Sincerely, /,l' r J' f r+ Allan Borden Land Use Planner Mason County Planning Department 21812007 1 of 3 SP12006-00302 Site Inspection 2/8/2007 Case No.: SP12006-00302 Comments: Pre-inspection for Mike and Penny Fullaway on Dec. 29, 2006: The purpose of the pre-inspection was to evaluate issues related to replacing an existing cabi on a lot having a 107 feet width (or less) and 130 to 150 feet depth at the end of Tahuya PI. along the Haven Lake shoreline with an existing wooden bulkhead. The bulkhead runs along most of the width of the shoreline. Steps come down to the shore at this area. A 12-foot deep deck is located on the shore side of the cabin The property is within the Rural Residential 5 zone. Standard building setbacks for this zone are a 25 foot front yard setback, and 20 foot side and rear yard setback. The exception to this is for lots less than 100 feet in width, where side yard setbacks are equal to 10% of the lot width, but no less than 5 feet; for this property that side yard setback is 10 feet. These setbacks are measured from structures above grade such as roof overhangs, decks, balconies, steps, fuel tanks, and heat pumps. Side yard setbacks may be reduced to 5 feet if necessary through an administrative variance process at the time of building permit submittal. Property description: The shoreline designation for this area along Haven Lake is Urban Residential Environment. The homes on either side are built back from the shoreline. The applicant proposed replacing the existing cabin residence and is seeking what standards to follow. In the Resource Ordinance the minimum default setback for new development along lakes and saltwater is 35 feet from the Ordinary High Water Mark (OHWM), composed of a 20 foot vegetation buffer and 15 foot building setback. The Mason County Resource Ordinance Section 17.01.110.F.1.a. does provide for the replacement of existing structures, as long as the new structure occupies the square footage of the existing footprint of those structures (a ten percent increase in footprint is allowed in addition) and does not intrude into the shoreline buffer any closer than the existing structure. Replacement could include addition of a second story to the structure, but such development must meet all setbacks as noted in the text above. The applicants' tentative plans call for new residential structure at the same location as the existing structures, in order to preserve view areas and location of the septic system on this property. The cabin roof area is 34 ft. 3 in.wide and 27 ft.6 in.deep and could be located within 6 feet from the north property line.The replacement structure must fit under this 942 sq.ft.footprint(living area and roof overhangs); an additional 94 sq.ft. can be located to the east side or to the south side of the existing cabin area.The resulting 1036 sq.ft. living area and roof overhangs shall be at or greater than 27 ft. 6 in. from the lake ordinary high water mark.A second floor area may be included within the footprint area. Based on this field review,the site topography, and the possible site plan, area does exists on the subject parcel for the proposed replacement home that would meet the above development standards. General process: Future site development must include a site plan,showing the proposed structures and all setbacks from property lines, shoreline, and other improvements,which will be needed for building permit application submittal. Revegetation of the area following site preparation is encouraged during proposed development of the lot. Replanting with the use of native plants such as huckleberry, salal, ocean spray, rhododendron,and sword ferns is preferred in the effort to replace plants removed in the development area.A path to the shoreline, not more than 3 feet wide, is allowed to be located within the buffer area. Slopes: There are no slopes over 10 percent in the area of buildings proposed. No special study for landslide hazard areas is needed for review of proposed development.
