FINDINGS FOR MASON ENVIRONMENTAL PERMIT
DATE: June 12 , 1997
PERMIT NO. : RLC97-0093
PROPOSED ACTION: Construction of a 2500 square ft single family
residence adjacent to existing garage. House
will be constructed on a platform to bridge
Type V Stream running along property.
DEPARTMENT OF COMMUNITY DEVELOPMENT:
a) There is a Type V Water Creek on site flowing in a north
to south direction and draining into Hood Canal through a
metal pipe under State Route 106 . Project site includes
natural low areas bordered by steep slopes on both east and
west directions . These areas are characterized by vegetative
cover both ground and canopy. There is a concrete garage
structure on the west side of the property with a gravel
driveway.
b) The property owner and agent are aware of the project
site limitations and environmental issues involved.
Therefore, the house will be constructed on a platform
spanning between the existing garage and a new foundation on
the opposite side of the creek. Support on the eastern end
of the platform will be set on an extension of the existing
garage retaining wall which also serve to stabilize the base
of the slope at this point . Support at the western end will
be founded upon a series of pilings sunk on the opposite
side of the creek. This approach will minimize potential
impacts upon the creek.
c) The Interim Resource Crdinance will allow work within
stream and wetlands, as long as the owner applies for a
Mason County Environmental permit and meets the standards of
the Ordinance. The owner and the agent have applied for the
MEP and have supplied and Environmental Checklist for the
proposal . A Determination of Nonsignificance was issued on
September 30 , 1996 . Comments from the Department of Ecology
were received on October 15 , 1996 . DOE requested issuance of
a short-term water quality standards modification which was
issued on June 9 , 1997 (Order No. DE W-S249) . The Department
of Fish and Wildlife issued a Hydraulic Project Approval on
March 18 , 1997 .
DEPARTMENT OF PUBLIC WORKS :
No comments made because proposal does not affect county
roads .

DEPARTMENT OF HEALTH (ENVIRONMENTAL HEALTH) :
Existing water and septic systems were approved.
FIRE MARSHAL:
No comment made because proposal does not require Fire
Marshal review.
COUNTY BUILDING OFFICIAL:
The Building Department has three conditions:
1) Building Shall be designed by a Washington State licensed
engineer. Provide two (2) sets of wet stamped plans and
calculations . Engineering design shall incorporate all
recommendations and design criteria per soil reports and
1994 UBC;
2) Owner/builder shall have a certified inspector on site to
inspect all subgrade, excavation, placement and compaction
tests and possible concrete tests if required. Provide a
copy of all tests to this office for review as they become
due. Also provide a copy of the inspectors certification
prior to starting any work; and
3) Ground water is a problem here. Supply a Drainage Plan to
show that the water will not become an adverse impact on
structure. This plan can be incorporated with building plans
and submitted at the same time.
CONCLUSIONS:
Based upon the above comments, the Department of Community
Development shall issue this Mason County Environmental
Permit with the set of conditions attached. These conditions
will assure the public of Mason County that potential
impacts to sensitive areas are addressed.
On this date, Mason County Environmental Permit RLC97-0093 is
approved with the attached conditions .
