(Agua Tierra)prepared this Restoration Plan(Plan)for the subject parcel as part of a settlement with Mason County(County) for unpermitted development within the Fish and Wildlife Habitat Conservation Area(FWHCA) of Mason Lake. Unpermitted construction included landscape retaining walls,patio, stairs,handrails and demolition of a pre-existing deck. Settlement documents submitted to the County include: • This Restoration Plan(with attached drawings); • Engineering evaluation of retaining walls; • Environmental Permit(DARPA Shoreline Conditional Use); and • Building permit and supporting construction plans. The following restoration work is established by the settlement aggreement: • Partial wall removal; • Partial patio removal; • Earth fill placement for engineering and restoration; and • Native plant/habitat restoration. All supporting figures can be found in Attachments. 1.2 PROJECT LOCATION The project location is described below. • Site Address: 1290 East Mason Lake Drive South,Mason County,Washington • Legal: T22N,R1 W, Section 07(W.M.) • County/Parcel: Mason/22107-500-0046 • Size: 0.16 Acres • Protected Resource: Mason Lake(Type 1 (S)Lake shoreline) 1.3 REGULATORY AUTHORITY Mason County regulates Mason Lake through Mason County Resource Ordinance—Fish&Wildlife Habitat Conservation Areas 17.01.040. Mason County Fish and Wildlife Habitat Conservation Area (FWHCA)buffers and building setbacks are listed below. Buffers and building setbacks are measured in a landward direction from Ordinary High Water Mark(OHWM). Applicable habitat type/s and buffers for this project appear in italics in the following table. Existing adjoining land use: • Forested and rural residential. 2.1 EXISTING TOPOGRAPHY The entire property slopes moderately toward the shoreline of Mason Lake. 2.2 EXISTING SOILS Soils for the study area are mapped on the website: websoilsurvey.nres.usda.gov. Mapping shows soil series: • Alderwood Gravelly Sandy Loam(non-hydric well-drained)with 5-15 percent slopes. 2.3 EXISTING VEGETATION The entire area between the shoreline and the residence and patio area is dominated by non-native grasses and small landscaped areas containing ornamental shrub vegetation. The remainder of the property is dominated by Douglas-fir(Pseudotsuga menziesii), evergreen huckleberry(Vaccinium ovatum), sword fern (Polystichum munitum), and salal (Gaultheria shallon). 2.4 PROTECTED WILDLIFE SPECIES INFORMATION A check list for Species of Importance That May Occur in Mason County is included in the Attachments section. No species on this list were observed the day of fieldwork. No species on the list were identified as being documented in the vicinity of the project during a literature and website review. 3.0 PROPOSED RESTORATION WORK New/proposed land use modifications in this restoration proposal include: • Partial removal of an unpermitted retaining wall; • Construction of 24' landscape retaining walls; • Partial removal of patio; • Earthwork and soil amendments; and • Restoration with native vegetation. 4.0 RESTORATION MEASURES An overall settlement agreement was reached with the County. Specific restoration work will include: • Removal of a retaining wall(RW3 on Site Map); • Replacement of removed wall with a series of low landscaping walls(each not to exceed 24 inches in height)with resulting terraces planted with native vegetation; • Planting of a vegetative screen along the northern property boundary; • Installation of native vegetation along the waterward base of other retaining walls; • Soil fill and vegetation placement in front of Retaining Wall 2 (RW-2); • Visual screening of taller retaining walls from Mason Lake; and • Restoration using native plants for wildlife habitat and erosion control. 3 4.01 BEST MANAGEMENT PRACTICES (BMP) In order to avoid and or minimize potential adverse impacts to surrounding areas Best Management Practices(BMP's)are prescribed. Detailed BMP guidance is provided as an Attachment. Environmental protection and conservation measures are specified. 4.02 RESTORATION AREA [Approximately 300 Ft'(Min.)] The Restoration area is located within the Mason Lake FWHCA buffer and shown on the Site Plan in the Attachments. The Restoration Area is in the northern portion of the property between the keystone retaining walls and the bulkhead adjoining Mason Lake. Currently the area consists of flat mowed grass. The existing retaining wall(RW3)will be removed and the grade will be sloped and terraced to near pre- project conditions.Care will be taken to reestablish the vegetative screen between the subject parcel and the parcel to the north. Additional habitat features(logs and rocks)will be added opportunistically for habitat value. For visual screening trellises will be placed on retaining wall faces to support native vines. 4.03 NATIVE VEGETATION Recommended native plant species quantities,are listed in the table below. Noted quantities are an estimate based on estimated project impact area,prescribed planting densities and correction factor/s estimated for existing or retained and salvaged plants(if any). Planting densities(spacing)will eventually provide a moderately dense, structurally diverse plant community in the treatment area. Any individual native plants retained within the treatment area may be 4 I counted towards the specified overall planting densities. Any non-native(weed)vegetation should be removed. 4.04 LARGE WOODY DEBRIS HABITAT Dead trees, stumps and fallen timber provide excellent wildlife habitat to a broad range of species(birds, mammals, reptiles,amphibians and insects). We recommend including downed logs/stumps aesthetically places as habitat and landscaping features within the restoration area. Ferns grow well in decaying wood and can be added. 5.0 NATIVE PLANT INSTALLATION METHODS Please refer to Native Plant Installation Instructions and detail drawings in Attachments. 6.0 GOALS AND PERFORMANCE STANDARDS Specific objective and performance standards are listed in the table below. Plants achieve healthy,competitive,maintenance • Self sufficient free condition. 7.0 MONITORING Monitoring of the site will be required to evaluate the success of the mitigation measures and provide for amendments to the plan,which may become necessary to achieve its purpose.The client shall provide for seasonal monitoring of the site by a qualified biologist or other qualified professional. The applicant shall submit an annual and/or final report as required per ordinance. Native plantings should be monitored for a minimum of 80% survival and growth of all transplants and native volunteer substitutes. Mason County Resource Ordinance 17.01.070 requires"annual monitoring for a minimum of five years and up to ten years or until the department determines that the mitigation project has achieved success." 8.0 CONTINGENCY PROCEDURES Contingency actions which may be required could include,but are not limited to,replacement of plants which have not achieved the standard survival or coverage goals according to the proposed planting density, substitution of plant species on the plant species list/schedule, irrigation,and amendments to the restoration/mitigation plan during monitoring as necessary to achieve its purpose. 5 9.0 SCHEDULE The following timeline is designed to achieve the best chances of mitigation success. Remove the plant from the container and scarify the sides of the root ball. Place plant in the planting pit. Backfill the planting hole to 3 inches below finish grade. Take care to bury plants to proper rooting depth. Install a 2-4 inch deep mulch/wood chips (non-bark)ring taking care to pull mulch back from tree/shrub trunk,this helps keep weeds down and retains moisture in the dry season. Provide deep(3-4inches)watering at the time of planting. Please see attached figures for examples. Timing Site conditions permitting,the optimum time for planting most native woody plant material appears to be the later part of winter and early spring(February-March). Plants installed early in the dormant season tend to be subject to winter kill and die back. Conversely,plants installed during the late spring and early summer have been observed to be much less drought tolerant during the dry summer period. In cases where project schedules may not coincide with optimal planting times(summer), additional efforts to irrigate plantings will be necessary. Maintenance Maintenance includes irrigation,replacement of dead/dying or undesirable transplants with appropriate vegetation, and weed control. Occasional deep irrigation of three inches of water every ten days to plantings during extended hot and dry periods for the first two years is recommended. Diligent weed control is required during the first three growing seasons to ensure a successful planting. This includes keeping grasses and blackberries down between plants, and pulling Scots broom before it has a chance to flower. Scots broom should be pulled taking extreme care to not break the taproot off below ground, as it will re-grow.
