RE: culvert replacement on shoreline parcel on Haven Lake
At site visit on December 6, 2013, staff observed a type Np non-perennial stream that
crosses several properties along the southwest shore of Haven Lake. On Lot 135, the
stream crosses the west property line and enters a 30- to 36-inch corrugated metal pipe
that is partly sunk in the bank of the lake; the water flows enter the lake next to a dock
that is located completely in the lake.
Mr. Hedrick wants to replace the culvert and has sought some feedback in the details of
the repair. The current culvert is smashed and not effective in conveying the flows to
the lake without problems with ground saturation and erosion. The surface current of
the lake is directed at the mouth of the culvert and sediment is deposited at the end of
the culvert.
A possible solution is to relocate / reorient the channel so that the stream flows towards
the east property line of Lot 135 (away from the house on Lot 136/137), locate a bend
in the channel near the east property line, and the culvert is then installed and directed
northwest towards the lake. In this position, the mouth of the culvert is not subject to
the surface current that deposits sediment from the lake in the mouth of the culvert.
This culvert does not have to project too far into the lake or can be located just above
the high water level of Haven Lake and near the dock.
Using sediment controls during the channel and culvert placement will address any
concerns, other than the Hydraulic Project Approval that is issued by WA Dept. of Fish &
Wildlife for work within the stream channel. If you have further questions, please

Thank you for the call this AM. I finished the memo that I started on December 23rd and
printed the information on Mason County letterhead. The memo, aerial images, and an
older drawing the stream in the area to the west (lots 136 & 137) have been scanned and
sent as an attachment with this email. Generally speaking, the proposal to change the
existing culvert is minor as long as you control sediment possibly entering into the stream
