Description of This SEPA is associated with a Class IV General FPA
Proposal: to clear about 2 acres of a larger group of parcels.
This case is unique in that 99%of the cutting has
already occurred (the owner mistakenly thought
that he qualified as a Class 1).The project involved
clearing a home site on a ridge top, building a road
up to the home site and cutting trees on a steep
slope for views.All American Geotechnical was
hired to write a geo-report.While the report
shows the home site to be safe—it was ultimately
unsuccessful in finding a way to condone the
cutting on the hillside. For that reason,the owner
has recorded a Hold Harmless document with the
County Auditor(AFN 2157260).The geo-report did
address stormwater and erosion control measures
for the clearing.

adverse impact on the environment. An Environmental Impact Statement (EIS) is not required
under RCW 43.21C.030(2)(c).This decision was made after review of a completed Environmental
Checklist and other information on file with the Lead Agency. This information is available to the
public upon request.

CONDITIONS For FPA 2020-00064
1. ARCHAEOLOGICAL RESOURCES
Archaeological or historical resources, such as ruins, sites, buildings, artifacts,fossils, or other
objects of antiquity that may have significance from an historical or scientific standpoint, which
may be encountered by the developer/contractor, shall not be further disturbed. If the
developer/contractor encounters any such artifacts, he/she shall immediately stop work and
notify Mason County and the Washington State Department of Archaeology and Historic
Preservation. Failure to do so may result in civil penalties.
2. STORM WATER & EROSION CONTROL
Escape of silty water or mud from this property shall be considered a violation of County
and State storm water management regulations and could subject the applicant(s) to
civil fines or penalties. All American Geotechnical has prescribed stormwater control
and erosion abetment measures, which shall be adhered to by the applicant.
No more than 32,670 sq. ft of ground disturbance for development purposes, and no
more than 5,000 sq. ft. of new impervious surfaces (not including roofs) is allowed
without an engineered stormwater and erosion control plan.
The erosion and stormwater facilities shown on this plan (if any) are the minimum
requirements for anticipated site conditions. These facilities shall be upgraded as
needed for unexpected storm events and to ensure that sediment and sediment-laden
water do not leave the site.
3. HOURS OF OPERATION
Noise associated with this application shall not exceed what is allowed under Mason
County Code 9.36. Harvest operations shall start no earlier than 7:00 AM and shall end
before 8:00 PM on a daily basis.
4. SLASH ABATEMENT
This Forest Practice Application indicates that forest debris resulting from the proposed
logging operation may create an extreme fire hazard under RCW 76.04.600 and WAC
332-24-650. An extreme fire hazard could be created if one or more of the conditions
found in WAC 332-24-650 is located within 100 feet of the running surface of a public
road; or is within 500 of an existing structure and/or designated public use area, which
is not owned by the owner of the fire hazard area.
The land owner is fully liable in the event of fire, if he or she fails to appropriately abate
the hazard. Extreme fire hazards shall be abated by removing the forest debris, or by
other means approved by the Washington State Department of Natural Resources
(DNR).
5. HOLD HARMLESS
The land owners and successors shall hold Mason County harmless for any problems
resulting from logging and grading on steep slopes, as specified in a document recorded
with the Mason County Auditor, auditor file number 2157260.

Thank you for the opportunity to comment on the determination of nonsignificance for the
Stefanko Class IV General FPA and Residence Project(SEP2020-00064)located at 11510 East
State Route 106 as proposed by Brian Stefanko. The Department of Ecology(Ecology)
reviewed the environmental checklist and has the following comment(s):
SOLID WASTE MANAGEMENT: Derek Rockett(360)407-6287
All grading and filling of land must utilize only clean fill. All other materials may be
considered solid waste and permit approval may be required from the local jurisdictional
health department prior to filling. All removed debris resulting from this project must be
disposed of at an approved site. Contact the local jurisdictional health department for proper
management of these materials.
WATER QUALITY/WATERSHED RESOURCES UNIT:

Erosion control measures must be in place prior to any clearing, grading, or construction.
These control measures must be effective to prevent stormwater runoff from carrying soil
and other pollutants into surface water or stormdrains that lead to waters of the state. Sand,
silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants.
Any discharge of sediment-laden runoff or other pollutants to waters of the state is in
violation of Chapter 90.48 RCW, Water Pollution Control, and WAC 173-201A, Water
Quality Standards for Surface Waters of the State of Washington, and is subject to
enforcement action.
