The Lead Agency for this proposal has determined that it does not have a probable significant
adverse impact on the environment. An Environmental Impact Statement (EIS) is not required
under RCW 43.21 C.030(2)(c). This decision was made after review of a completed
Environmental Checklist and other information on file with the Lead Agency. This information is
available to the public upon request.

197-11-340(2). The Lead Agency will not act on this proposal for 14 days from the date shown
below, when the determination is final. Comments must be submitted to Dept. of Community

must be filed within a 14-day period following this final determination date, per Mason County
Code Chapter 15.11 Appeals.

phasing involved. Project will be completed asap, upon issuance of
all required permits.
7. Do you have any plans for future expansion, or further activity related to or
connected with this proposal: if yes, explain. No.
8. List any environmental information you know about that has been
prepared, or will be prepared, directly related to this proposal.
None has been prepared that I know of.
9. Do you know whether applications are pending for governmental
approvals of other proposals directly affecting the property covered by
your proposal? If yes, explain. Yes, permits have been obtained to
remove a sunken barge on the property.

proposal, if known. A Mason County Shoreline Substantial
Development permit, Building Permits, a Special Use permit, and
Environmental Health sewage/water permits, plus a Geotechnical
Report and Access Connection Permit from the WSDOT.
11.Give a brief, complete description of your proposal, including the proposed
uses and the size of the project and site. There are several questions
later in this checklist that ask you to describe certain aspects of your
proposal. You do not need to repeat those answers on this page. (Lead
agencies may modify this form to include additional specific information on
project description.)
A 6,000 gallon above grade marine fuel storage tank shall be added to
the site, including a 449 square foot concrete pad and a fence, plus fuel
lines from the tank to the dock. The fence, pad, and tank shall be
located 75 feet landward of the ordinary high water line and MHHW. A
below grade, 1200 gallon sewage pumpout tank shall also be added to
the site, including a pumpout line from the tank to the dock. A
standpipe for Fire Department Hookup will be installed at the site. An
existing 1,440 square foot mobile home shall be removed from the site.
The proposed project shall only add approximately 449 square feet of
new impervious surface, which means the project will result in a loss of
991 square feet of impervious surface. The site shall be surrounded by
a vegetative buffer for stormwater filtration and aesthetic enhancement.
Equipment and materials will be driven to the site, and BMP's will be
strictly adhered to during construction.
12. What is the location of the proposal? Give sufficient information for a
person to understand the precise location of your proposed project
including a street address, if any, and section, township, and range, if
known. If a proposal would occur over a range of area, provide the range
or boundaries of the site(s). Provide a legal description, site plan, vicinity

None. Emissions are expected to be minimal.
3. WATER:
a. Surface:
1) Is there any surface water body on or in the immediate vicinity of
the site (including year-round and seasonal streams, saltwater,
lakes, ponds, wetlands)? If yes, describe type and provide names.
If appropriate, state what stream or river it flows into.
The Hood Canal.
2) Will the project require any work over, in, or adjacent to (within 200
feet) the described waters? If yes, please describe and attach
available plans.
Yes, new fuel lines and a pumpout line will run 75 feet
underground, then above ground and beneath an existing
dock. The fuel lines will replace existing lines, while there is
no existing pumpout line.

placed in or removed from surface water or wetlands and indicate
the area of the site that would be affected. Indicate the source of fill

5) Does the proposal lie within a 100-year floodplain? If so, note
location on the site plan. Yes, the entire site is within a
floodplain.
6) Does the proposal involve any discharges of waste materials to
surface waters? If so, describe the type of waste and anticipated
volume of discharge. No.
b. Ground:
1) Will ground water be withdrawn, or will water be discharged to ground
water? Give general description, purpose, and approximate quantities,
if known. No.
2) Describe waste material that will be discharged into the ground from
septic tanks or other sources, if any (for example: domestic sewage,
industrial, containing the following chemicals...,agricultural, etc.).
Describe the general size of the system, the number of such systems,
the number of houses to be served (if applicable), or the number of
animals or humans the system(s) are expected to serve. An on site
septic system consisting of a 750 gallon and a 1200 gallon tank
will utilize an existing drainfield, which will be serving two
showers, two washbasins, and two toilets in the Marina's public
restroom, plus two RV hookups. This is not expected to be a

greater volume than the drainfield is rated for. The addition of a
Pirana Sludgehammer TM will reduce nitrogen levels and increase
oxygen levels of the effluent to equal or higher than the Canal's
waters.
C. Water runoff (including storm water):
1) Describe the source of runoff (including stormwater) and method of
collection and disposal, if any (include quantities, if known). Where
will this water flow? Will this flow into other waters? If so, describe.
A vegetated filtration buffer (a runoff treatment BMP)
surrounding the Marina (and along the shoreline located
directly landward of an existing bulkhead), will be utilized to
filter stormwater from a gravel parking lot on the site. Source
Control BMP's, such as eliminating illicit discharges of fuel
and installing a double-walled fuel tank and lines will be
utilized to prevent pollutants from entering stormwater.
2) Could waste materials enter ground or surface waters: if so,
generally describe.
No, the fuel tank will be double-walled and the lines will be of
double thickness in order to eliminate the possibility of
leakage. Both comply with all current U.S. Coast Guard and
Mason County regulations.
d. Proposed measures to reduce or control surface, ground, and runoff water
impacts, if any:
A vegetated filtration buffer (a runoff treatment BMP) surrounding
the Marina (and along the shoreline located directly landward of
an existing bulkhead), will be utilized to filter stormwater from a
gravel parking lot on the site. Source Control BMP's, such as
eliminating illicit discharges of fuel and installing a double-walled
fuel tank and lines will be utilized to prevent pollutants from
entering stormwater. A Pirana Sludgehammer TM will reduce
nitrogen levels and increase oxygen levels of drainfield effluent to
equal or higher than the Canal's waters. A high level alarm shall
be installed on the 750 gallon septic tank (which flows into the
1200 gallon tank), so the drainfield will not become overloaded.

Puget Sound Chinook salmon, bull trout, Hood Canal summer-run
chum salmon, the eagle, the killer whale, the humpback whale, the
Steller sea lion, the leatherback turtle, and the marbled murrelet are
all listed on the Endangered Species List and may be found in the
area.
d. Proposed landscaping, use of native plants, or other measures to
preserve or enhance vegetation on the site, if any:
A vegetation buffer shall be planted surrounding the Marina. It
averages approx. 30 feet in width. The buffer shall be planted with
appropriate native shrubs and groundcover.
5. ANIMALS

The vegetated buffer may attract shore birds and other wildlife, and it
will improve the quality of water entering Hood Canal.
6. ENERGY AND NATURAL RESOURCES:

used to meet the completed project's energy needs? Describe whether it
will be used for heating, manufacturing, etc. None.
b. Would your project affect the potential use of solar energy by adjacent
properties: If so, generally describe. No.
C. What kinds of energy conservation features are included in the plans of
this proposal? List other proposed measures to reduce or control energy
impacts, if any:
Work to be completed as quickly as possible.
7. ENVIRONMENTAL HEALTH:
a. Are there any environmental health hazards, including exposure to toxic
chemicals, risk of fire and explosion, spill, or hazardous waste, that could
occur as a result of this proposal? If so, describe. WSDOE's Best
management practices will be observed to insure minimal impact.

Fire or Medical treatment is always a consideration when
dealing with fuel, although the safest equipment will be utilized
for the proposed project. The project involves the installation
of a standpipe near the existing Pier for Fire Department
hookup.

hazards, if any:
WSDOE's Best management practices will be observed to
insure minimal impact.
b. Noise:
1) What types of noise exist in the area which may affect your project
(for example: traffic, equipment, operation, other)? None.
2) What types and levels of noise would be created by or associated
with the project on a short-term or a long-term basis (for example:
traffic, construction, operation, other)? Indicate what hours noise
would come from the site. Noise from heavy equipment will not
be more excessive than the noise from nearby SR106.

an operating marina. Adjacent properties are also commercial.

The fuel tank will be in a fenced enclosure and the pumpout tank will
be underground. A vegetated buffer will surround the Marina for
stormwater filtration and to give it a more natural appeal.

recreation opportunities to be provided by the project or applicant, if any:
The addition of fuel and a pumpout facility at the Marina is expected
to reduce pollution from boaters in Hood Canal. Improving the water
quality of the Canal is expected to have a beneficial affect on
recreation.

14. TRANSPORTATION
a. Identify public streets and highways serving the site and describe
proposed access to the existing street system. Show on site plans, if any.
SR 106. Access to remain unchanged. An Access Connection
Permit is being obtained from the WSDOT.
b. Is site currently served by public transit? If not, what is the approximate
distance to the existing street system? Show on site plans, if any.
Unknown. The site is located on SR 106.
C. How many parking spaces would the completed project have? How many
would the project eliminate? Twenty-three, with two RV hookups. It is
probable the project eliminated some parking, as the vegetated
buffer is located in areas that were once available for parking;
however, the proposed project has more parking than is required by
Mason County regulations.
d. Will the proposal require any new roads or streets, or improvements to
existing roads or streets, not including driveways? If so, generally
describe (indicate whether public or private).
No.

Yes. There is an operating marina on the site.

Approx. twenty. Peak volumes would occur during summer months
and in particular during summer weekends or holidays.

A truck maneuvering hammerhead will be included to provide easy
departure from the site.

No. The size of the Marina is not expanding. The project includes
the installation of a standpipe for Fire Department hookup.

if any: Safety measures will be implemented in order to prevent the
occurrence of an accident. Those measures include utilizing a
double-walled fuel tank and lines that comply with all current U.S.
Coast Guard and Mason County regulations.
