Pursuant to your application, a site pre-inspection (SPI) was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Pre-inspection for Bruce Douglas on April 12, 2005:
Lot Description: The property is on the south side of State Route
106 (S.R. 106) and Hood Canal, approximately 95 feet wide, and
over 800 hundred feet deep. On the waterward side (north) of
S.R. 106, there is the shoulder of the state highway with access to
the beach and second-class tidelands. On the landward side
(south) of S.R. 106, there is a 20 to 25-foot high ridge of 60 to 80
percent down to the highway and the ridge that has several
massive red cedar and Douglas fir on it continues south for 300
feet to the edge of of a wetland and possible stream farther west.
Past filling and grading to the west affects the lots to the west but
not the subject parcel. The existing dilapidated "cabin" (about 80
feet from S.R. 106) is far too deteriorated and is an considered
abandoned structure.
Zoning: The zone designation for the site is Rural Residential 5
(RR5). Standard setbacks for this zone are a 25-foot front yard
setback and a 20-foot setback for side and back yards. The front
yard refers to the lot line adjacent to the property access, such as
access easements. The setbacks are measured from structures
above grade such as roof overhangs, stairs, decks, balconies, fuel
tanks, heat pumps etc. An administrative variance can be
considered for a reduction in the required setbacks (minimum of 5
feet for sides, minimum of 10 feet for front and rear) if the lot
meets certain criteria and physical restrictions.
Geological/landslide hazards: With slopes in excess of 50
percent adjacent to or within 300 feet of a proposed project, a
Geotechnical Report would be needed to address slope stability
and the other requirements of the enclosed landslide hazard
chapter 17.01.100 section E. 5. required by the Mason County
Resource Ordinance. The report must state that the hazards of
the landslide area can be overcome in such a manner as to
prevent harm to property and public health and safety, and must
also assure the project will cause no significant environmental
impact.
A geotechnical report could be prepared for development on the
two parcels that are close to each other. You may have a
qualified geologist or engineer visit the subject parcel and prepare
a site report that is specific to each proposed site development on
the separate parcels, addressing clearing, grading, building
construction, septic system, and stormwater control. This
geotechnical report would be submitted and evaluated at the time
of building permit submittal.

If any grading / excavation is proposed in or near slopes a grading
plan will be needed to show any proposed topographical changes,
cuts, retaining walls, and proposed drainage.
Streams: The wetland area is associated with a stream that runs
south to north on a parcel to the west; the stream flows through a
culvert under S.R. 106 directly into Hood Canal. This stream is
likely a type 4 stream (year-round, non-fish bearing), however it is
possible that this is a fish bearing stream, as there are no
apparent obstructions to fish. During proposed development on
the subject parcel, this stream will be considered for proper
setback distances for the proposed development.
Wetlands: The upper area of the property has forested wetland
vegetation associated with seepage and area runoff. Field
delineation of the boundaries by a qualified biologist can
determine the wetland category and its associated buffer, if any. .
By staffs observations in the field, the wetland is jurisdictional and
could be a category III or category II wetland, under the Mason
County Resource Ordinance Wetlands Chapter.
Shorelines: In addition to the Mason County Resource
Ordinance, the property is under the jurisdiction of the Mason
County Shoreline Master Program. Shoreline Environmental
Designation for this section of Hood Canal is Urban. Residential
construction is exempt from Shoreline permits. However, any
proposed appurtenant structures such as docks and/or
freestanding decks are not exempt if located within 200' of the
Ordinary High Water Mark. Other permits, which may require
Habitat Management Plans, would be needed for non-residential
construction in addition to Mason County Building permits.
Typically, a common-line building setback applies to shoreline
lots. This lot is unique in that the adjacent properties to the west
and east have no residences on the saltwater side of S.R. 106.
The setback for any new residential construction on the subject
property would need to stay at a minimum, flush with the
residence to the west (12900 E State Route 106) and 100 feet
from the Hood Canal ordinary high water mark to the east of the
subject parcel.
General process: Proposals for future site development must
include a site plan showing all building setbacks from property
lines, easements and any critical areas (slopes greater than 15%,
streams, wetlands, shorelines) for building permit application
submittal.
