The construction of the permitted project is subject to inspections by the Mason County Building Department. All construction must be in conformance with the international codes as amended and adopted by Mason County. A BY Oat Cv_. . �7 �t. ` P LA N N IF'-4 G Diffusing Downspoutlmd Sump Discharges to Prevent Soil Erosion Builders can help building owners effectively manage their downspout and sump discharges by installing diffusers when a building is constructed or by sharing information on how to assemble diffusers when the building is transferred. If sump and downspout discharges are concentrated as end-of-pipe flows,serious erosion, storm water pollution,and property damage can result. If it is not checked,vegetation can be destroyed and hillsides destabilized. It is possible to direct water away from buildings without ' causing erosion problems if the flow at the end of the pipe ' is diffused. One way to accomplish this is by preparing the simple diffuser assembly shown here. It is an easy and inexpensive way to prevent soil erosion. In tests at an average-sized home,downspout water that was directed into a diffuser assembly and discharged onto a fully vegetated lawn effectively prevented soil erosion. Anyone can build this simple diffuser with plastic parts from a local hardware,lumber,or building supply store for about$20(assuming 50 feet of piping). Purchase a downspout adaptor,solid and perforated corrugated pipe,a"Tee"joint,end caps,and some screws and follow these steps to assemble a downspout diffuser. 1. Attach a downspout adapter to your current downspout. It will have a square end to match your downspout and a 4-inch round end to fit your pipe. It can be affixed simply with friction or you may attach it with a single screw to prevent separation during heavy rains. 2. Snap together the 4-inch, solid corrugated piping until it reaches from a downspout to the desired discharge location. Friction will hold them together,although you may attach them with a single screw at each joint for a more secure fit. 3. Snap a 4-inch Tee onto the end of the solid corrugated piping. At this joint, a screw is recommended to secure the joint, since the pressure of water hitting this joint can push it apart. 4. Cut the 4-inch corrugated piping with perforations into two equal sections. If you do not have 5 feet of clearance on each side of the Tee at the discharge point,these sections can be as short as 3 feet and still provide adequate,even dispersion. Insert both sections into the ends of the Tee, securing them with a single screw at each joint. 5. Install two,4-inch end caps at the end of each perforated diffuser pipe connected to the Tee,securing them with a single screw at both ends. 6. If more than one downspout is being extended,repeat this process. Downspouts may also be joined together using a"Y"joint. The same assembly process can be used to create a diffuser to attach to the end of a 4-inch sump discharge pipe,following steps 3—5. If the sump discharge pipe is not 4-inches in diameter,an adapter will be needed to connect the pipe to the Tee. RECEIVED It is important that the diffuser and the stabilized vegetation be used in tandem. If stabilized vegetation is not present at your point of discharge,add brick, rock slabs,or crushed rock below it to adequately SEP 0 3 2014 dissipate the water's energy. We understand that you are proposing to construct a cast in place concrete bulkhead across the shoreline of your property and your neighbor's property to the south. This will essentially complete the protection of the shoreline in your vicinity as there are currently bulkheads protecting the shoreline on both sides of the proposed bulkhead areas. On August 21, 2014 we visited the site and observed the condition of the shoreline and surrounding area. As mentioned we noted an existing bulkhead north of your property made up of tires. South of the proposed bulkhead,the shoreline is protected by a rock bulkhead. Your shoreline consists of areas with no protection and areas protected with small concrete landscape blocks. The shoreline of your neighbor to the south is protected by large tree segments which are currently failing. As a result we understand that you intend to construct a concrete bulkhead across the two shoreline areas. Further,we understand that the bulkhead will be less than 4 feet in height and that you will be using a standard retaining wall detail provided by the Thurston County building department. We have reviewed this detail and find it acceptable for the intended purpose with the exception that we recommend that the toe embedment of the wall be a minimum of 18 inches below grade.Given that the adjacent properties on either side of the proposed bulkhead are currently protected,constructing the proposed bulkhead will not have any detrimental effect on the adjacent properties. Any retaining wall exceeding eight feet in height or varying from the prescriptive design requires an engineered design. Location of Retaining Wall Retaining walls must only be placed against stable slopes, consisting of firm, undisturbed soil. Drainage must be provided as shown with a 4" perforated drain pipe or 2"weep holes spaced not less than 12 feet on center. No surcharge load, such as a building or driveway, may be placed on the retaining wall or within a distance equal to the vertical height of the retaining wall unless an engineered design is prepared for the additional load. Ground Surface Above Retaining Wall The ground surface above the retaining wall shall be less than or equal to 1:1 (i.e. 1-foot vertical to 1-foot horizontal). Retaining Wall Placement The top of the footing for the retaining wall must be set a minimum of 12 inches below grade. The footing and wall dimensions shall not be less than outlined in the retaining wall chart. The footing shall be placed on firm, undisturbed earth. Drainage A minimum of 12 inches of washed granular drainage material shall be placed between the undisturbed soil and the retaining wall. The drainage materials must be composed of gravel with 1-inch particle sizes. Two-ipch weep holes shall be located approximately 6-inches above grade, below the granular drainage material, spaced not less than 12-feet on center. At the base of the wall, a perforated drain pipe, with at least a four-inch diameter, shall be installed within the drainage materials. The drain pipe must drain to a point of discharge, approved by Mason County. Inspections Prior to the placement of concrete, the builder must schedule an inspection of the formwork and reinforcement placement for the retaining wall footing. During the first inspection, the inspector will verify the soil condition,footing dimensions, footing reinforcement, and footing placement as well as the provisions for drainage. At the next inspection, the inspector shall verify the wall dimensions and reinforcement prior to the wall pour. A final inspection must be performed once all work is complete.
