Amendment Purpose: The purpose of this amendment is to modify the scope of work and redistribute funds among deliverables with no change to the overall budget. COMMERCE, defined as the Department of Commerce, and the Contractor, as defined above, acknowledge and accept the terms of this Contract As Amended and attachments and have executed this Contract Amendment on the date below to start as of the date and year referenced above. The rights and obligations of both parties to this Contract As Amended are governed by this Contract Amendment and the following other documents incorporated by reference: Contractor Terms and Conditions including Attachment “A-1” – Scope of Work and Budget. A copy of this Contract Amendment shall be attached to and made a part of the original Contract between COMMERCE and the Contractor. Ongoing phase throughout the life of the project starting with a Kick off meeting with consultant to update scope of work and milestone schedule in order to finalize Periodic Update work plan in conjunction with Project Management Plan. Anticipated completion date: June 30,2025 $7,426 $7,297 (1) Periodic Update Work Plan (2) Progress tracker, work plan, and timeline Phase 2: Public Engagement. Engagement activities throughout life of project, but early work item is the preparation of a public participation plan that identifies public engagement activities, project calendar, and project responsibilities. Engagement activities may include, but are not limited to, the following: orientation interviews, website and social media postings, planning advisory committee vetting, storefront studio pop ups, public workshops, questionnaires, interdepartmental and interagency coordination meetings, etc. Anticipated completion date: June 30, 2025 $16,392 $10,674 (1) Public Participation Plan (2) Draft Public Engagement Summary Report Phase 3: Current Context and Needs. $34,610 $17,500 (1) Comprehensive Plan Checklist Docusign Envelope ID: 2AEA7506-75D7-46B0-A3EE-88DD6A26DAC8 Amendment 4 The consultant and County will be preparing updated demographic information, compiling GIS data, reviewing the existing Comprehensive Plan and any other relevant plans, establishing growth projections and land use needs analysis, and incorporating the community’s vision in order to prepare thorough GMA checklists and Comprehensive Plan Update recommendations. Anticipated completion date: June 30, 2025 (2) Growth Projections & Land Use Needs Analysis Memo or (3) COM Status Report on Comprehensive Plan Update Recommendations Phase 4: Scenarios and Plans. The County and consultant will work together to develop at least two alternative land use scenarios, addressing land use and policy changes. The County and consultant will work closely with the city of Shelton to establish a preferred growth alternative which will inform Countywide Planning Policies. This work plus all work accomplished in previous phases will dictate a draft Countywide Planning policies, Comprehensive plan, subarea plans, and critical areas ordinance. Anticipated completion date: June 30, 2025 $67,033 $40,087 (1) Draft Comprehensive Plan with Maps (2) Draft Allyn Subarea Plan with map(s) (3) Updated Countywide Planning Policies (4) COM Status Report Phase 4A: Housing. The County and consultant will prepare a draft Housing Element. The SEPA EIS scoping and draft process will run through the previous two phases as well.
