BOCKSCH PROPERTY ASSESSMENT 1290 East Mason Lake Drive South Mason County,Washington PAR CEL: 22107-500-0046 1.0 INTRODUCTION Agua Tierra Land&Water Services, Inc.has been contracted by Mr. Don Bocksch to facilitate a settlement with Mason County for several environmental and building permit violations at the above mentioned parcel. To follow is a proposed compliance/mitigation pathway designed to achieve this end. 2.0 SITE ASSESSMENT Site assessment included the following: • Site mapping of development using Total Station; • Inspection of retaining walls by a Professional Engineer; • Site assessment by a Qualified Biologist; and • Site photography of before and after development conditions. 3.0 PERMIT COMPLIANCE All permits requested by Mason County will be completed for non-permitted activities addressed in the July 31, 2006"Notice of Civil Violation"letter. All permit fees will by paid by Mr. Bocksch to Mason County. It is our understanding that Mason County is requiring the following permits: Second Story Deck • Building permit • Shoreline Master Program Variance • Mason Environmental Permit • Habitat Management Plan Retaining.Walls • Building permit w/Geotechnical Report • Variance • Mason Environmental Permit • Habitat Management Plan Bulkhead • Bulkhead has not been replaced as the Notice of Civil Violation states. • Minor repairs made(considered maintenance) GUA TIERRA LAND i WATER SERVICES,INC. 506 Edison Street SE,Suite 100 - Olympia,WA 98501 - T:(360)754-3755 - F:(360)754-3431 - www.aguatierra.net Rivers,Wetlands,Lakes,Marine Shorelines,Surface Mines 4.0 PROPOSED MITIGATION A detailed mitigation plan is included in the Habitat Management Plan. Proposed mitigation for adverse impacts is summarized below. Removal and/or reconstruction of retaining walls will cause impacts to Mason Lake. This proposal seeks compliance while avoiding additional on-site construction activities. Native plantings An approximate net gain of 261 square feet of impervious surfaces has occurred from the unpermitted development activities on-site. As mitigation, 570 square feet of native plantings will be placed between the retaining walls and Mason Lake. Native plantings will screen the retaining walls and provide wildlife habitat. Trellises will be attached to the retaining walls to promote native vine growth. Rock/log terrace/slope The above native plantings will be placed in a sloped terrace created in front of the retaining walls. No terraces will be more than 30 inches in height. Rocks and logs will be placed as habitat features. Engineering Requirements To meet engineering requirements,terraces will be sloped up to four feet from the top of retaining walls.
