adverse impact on the environment. An Environmental Impact Statement (EIS) is not required
under RCW 43.21 C.030(2)(c). This decision was made after review of a completed
Environmental Checklist and other information on file with the Lead Agency. This information is
available to the public upon request.

197-11-340(2). The Lead Agency will not act on this proposal for 14 days from the date shown

project description.) A sunken barge, which is exposed at low
tides and dangerous to boaters in the area, shall be removed from
the site. Equipment and materials will be driven to the site. The
equipment accessing the beach will consist of a wheeled excavator
and a wheeled loader.

person to understand the precise location of your proposed project

known. If a proposal would occur over a range of area, provide the range
or boundaries of the site(s). Provide a legal description, site plan, vicinity
map, and topographic map, if reasonably available. While you should
submit any plans required by the agency, you are not required to duplicate
maps or detailed plans submitted with any permit applications related to
this checklist.

(Endangered Species Act) listed salmonids. Salmonids are salmon, trout and
chars, e.g. bull trout. For our purposes, "ESA listed salmonids" is defined as
fish species listed as endangered, threatened or being considered for listing .
If ESA listed species are present or ever were present in the watershed where
your project will be located, your project has the potential for affecting them,

Subject: Determination of Nonsignificance for Barge Removal
Dear Mr. Chen:
This letter is in regard to the Determination of Nonsignificance(SEP2006-00164) which was
recently sent to our office. The Department of Natural Resources (DNR)would like to bring a
few items to your attention. If my memory serves me correctly, the sunken vessel is within the
leasehold of aquatic lands lease 20-A12691. If this is the case, you will not be required to
receive a Right of Entry to remove the vessel on state-owned aquatic lands. However, you are
required to notify the DNR two weeks prior to the removal date. Also note that if requested, you
may be required to provide all required permits to conduct the removal.
If the sunken vessel is outside your leasehold, you will need to fill out an application for a Right
of Entry use authorization. If this is the case,please contact me at your earliest convenience to
begin this process. My contact number is (206) 949-1720.
