This Hydraulic Project Approval(HPA)pertains only to those requirements of the Washington State
Hydraulic Code, specifically Chapter 77.55 RCW.Additional authorization from other public agencies may
be necessary for this project.The person(s)to whom this HPA is issued is responsible for applying for and
obtaining any additional authorization from other public agencies(local, state,and/or federal)that may be
necessary for this project.
This Hydraulic Project Approval(HPA)shall be available on the job site at all times and all its provisions
followed by the person(s)to whom this HPA is issued and operator(s) performing the work.
This Hydraulic Project Approval does not authorize trespass.
The person(s)to whom this Hydraulic Project Approval (HPA)is issued and operator(s)performing the
work may be held liable for any loss or damage to fish life or fish habitat that results from failure to comply
with the provisions of this HPA.
Failure to comply with the provisions of this Hydraulic Project Approval could result in a civil action against
you, including, but not limited to,a stop work order or notice to comply,and/or a gross misdemeanor
criminal charge, possibly punishable by a fine and/or imprisonment.
All Hydraulic Project Approvals(HPA)issued under RCW 77.55.021 are subject to additional restrictions,
conditions,or revocation if the Washington Department of Fish and Wildlife determines that changed
conditions require such action.The person(s)to whom this HPA is issued has the right to appeal those
decisions. Procedures for filing appeals are listed below.
MINOR MODIFICATIONS TO THIS HYDRAULIC PROJECT APPROVAL(HPA):You may request
approval of minor modifications to the required work timing or the plans and specifications approved in
this HPA unless this is a General HPA. If this is a General HPA you must use the Major Modification
process described below.Any approved minor modification will require the issuance of a letter
documenting the approval.A minor modification to the required work timing means any change to the
work start or end dates of the current work season to enable project or work phase completion. Minor
modifications will be approved only if spawning or incubating fish are not present within the vicinity of the
project.You may request subsequent minor modifications to the required work timing.A minor
modification of the plans and specifications means any changes in the materials, characteristics,or
construction of your project that do not alter the project's impact to fish life or habitat and do not require a
change in the provisions of the HPA to mitigate the impacts of the modification. If you originally applied for
your HPA through the online Aquatic Protection Permitting System(APPS),you may request a minor

must submit a written request for a minor modification to an existing HPA.Written requests must include
the name of the permittee,the name of the authorized agent if applicable,the APP ID or HPA number,the

14. Fully enclose and contain flotation for the structure in a shell(tub)or 20-25 mm polyethylene or
polyurethane wrap.The shell or wrap must prevent breakup or loss of the flotation material into
the water.The shell or wrap must not be readily subject to damage by ultraviolet radiation and
abrasion.
15. Use of treated wood for decking is not authorized,but may be used for structural elements.
Treated wood subject to abrasion by vessels,floats,or other objects must incorporate approved
design features such as rub strips to minimize abrasion of the wood. Use of tires is not approved
unless proper post-treatment for aquatic environments is performed.
PROJECT DESIGN:
16. Do not construct skirting including batter fencing around the float
17. The replacement float must not exceed 8-feet of width or 10-feet of length. and the replacement
ramp must not exceed 3-feet width or 12-feet of length.
DEMOBILIZATION AND CLEANUP:
18. Do not relocate removed or replaced structures within waters of the state. Remove and dispose
of these structures in an upland area above the limits of anticipated floodwater.
19. Upon completion of the project, remove all materials or equipment from the site and dispose of all
excess spoils and waste materials in an upland area above the limits of anticipated floodwater.
20. Remove all trash in the project area, including concrete blocks or pieces,treated wood,drill
shavings, cuttings, bricks,asphalt, metal,treated wood,glass, floating debris, and paper,that is
waterward of the ordinary high water line and deposit upland.

Washington Department of Fish and Wildlife will notify you or your agent before conducting the
inspection.
REPORTING REQUIREMENTS:
6. PHOTOGRAPHS:You, your agent, or contractor must take photographs of the job site before the
work begins and after the work is completed.You must upload the photographs to the post-permit
requirement page in the Aquatic Protection Permitting System(APPS)or mail them to
Washington Department of Fish and Wildlife at Post Office Box 43234, Olympia,Washington
98504-3234 within 30-days after the work is completed.
INVASIVE SPECIES CONTROL:
7. Follow Method 1 for low risk locations(i.e.clean/drain/dry).Thoroughly remove visible dirt and
debris from all equipment and gear(including drive mechanisms,wheels,tires,tracks, buckets,
and undercarriage)before arriving and leaving the job site to prevent the transport and
introduction of invasive species. For contaminated or high risk sites please refer to the Method 2
Decontamination protocol. Properly dispose of any water and chemicals used to clean gear and
equipment.You can find this and additional information in the Washington Department of Fish
and Wildlife's"Invasive Species Management Protocols", available online at
hops:/twdfw.wa.gov/species-habitats/invasive/prevention.
STAGING, JOB SITE ACCESS,AND EQUIPMENT:
8. Check equipment daily for leaks and complete any required repairs in an upland location before
using the equipment in or near the water.
9. Equipment used in or near water must use environmentally acceptable lubricants composed of
biodegradable base oils.These are vegetable oils, synthetic esters, and polyalkylene glycols.
10. Establish staging areas(used for equipment storage,vehicle storage,fueling, servicing, and
hazardous material storage)in a location and manner that will prevent contaminants such as
petroleum products, hydraulic fluid,fresh concrete,sediments, sediment-laden water,chemicals,
or any other toxic or harmful materials from entering waters of the state.
SEDIMENT, EROSION,AND POLLUTION CONTAINMENT:
11. Deposit waste material from the project,such as construction debris,silt, excess dirt,or
overburden; in an upland area above the limits of anticipated floodwater.
12. Store all construction and deconstruction material in a location and manner that will prevent
contaminants such as petroleum products, hydraulic fluid,fresh cement,sediments,sediment-
laden water, chemicals,or any other toxic or harmful materials from entering waters of the state.
CONSTRUCTION MATERIALS:
13. Do not use wood treated with oil-type preservative(creosote, pentachlorophenol)in any hydraulic
project.Wood treated with waterborne preservative chemicals(ACZA,ACQ)may be used if the
Westem Wood Preservers Institute has approved the waterborne chemical for use in the aquatic
environment.The manufacturer must follow the Westem Wood Preservers Institute guidelines
and the best management practices to minimize the preservative migrating from treated wood
into aquatic environments.To minimize leaching,wood treated with a preservative by someone

Project Description: Replacing a float and ramp in the same footprint on Lake standstill.The float
replacement will be built off site and floated across Lake Standstill and secured with a new pre-built ramp
on the existing lakeside platform.
PROVISIONS
AUTHORIZED WORK TIMES:
1. You may begin the project on immediately and you must complete the project by 1/30/2030.
PROJECT APPROVALS:
2. This approval is for the replacement of the existing ramp and float only and does not authorize
the expansion of the structures or any new structures.
3. You must accomplish the work per plans and specifications submitted with the application and
approved by the Washington Department of Fish and Wildlife,entitled"206252_New ramp and
dock profile.PDF",last modified on APPS on 12120/2024,except as modified by this Hydraulic
Project Approval.You must have a copy of these plans available on site during all phases of the
project construction.
NOTIFICATION REQUIREMENTS:
4. FISH KILLIWATER QUALITY PROBLEM NOTIFICATION: If a fish kill occurs or fish are observed
in distress at the job site, immediately stop all activities causing harm. Immediately notify the
Washington Department of Fish and Wildlife of the problem. If the likely cause of the fish kill or
fish distress is related to water quality, also notify the Washington Military Department Emergency
Management Division at 1-800-258-5990.Activities related to the fish kill or fish distress must not
resume until the Washington Department of Fish and Wildlife gives approval.The Washington
Department of Fish and Wildlife may require additional measures to mitigate impacts.
5. You or your agent must contact the Washington Department of Fish and Wildlife by e-mail at
HPAepplications@dfw.wa.gov; mail to Post Office Box 43234,Olympia,Washington 98504-3234;

HPAapplications@dfw.wa.gov;fax to(360)902-2946;or hand-delivery to the Habitat Program, Natural
Resources Building, 1111 Washington St SE, Olympia,Washington 98501.The time period for requesting
a formal appeal is suspended during consideration of a timely informal appeal. If there has been an

* The stamped approved site plan is required to be on-site for inspection purposes. If an inspection is requested and the
approved site plan is not on site, approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule,
minimum 1 hour)will be charged and shall be collected by the Building Department prior to any further inspections being
performed or approvals granted.
" All other necessary permits from Mason County, Washington State and/or Federal Agencies that are required for this
proposed development and construction must be obtained PRIOR TO SAME DEVELOPMENT AND CONSTRUCTION.
All construction must meet or exceed all local and state ordinances in addition to the International Codes requirements as
adopted and amended by Mason County and the State of Washington. Occupancy is limited to the approved and permitted
classification. Any non-approved change of use or occupancy would result in permit revocation.
" Pressure treated wood manufactured after January 1, 2004 may contain high concentrations of copper which could quickly
corrode metal fasteners, connectors, and flashing. Install metal connectors approved for contact with the new types of
pressure treated material.
* Provisions for surface/subsurface drainage control must be implemented with new construction or development on site and
MUST NOT adversely impact adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either
private ditches and drains will meet requirements of the stormwater ordinance or prior approval will be granted to use an
existing utility and drainage easement dedicated for that specific purpose. For further information regarding this ordinance
contact the Mason County Public Works Department prior to construction at Ext 450
All permits expire 180 days after permit issuance, or 180 days after the last inspection activity is performed. The Building
Official may grant one or more extension of 180 days, upon the receipt of a written extension request prior to permit
expiration. Letter must indicate that circumstances beyond the control of the permit holder prevented action from being
taken.
* Landings and stairs must meet the same setback conditions as any permitted structure; and, must be shown on your site
plan. Please check your"Approved Site Plan"to ensure these structures are shown and meet the setback conditions listed.
The foundation/footing must be placed on undisturbed, firm-native soil. Proper frost depth, minimum 12 inches, shall be

the homeowner, agent for the owner or a registered contractor according to WA state law.
All changes to"approved"building plans that effect compliance with the international codes as amended and adopted, or
any other Mason County ordinance or regulation, must be reviewed and approved by Mason County prior to construction.
* All building permits shall have a final inspection performed and approved by Mason County Building Department prior to
permit expiration. The failure to request a final inspection or to obtain approval will be documented in the legal property
records on file with Mason County as being non-compliant with Mason County ordinances and building regulations.
* OWNER/ BUILDER acknowledges submission of inaccurate information may result in a stop work order or permit
revocation. Acknowledgement of such is by signature below. I declare that I am the owner, owners legal representative, or
contractor. I further declare that I am entitled to receive this permit and to do the work as proposed. I have obtained
permission from all the necessary parties, including any easement holder or parties of interest regarding this project. The
owner or authorized agent represents that the information provided is accurate and grants employees of Mason County
access to the above described property and structure(s)for review and inspection. This permit/application becomes null &
void if work or authorized construction is not commenced within 180 days or if construction work is suspended for a period of
180 days. PROOF OF CONTINUATION OF WORK IS BY MEANS OF INSPECTION. INACTIVITY OF THIS PERMIT
APPLICATION OF 180 DAYS WILL INVALIDATE THE APPLICATION UNLESS OTHERWISE APPROVED.
* Owner/Agent is responsible to post the assigned address and/or purchase and post private road signs in accordance
with Mason County Code 14.28 and 14.17.

All surface water and potential runoff must be controlled on site and shall not adversely affect any adjacent properties nor
increase the velocity flow entering or abutting to any state or county culverting/ditching system or road way.
* Any changes in proposed construction shall be reviewed by the engineer or architect of record and submitted in writing to
the Mason County Building Department prior to construction. All engineering and/or architectural documents are a part of
the approved set of plans and shall remain attached thereto. If documents are removed, approval will not be granted. In
addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and shall be collected by the
Building Department prior to any further inspections being performed or approvals granted.
* A Hydraulic Project Approval from the Washington State Department of Fish and Wildlife must be granted prior to
commencing work.wdfw.wa.gov
Review is for the ramp and floating dock ONLY. The upland platform and stairs were not evaluated in this permit. Any work
on the upland structures must be evaluated to determine compliance.
