Dear Applicant: Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Allan Borden Land Use Planner Mason County Planning Department 5/16/2007 1 of 3 SP12007-00100 Site Inspection 5/16/2007 Case No.: SP12007-00100 Comments: Pre-inspection for Angela Wooden on Apr. 26, 2007: The purpose of the pre-inspection was to evaluate issues related to constructing a new residence on a 102-foot wide lot along the Wooten Lake shoreline. The bulkhead to the east runs into the natural shoreline on the subject property. The property is located on the waterward (south) side of Blacksmith Tahuya Rd., along with many other narrow or shallow lots located east and west of the site. Slopes on this side of the county road exceed 25 percent and properties are accessed by various sloped driveways. The property is in Rural Residential 20 zone. Standard building setbacks for this zone are a 25-foot front yard setback from the road easement, and 20-foot side and rear yard setbacks. These setbacks are measured from structures 30 inches above grade such as roof overhangs, decks, balconies, stairs, fuel tanks, heat pumps etc. Front yard setbacks may be reduced to a minimum of 10 feet if necessary through an administrative variance process at the time of building permit submittal. Shoreline standards: The Mason County Shoreline Master Program and the Resource Ordinance guide development proposed within 200 feet of the ordinary high water mark (OHWM) along Wooten Lake. The shoreline designation for this area is Urban Residential Environment. The residence to the west is considered an existing non-conforming structure by both sets of regulations since overwater structures do not meet current shoreline setback standards. The proportional shoreline setback applies and is the average of setbacks for development on properties to the east and west. The default minimum shore setback of 35 feet applies to the non-conforming cabin to the west; a setback of 35 feet from the bulkhead applies to the home to the east. The average shoreline setback would be 35 feet from the lake OHWM. Slopes: The site has a terrace about 70 feet from the lake, created by past excavation and grading; this activity has also steepened access from the road to the north. With slopes in excess of 25 percent adjacent to or within 300 feet of a proposed project, a Geological Assessment would be needed to address slope stability and the other requirements of the enclosed landslide hazard chapter 17.01.100 section E. 4. as required by the Mason County Resource Ordinance. The report must state that the hazards of the landslide area can be overcome in such a manner as to prevent harm to property and public health and safety, and must also assure the project will cause no significant 5/16/2007 2 of 3 SP12007-00100 Site Inspection 5/16/2007 Case No.: SP12007-00100 environmental impact. The applicant shall have a qualified geologist or engineer visit the subject parcel and prepare a site analysis and geologic assessment specific to your proposed site development, based upon the ordinance criteria, addressing clearing, grading, building construction, and stormwater control. This assessment / analysis would be submitted and evaluated at the time of building permit submittal. For septic related issues, please contact Mason County Environmental Health for setbacks for the on-site septic system that will be required as part of proposing the residence on this property.
