HomeMy WebLinkAboutHMP Habitat Managment Plan - 10/30/2006 HABITAT MANAGEMENT PLAN PROJECT SITE: 1290 EAST MASON LAKE DRIVE SOUTH MASON COUNTY, WASHINGTON Prepared for: Mr. Don Bocksch 10923 Tilly Road South Olympia, Washington 98512 Prepared by: AGUA TIERRA LAND AND WATER SERVICES, INC. 506 EDISON STREET SE, SUITE 100 OLYMPIA, WA 98501 360/754-3755 October 2006 1.0 INTRODUCTION Agua Tierra Land and Water Services, Inc. prepared this Habitat Management Plan (HMP) in compliance with Mason County Resource Ordinance 17.01.110 Fish and Wildlife Habitat Conservation Areas (FWHCA) (Sections J1 and J2). All supporting figures are included in the Attachments section at the end of this report. 1.1 PURPOSE Compliance with county ordinance for unpermitted development within the FWHCA: • Several Keystone retaining walls; • Removal of lakeside deck; and • Demolition on reconstruction of a second story deck. 1.2 EFFECTED FWHCA • TYPE I (S) (Lake shore) 1.3 LOCATION/CLIENT CONTACT • Site Address: 1290 East Mason Lake Drive South, Mason County, Washington • Legal: T22N, Rl W, Section 07(W.M.) • County Parcel: 22107-500-0046 • Client: Mr. Don Bocksch 10923 Tilly Road South Olympia, Washington 98512 (360)493-0441 2.0 PROJECT SITE ASSESSMENT Site investigation was conducted by Agua Tierra staff in April 2004 (Predevelopment), April 2006, and September 2006 (Post development). The project area is located along the shoreline of Mason Lake. The property dimensions are 122 feet long by 60 feet wide (60 feet of lakefront). 2.1 FISH AND WILDLIFE HABITAT CONSERVATION AREAS Mason Lake, a Type 1 (S) Lake shoreline, and its buffer are located on the northwestern portion of the property. 2.2 EXISTING TOPOGRAPHY The entire property gently slopes toward the shoreline of Mason Lake. 2.3 EXISTING SOILS Soils for the study area are mapped on the website: websoilsurvey.nres.usda.gov. Mapping shows soil series: • Alderwood Gravelly Sandy Loam (non-hydric well-drained) with 5-15 percent slopes. 2.4 EXISTING VEGETATION The entire area between the shoreline and the residence and patio area is dominated by non- native grasses and small landscaped areas containing ornamental shrub vegetation. The remainder of the property is dominated by Douglas-fir (Pseudotsuga menziesii), evergreen huckleberry (Vaccinium ovatum), sword fern (Polystichum munitum), and salal (Gaultheria shallon). 2.5 SURROUNDING LAND USES The adjacent property to the east contains a single-family residence and is dominated by non- native grasses. The adjacent property to the west is owned by Mason County and is undeveloped with an upland forested plant community dominated by western red cedar (Thuja plicata), red alder (Alnus rubra), evergreen huckleberry (Vaccinium ovatum), Himalayan blackberry (Rubus discolor), and sword fern (Polystichum munitum). A small wetland plant community exists along the shoreline of Mason Lake and is dominated by salmonberry (Rubus spectabilis), hardhack (Spiraea douglasii), and slough sedge (Carex obnupta). Adjacent surrounding areas are forested with urban residential localized densities along the shoreline. 3.0 APPLICABLE SETBACKS Mason County Fish and Wildlife Habitat Conservation Area(FWHCA)buffers and building setbacks are listed below. No species on the list were observed the day of field work. No species on the list were identified as being documented in the vicinity of the project during a literature and website review. 5.0 PROJECT IMPACTS Project impacts include construction of several keystone retaining walls, removal of an existing lakeside deck, and demolition and reconstruction of a second story deck attached to the residence. Project impacts are summarized in the Table "Bocksch Property—Shoreline Development" included in the Attachments. Total project impact areas were calculated by comparing a scaled sketch map from the April 2004 site visit to Total Station Mapping performed in summer 2006. Before and after photographs were also compared. The results of the comparison are summarized in the table below. Vegetation Disturbance The majority of vegetation disturbance involved non-native mowed grass. A small patch of evergreen huckleberry(Vaccinium ovatum) was removed along the western property line. Soil Disturbance Approximately 2,400 square feet of soil was disturbed during construction activities. Noise/Light/Human Activity Disturbance Impacts may include: • Temporary construction related noise/activity during daylight hours; and • Long term human use impacts: noise, residential lighting, human foot traffic, and domestic animals. The development most likely did not increase any of these impacts from existing conditions. Water Quality Silt fencing was used during construction activities to protect water quality. 6.0 MITIGATION MEASURES It is our best professional judgment that removal of unpermitted structures at this site will cause more environmental harm than good. The proposed plan aims to mitigate for development within the FWHCA with native landscaping features. Native landscaping would have the following benefits: • Visual screening of retaining walls from Mason Lake; • Native plants provide wildlife and erosion control value; and • Restore original slope/grade to property. 6.1 MITIGATION ZONE (A) (260 Square Feet) Mitigation Zone (A) is an enhancement area located within the Mason Lake FWHCA buffer(See Restoration Plan and Vegetation Transect 1 in the Attachments). Zone (A) is in the northwest corner of the property between the keystone retaining walls and Mason Lake. Existing condition is flat mowed grass. Zone (A)will be sloped and/or terraced to bring grade up to predevelopment conditions (within 4 feet of the top of the keystone retaining wall). Additional habitat features such as logs and rocks will be added opportunistically for habitat value. For visual screening trellises will be placed on retaining wall faces for native vines. 6.2 MITIGATION ZONE (B) (310 Square Feet) Mitigation Zone (B) is an enhancement area located within the Mason Lake FWHCA buffer(See Restoration Plan and Vegetation Transect 2 & 3 in the Attachments). Zone (B) is in the northeast corner of the property between the keystone retaining walls and Mason Lake. Existing condition is flat mowed grass. Zone (B) will be sloped and/or terraced to bring grade up to predevelopment conditions(within 4 feet of the top of the keystone retaining wall). Additional habitat features such as logs and rocks will be added opportunistically for habitat value. For visual screening trellises will be placed on retaining wall faces for native vines. 6.3 PLANT MATERIAL LIST Recommended native plant species for Mitigation Zone (A) and(B) include: Trees: Vine maple(Acer circinatum) Pacific Dogwood(Corpus nuttallii) Shrubs: Red osier dogwood(Corpus stolonifera) Salmonberry (Rubus spectabilis) Salal (Gaultheria shallon) Evergreen huckleberry (Vaccinium ovatum) Red elderberry(Sambucus racemosa) Vines: Western trumpet honeysuckle(Lonicera ciliosa) Hairy honeysuckle (Lonicera hispidula) Ground Cover Sword fern(Polystichum munitum) Kinnikinnik(Arctostaphylos uva-ursi) Required planting densities are to be as follows: Zone (A) Trees 3 at 10 feet on center Shrubs 11 at 5 feet on center Ground Cover 30 at 3 feet on center Vines 30 at 1 foot on center along base of wall Zone B Trees 3 at 10 feet on center Shrubs 15 at 5 feet on center Ground Cover 35 at 3 feet on center Vines 35 at 1 foot on center along base of wall 6.4 NATIVE PLANT INSTALLATION METHODS Planting Procedure Planting pits for transplants shall be 1.5 times the depth and twice the diameter of the transplant root balls. Remove the plant from the container and scarify the sides of the root ball. Place plant in the planting pit. Backfill the planting hole to 3 inches below finish grade. Take care to bury plants to proper rooting depth. Provide deep stratum watering at the time of planting. Typical planting details are provided in the attachments section. Planting Distribution/Placement Species placement and relative distribution within the planting zones shall be based on pre- construction site guidance from the designer. Final locations will be based on soil, moisture, and solar exposure conditions. Timing Site conditions permitting, the optimum time for planting most native woody plant material appears to be the later part of winter and early spring(February-March). Plants installed early in the dormant season tend to be subject to winter kill and die back. Conversely, plants installed during the late spring and early summer have been observed to be much less drought tolerant during the dry summer period. In cases where project schedules may not coincide with optimal planting times (summer), additional efforts to irrigate plantings will be necessary. Maintenance Maintenance includes irrigation, replacement of dead/dying or undesirable transplants with appropriate vegetation, and removal of noxious and invasive weeds. Occasional deep irrigation of three inches of water every ten days to mitigation plantings during extended hot and dry periods for the first two years is recommended. 7.0 CONCLUSION This HMP proposes mitigation for unpermitted development within the FWHCA of Mason Lake. Native landscaping is proposed to mitigate for adverse impacts. We believe the conversion of mowed grass to native plantings will have a benefit to the FWHCA of Mason Lake. Recommendations were made based on background information provided and/or reported by the client, observed on site by Agua Tierra, and provided by natural resource agency staff and/or databases. Conditions not known to exist are not reflected in the report. The observations, interpretations, and conclusions herein are based on generally accepted assessment and/or design practices commensurate with the scope, budget, and schedule of this work. In addition, conditions may change at the site due to human influences, floods, groundwater regime changes, or other factors. This warranty is in lieu of all others, either expressed or implied. This report has been prepared for the exclusive use by Agua Tierra's clients,the client's authorized representative/s, and regulatory agencies.
