The site is found in the South-Easter) 1.:4 of Section 7.'lownship 21 North. Range 2 West(See Figure 1. Site Vicinity %lap). The property collectively occupies an approximated 0.70 acres, according to area calculations of an odd shape based on the measure tool of the Mason County 61S database. The purpose of this Habitat Management Plan (HMP) is to address potential impacts resulting from the construction of a rock wall within the shoreline buffer of Mason Lake. The rock wall will he constructed to a height of less than 4 feet,and will span an approximated linear distance of 90 feet parallel to the Ordinary High igh Water Mark(OHW.M)of'Mason Lake, located 10 lect inland from the OI-IWM and at the base of the slope on this property. The wall will be above the OHV►-`M, and will be; constructed of two man rock. The overall footprint of the rock wall is approximately 90 square feet. The purpose of the rock wall is to protect against erosion at the base of the slope above the 0I1 WM. The freshwater shoreline for this parcel is regulated with a 100 foot bufferunderthe Mason County Resource Ordinance, Fish and �%-ildhtc Conservation Areas section. The objectives of this 10,1P are as follows: • To evaluate the potential adverseeffects to critical area functions as well as fish and wildlife habitat resulting from the proposed construction of a rock wall within the shoreline buffer. Emphasis is placed oil the possible loss of habitat for any listed species found to be residing in the vicinity of the parcel. • To identify possible mitigation measures that could be implemented to offset the adverse effects resulting from the establishment of the rock wall within the shoreline buffer. 2.0 PROPERTY DESCRIPTION The property is accessed via E Mason Lake Drive South, which passes adjacent to the southern side of the property. The parcel is bordered to the cast and west by residential parcels of smaller size and similar shape. The shoreline of Mason Lake borders the north side of the parcel. The portion of the property to the north of E Mason Lake Drive South consists of dense brush field with stumps on a flat to gentle slope, The area near the shoreline consists of a vegetated,gentle to PO Box 2854. Approximate rock wall location circled in red. 3.0 APPLICABLE SETBACKS The project site is within the jurisdiction of Mason County, Ordinance 17.01.040 identifies Fish and Wildlife Habitat Conservation Areas adopted by Mason County. Suitable spawning habitat is present in the connecting surface waters of Shumocher Creek, which feeds into Mason Lake, and Sherwood Creek which Mason Lake drain-, into. Shenvood Creek drains into North Buy and Case Intel. No impacts to Puget Sound Chinook or associated habitat are predicted as result of the proposed project. Mason Lake itself is not a spawning area, and the placement of the rock wall 10 feet inland from the OI IVvM of the Mason Lake shoreline will not significantly impact Puget Sound Chinook salmon habitat. 4.2 flood Canal Summer Chum (Oita rhynehus keta)-Threatened Hood Canal Summer Chum migrate immediately to marine waters upon hatching, from freshwater habitats. This reduces the mortality associated with the variable instream environment, but makes them more dependent on estuarine and marine habitats such as the shoreline of Hood Canal. T'hcre are no ilood Canal Summer Chum spawning areas in proximity to the site. Ilood Canal Summer Chum habitat is not present within this lake due to no connecting surface waters with Hood Canal. Therelbre, no impacts to Hood Canal Summer Chum or associated habitat are predicted with the proposed project. 4.3 Bull Trout(Salvelinu.s malma)-Threatened Hull trout typically inhabit very cold,clear headwater streams at high elevations that are supported by snowmelt. For spawning and early rearing, bull trout require loose,clear gravel, relatively free of tine sediments. Bull trout habitat is present in the connecting surface waters ol'Shumocher Creek, which feeds into Mason Lake, and Sherwood Creek which Mason Lake drains into. Sherwood Creek drains into North Bay and Case Inlet. No impacts to Puget Sound Chinook or associated habitat are predicted as result of the proposed project. Mason Lake itself is not a spawning area, and the placement of the rock wall 10 feet inland from the 01-IWM ofthc Mason Lake shoreline will not significantly impact Bull trout habitat. 4.4 Puget Sound Steelhead (Oncorhynchus nkrkiss) Threatened Listed as Threatened since May 2007, P►igel Sound Stcelhead spawn in several streams throughout Puget Sound. Spawning usually occurs in moderate to steep gradient sections of streams, usually in heads of riffles or the tails of pools where hydraulic condition are conducive to intragravel flow. Side channels and the anterior portions of islands are also used. Spawn timing for summer steelhead runs typically ranges from niid-May through October while winter run steethead are present from December through May. Adequate cover from predation, water temperature, and spawning gravel are important factors for instream habitat, while little is currently known about specific marine habitat requirements. Sherwood Creek drains into North Bay and Case Inlet. No impacts to Puget Sound Chinook or associated habitat are predicted as result of the proposed project. Mason Lake itself is not a spawning area, and the placement of the rock wall 10 Icet inland from the OI IWM of the Mason Lake shoreline will not significantly impact Steelhead trout habitat. 4.5 Marbled Murrelet(Brachyramphus inarmoratus)-'Threatened Marbled Murrelets are typically associated with coastal habitats and nest in old-}growth forests. Murrclets may fly as far as 50 miles inland to nest, however the average distance is roughly 5- allics fiom nest to sea. it is only during the summer breeding months that they arc commonly found inland. During non-nesting seasons they live at sea. Murrelets require tall mossy trees in conitcrous old growth forests with cavities on thick branches where they can construct a cup nest 20-40 meters above the forest floor. Murreletts have been documented laying eggs on rocky ground habitats only when a sufficient forest is unavailable. 'There are no documented nesting sites surrounding the project site. No potential nesting trees arc within the project area. The project will have no adverse impact on Marbled Murrelet given there are no documented nesting sites or potential nesting trees in the vicinity of the project area. 4.6 Northern Spatted Owl (Strcr occidenlalis caurina)-Threatened Spotted owls require a large amount of land for their nesting and hunting grounds; pairs may occupy up to 58 sq. km. They are territorial and do not migrate, but they may shift their ranges slightly in response to seasonal changes. Suitable spotted owl habitat includes trees relatively large in diameter,multi-layered forest canopy with a moderate to high canopy closure in oversiory, midstory, and understory, large, tall, live trees with cavities, broken tops, mistletoe, or platforms of branches capable of holding accumulated organic matter suitable for use as a nest. Dead standing trees and fallen decayed trees supporting abundant populations of prey species are critical to spotted owl population.~. Currently there are no spotted owl nesting sites documented in proximity to the project site. Spotted owl habitat is currcnUy not present, nor is the property likely to eventually support spotted owl habitat given the surrounding area is developed. As spotted owl habitat is not present, no impacts to spotted owl or their habitat are expected to result from the proposed project. 5.0 ANALYSIS QF INFECTS The project area lies within the:regulated shoreline buffer. Office: 360-372-2421 e-mail: wettandcorpsChotmail-corn ; Parcel 22107-50-00032 Rock Wall I labitat Management Plan August,2015 Page G the adverse effects associated with sediment runoff and turbidity impacts during project implementation. 5.4 Light and Glare The proposed project will not result in an increase in light and glare. 6.0 MITIGATION MEASURES 6.1 Minimization The rock wall is necessary to stabilize a bank, which has the potential to erode. It will be constructed to the minimum height necessary to prevent further upland erosion and be consistent with the surface elevation of the adjacent upland. 6.2 Enhancement Recommendations To mitigate for the displacement of shoreline butter associated with this project, it is recommended that a portion of the shoreline buffer, currently lacking trees, be enhanced with a native tree community. The area to be enhanced occupies approximately 1500 square Icet upslope of the project area. This mitigation area has been selected to be enhanced with native trees. The following species and put sizes are recommended: Trees: western red cedar(Thuja plirata)-2 gallon Douglas fir(P.seudotsuga meoLicsh)-2 gallon A minimum of one tree species from the: list should bc:used. Native Planting Guidelines It is recommended that plantings be installed within the identified mitigation zone to achieve the following densities. trees-10' on center These densities will provide a moderately dense,structurally diverse plant community within the enhancement zone. To fulfill the recommended density, the enhancement zone will be planted with one tree. Typically,planting should occur during winter dormancy. The optimum time tor planting is during February and March, however, the need to complete the project in a timely manner may call for planting to occur outside optimum time periods. No machinery earthwork will be necessary to implement this enhancement plan;planting holes forspecified vegetation installation will be hand dug. No additional clearing or grading should be necessary for site restoration. All installed vegetation shall be marked with colored flagging to facilitate monitoring inspection-,. The monitoring program is outlined to insure:project cMetiveness. Some native vegetation will be removed or disturbed for the proposed project. The rock wall will restore stope stability where trees have been removed. Recent tree removal has consisted of 12 ovcrstory conifers from this the buffer. Photo 2. Base of slope to be protected by proposed rock wall. 5.2 Noise Pollution An incrcaasc in noise from construction activities may occur during daylight construction hours. No nesting sites are located within the radii of concern that would be impacted by noise associated with the construction of the rock wall. Wildlife species residing in proximity to the project area have likely become adapted to noise associated with both residential and recreational shoreline use. 5 3 Sediment and Turbidity The proposed work has the potential to temporarily increase turbidity and suspended sediment within the project area. Invasive species of concern near Mason Lake are as follows; • Terrestrial Invasivc Spccics o Yellow flag(Iris pseudactmuc) o Reed canary Grass(Phalaris arundinacea) a Japanese knotweed(l,ullopiu japonica) a Himalayan blackberry(Ruhus arumenicrelts) English ivy(Hedera helix) • Aquatic Invasive Species o Slender arrowhead(Sugitnariu gramin eu) 0 Big floating bladderwort(Utricularia in/lata) a Eurasian water-milfoil(MariophtJilunr.cpirunnm) These species are stubborn competitors for light and nutrients and limit success of native plants. Invasivc species should be removed from the enhancement zone should they invade. Ilcrbicides should not be used to achieve this due to the proximity to the shoreline. Persistent cutting during the growing season is sufficicnt to offset the rhizomes of invasive species if they become a problem. 6.3 Best Management Practices Recommended Best Management Practices for this project are as follows: • Perform excavation and site preparation work during seasonal low water aril dry weather. • Install silt fencing along the watcrward edge of the construction zone to prevent erosion and siltation of waters. • Minimize amount of erodible soils at any given time to the maximum extent feasible. • Check all equipment daily for leaks. Refueling and lubrication of equipment should occur offsite. Do not store any luel, lubricants,chemicals,or hazardous substances outside overnight within the project area. • Clearly mark clearing limits with orange flagging or construction fencing. • Do not apply any chemicals when there is a possibility of rain. • Comply with all permits and requirements of governing authority. 7.0 MONITORING Monitoring of the site will begin the first fall following native species plantings and maintained on an annual basis. The information gathered will provide the following: 1) condition of reintroduced plant species;2) the use of the site by wildlife species; 3)any disturbance caused by the development and its effect on the protected zone and associated aquatic habitat; 4) any occurrence of invasive species within the mitigation zone;5)any corrective measures that may he deemed necessary to provide desired conditions. This monitoring will be in effect for the duration of three years. The information gathered will be provided in an annual report and submitted to the Director of Mason County Department of Community Development.
