Preliminary Activities fzW--1 V- 00001 A wet season monitoring program will be conducted after completion of the appropriate application form and payment of ides. The fees are based on whether the monitoring was performed by Mason County Public Health(6 inspections)or by a licensed designer(with 3 quality assurance inspections by Mason County Public Health.) - If a licensed designer will be conducting the monitoring program,a site specific monitoring plan will be submitted by the designer as part of the overall system design. 2. Site Preparation A minimum of 2 observation ports will be installed in locations representative of a cross section of the proposed drainfield area. Recommended monitoring port design will consist of a vertically oriented section of 4 inch diameter perforated pipe, wrapped in filter fabric and bedded in clean, washed drainrock or pea-gravel that has been backfilled into a 12-24 inch test hole. The drainpipe should be capped and flagged so as to be easily visible to Public Health staff. 3. Observations and Presentation of Findings . Wet season observations will take place during the months of January through March. The frequency and timing of observations will be dependent on site characteristics and on rainfall characteristics that occur during the monitoring period. The designer will sulyeit a minimum of 6 observations along with the NCIX rainfall data for the area during the period of January through March (htto://www nedc.nom.gov/oa/mo2 fLeedata html). Observations will be recorded with the date and time of the observation and the depth of the water in the pipe. 4. Analysis of Findings Monitoring results will not be considered valid when the rainfall for the period of observation did not exceed 80%of the 10 year average rainfall for the area during the 6-month period of October through March. I wonder if they would be open to both a Nuwater and sandlined bed to mitigate for the Typal soils. He agrees the winter observation is a good idea and if we can document a time where there is no standingwater in that wetland from now until end of March,then it won't be considered surface water. If it won't be considered surface water,then he feels pretty confident the state would approve a Class C waiver in Type 1 soils for drainfield down to 50ft from surface water if you meet TLA or maybe TLB+TLB like we discussed. If there is standing water in a ditch, wetland or depression continuously from December 1 through March 31,it will be considered surface water. If there is questions whether there will be standing water fora significant period of time(December through March) winter observations maybe required. Approved by the Onsite Advisory on 9/19/2000 Should we do a winter observation?We lost one month of it,but maybe we could make a determination by end of March? I think it makes the most sense to address the planning issues first unless you think that the septic plan is not feasible. MEPs can be applied online now if they would like to go that route. If the scale is right,only about 5'. Related to wetlands,the technical definition of the growing season is a bit complicated.The technical definition is in the screenshot below.So very generally it is March-October.So the wetland hydrology does not preclude that water is present during the winter months which could be up to 4 months theoretically. I haven't been to this site so I don't have a sense on surface water. Not sure if that helps at all. I definitely would have some questions on the HMP but I need to do a full review to see if they are covered somewhere already. n. The growing season has begun on a site in a given year when two or more different non-evergreen vascular plant species growing in the wetland or surrounding areas exhibit one or more of the foRowing indicators of biological activity: a. Emergence of herbaceous plants from the ground b. Appearance of new growth from vegetative crowns(e.g.,in graminoids, bulbs,and corms) c. Coleoptile/cotyledon emergence from seem d. Bud burst on woody plants(i.e.,some green foliage is visible between spreading bud scales) e. Emergence or elongation of leaves of wordy plants C/lY MR 1" f. Emergence or opening of flowers The end of the growing season is indicated when woody deciduous species lose thew leaves and/or the last herbaceous plants cease flowering and their leaves become dry or brown,generally in the fall due to cold tempera- tures or reduced moisture availability.Early plant senescence due to the initiation of the summer dry season in some areas does not necessarily indicate the end ofthe growing season and alternative procedures fe.g., sal temperature)should be used. I have concerns over the occasionally flooded small wetland area in such close proximity to their drainfields and proposed structure. In your previous email you stated occasionally flooded means surface water is present for periods of less than 2 mo during the growing season,but the water table usually lies below the soil surtace for most of the season. What is your definition of growing season?Do you have specific months you use?I previously thought occasionally flooded was just flooded for less than 2 mo out of the whole year which would mean for us that it does not constitute surtace water. But if it's less than 2 months of the growing season,then it's possible the area could be flooded for several months(including all throughout the non-growing season and less than 2 months of the growing season). If it's present from Dec-March for us,that means surface water. Page 41 of Habitat Management Plan even shows the proposed septic design.Would love your thoughts.Thank you.
