10 percent slope near the road and 12 to 25 percent slope with native vegetation within 50 feet of the edge of the lake. The neighboring parcels have existing residences in good condition built 60 to 80 feet from the lake shoreline. The property is within the Rural Residential 5 zone. Standard building setbacks for this zone are a 25-foot front yard setback from the road easement, and 20-foot side and rear yard setbacks. The exception to this is for lots less than 100 feet in width, where side yard setbacks are equal to 10 percent of the lot width, but no less than 5 feet; for this property that side yard setback is 6.5 feet. These setbacks are measured from structures above grade such as roof overhangs, decks, balconies, stairs, fuel tanks, or heat pumps. Side yard setbacks may be reduced to a minimum of 5 feet, if necessary through an administrative variance process at the time of building permit submittal. Slope or landslide hazards: There is a general slope from west to east that are close to 25 percent, which would merit the review of a geologic assessment to address slope stability and the other requirements of the landslide hazard chapter 17.01.100 section E. 4. as required by the Mason County Resource Ordinance. The study must include needed information and state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and assure the proposed structure will cause no significant environmental impact. This study shall be prepared by a qualified professional, contain all required information, and be included at the time of development permit submittal. Shoreline setbacks: The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. The shoreline setback is determined by drawing a line between the roofline of adjacent neighboring residences across the subject property, measuring the roof projection closest to the shoreline. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this common line. Shoreward of this line for 15 feet toward the lake is an area that may be used for lawns, patios or 6/4/2008 2 of 3 SP12008-00078 Site Inspection 6/4/2008 Case No.: SP12008-00078 landscaping (development at grade level). From that point toward Haven Lake is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this chapter are those activities listed that can be done both with and without a Mason Environmental Permit; tree limbing and limited cutting of trees in the buffer for view improvement are allowed activities. Staff measured the common line setback from the ordinary high water mark (OHWM) of the Haven Lake shoreline to a proposed building site. This shore common line from the southeast corner of the residence two lots over on the north to the northeast corner of the residence two lots over on the south crosses the subject property at 63 ft. from the OHWM on the west shore of the lake. To illustrate this common line setback, staff pounded in a stake roughly at this distance. As stated above, all portions of the new development must be behind this distance noted at the site inspection. Also note that the 63-foot minimum setback measured at the inspection is composed of a 48-foot vegetation buffer along the lake and 15-foot building setback immediately in front of proposed structures. The new residence must meet the side yard and front yard setbacks, or request an administrative variance, as noted above. The existing septic system is located along the west property area (as indicated at the inspection), a building setback of 10-foot distance from the drain field and 5-foot distance from the septic tank must be provided or a Health Dept. waiver secured. General process: Future site development must include a site plan, showing all setbacks from property lines, shoreline, and existing improvements; this information will be needed for building permit application submittal.
