Dear Applicant Pursuant to your application,a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases,setbacks for development from shorelines, steep slopes,streams,and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Please contact me at(360)427-9670,ext 365 if you have questions. i Sincerely, Ilan Borden Land Use Planner Mason County Planning Department 516/2005 1 of 3 SP12005-00003 Site Inspection Case No.: 5/6/2005 SP12005-00003 Comments: Pre-inspection for Brian Nelson on Jan. 25, 2005: The purpose of the pre-inspection was to evaluate issues related to the location of a new residence on a vacant lot along Haven Lake (possible 40 ft. wide by 70 ft. deep footprint)with septic system towards the rear of the property. Property description: The property contains a low bank shoreline with native vegetation, no cabin, and a deck and partial wooden bulkhead near the lake edge. The zoning designation for the site is Rural Residential 5. Standard building setbacks for this zoning are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). The exception to this is for lots less than under 100 feet in width, where side yard setbacks are equal to 10% of the lot width, but no less than 5 feet; for the subject lot, the side yard setback would be 5 feet. These setbacks are measured from structures above grade such as roof overhangs / gutters, and other structures, including balconies, decks, heat pumps etc. The height limit for structures is 35 feet. Geotech Report/ Landslide hazards: Due to no steep slopes adjacent to or within 300 feet of the proposed building site, a geological study is not needed for any proposed construction on this property. If any grading / excavation is proposed in or near slopes a grading plan will be needed to show any proposed topographical changes, cuts, filling, retaining walls etc. I Shoreline Setback: The shoreline designation for the area is Urban Environment per the Mason County Shoreline Master Program and setbacks would be determined by the Mason County Resource Ordinance. The shoreline setback is determined by measuring the distances from the ordinary high water mark (OHWM) of the lake to the adjacent neighbors' rooflines closest to the lake edge (the existing residence on each property has to be within 150 feet of the subject lot side property line); the average of j the two distances is the setback of new development that is I proposed on the subject lot. Any portion of the new structure, including decks, balconies, and rooflines, must be behind this shore setback line. Landward of this line for 15' toward the lake is an area that may be used for lawns, patios, at-grade decks, or landscaping (such development at grade level). From that point toward the lake is considered to be a required vegetated buffer and is regulated by the Mason County Resource Ordinance Fish and Wildlife Habitat Conservation Areas Chapter. Within this i 5/6/2005 2 of 3 SP12005-00003 Site Inspection 5/6/2005 Case No.: SP12005-00003 chapter are those activities listed that can be done both with and without a Mason Environmental Permit. Staff measured a) the shore setback line from the OHWM of Haven Lake to the residence on Lot 165/166 to the south: roof line in front of the house has a setback of 36 ft. 6 in.; and b) the shore setback line from the OHWM of Haven Lake to the roofline of the residence on Lot 169 to the north two lots is 26 feet. The average of these setbacks is 63 /2 equals 31 feet, BUT the minimum Resource Ordinance shore setback (Fish & Wildlife Habitat Conservation Areas standard) is 35 feet from the OHWM of Haven Lake. As noted above, any portion of the new structure, including elevated decks, balconies, and rooflines, must be behind this shore setback line. General process: Future site development must include a site plan, showing all setbacks from property lines, slopes and shoreline will be needed for building permit application submittal. A topographical profile may also be needed. No other critical areas such as streams were identified on site that would have an impact on future development.
