Site Pre-inspection Notes
Project#:SP12021-00165 to determine feasibility of building on tax parcel# 12305-52-00024
Date of Site Visit/Meeting:September 1, 2021
General property description: Site is located off NE Laurel Rd. Site is fully covered with Himalayan
blackberries. Adjacent property contains wetland vegetation.Observed wetland vegetation included
Douglas spirea,skunk cabbage, and slough sedge. Other vegetation included western red cedar, alder,
lady fern, and Himalayan blackberry.
Zoning:The zoning designation for the site is Rural Residential 5 (11115).Standard setbacks for this zone
are a 25-foot front yard setback, a 20-foot setback for back yards,and a 8.5-foot setback for side yards
per provision that lots less than 100 feet shall have standard side setbacks equal to 10%of the lot width
at the building location.The front yard refers to the lot line adjacent to the property access, including
access easements.The setbacks are measured from structures above grade such as roof overhangs (roof
gutters),and other structures/appurtenances, including heat pumps exempt structures,etc.
An administrative variance can be applied for to get a reduction in the required setbacks (minimum of 5
feet for sides, minimum of 10 feet for front and rear) if the lot meets certain criteria. Other setbacks can
apply when critical areas are present, see below.
All setbacks are measured from the furthest projection of the structure (including roof eves and gutters).
Height limit per Mason County Code(MCC) 17.04.224(c) is 35 feet. Size limit per MCC 17.04.224(b) is
3,000 square feet for accessory building not to include dwellings.
Stormwater Management: Project shall be in conformance with the small parcel stormwater
management requirements.A small parcel stormwater application is required for properties creating
2,000 square feet of new impervious surface. Please consult the Small Parcel Stormwater Worksheet
here for more information.
Wetlands:There appears to be a jurisdictional wetland on the property immediately to the east.The
wetland setback extends onto the subject property. Wetland delineation and categorization will be
necessary to determine the applicable buffer requirements for future development.A list of wetland
consultants is here for your information, although you may also choose other qualified professionals not
on this list. HERE is the Wetlands chapter from the Mason County Resource Ordinance.
Cleared trails: Unpaved trails in the wetland buffer and elevated trails in the wetland are allowed up to
3-feet in width per 8.52.110(D)(1)(f)(iv).
Septic/Drainfield: It is strongly encouraged that you consult with our Environmental Health Department
for requirements on new septic system designs and existing septic systems,to make sure that it is sized
accordingly to serve the improvements as well as water connection requirements.The permit assistance
center requires an approved septic design prior to submitting a building permit. For more specific
information, please contact Environmental Health,at 360.427.9670 x400.
Septic and Water Utility Note:Septic tanks and drainfields are prohibited in protected critical
areas,such as streams, marine shorelines, and hazardous slopes.Septic infrastructure may be
placed in the protected setback area without additional permitting and environmental studies. In
the event that there is no other practicable alternative for placement,septic infrastructure may
be placed in the outer buffer with a Mason Environmental Permit and Habitat Management Plan
along with written documentation that there is no other feasible location.
