As part of this departments review of your permit application, a Site Inspection (SPI) was performed
on your property. Below you will find comments made regarding the proposed development and its
critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements fdr development of the subject property.

comments: The purpose of the preinspection was to determine the
applicability of planning regulations in relation to the proposed
project of reconfiguring and repairing a pier/ramp/float system.
The subject property is located along the south shore of Hood
g Canal. A site inspection was done on 5/16/2003.
Project Overview:
At the present time, existing pilings are located on the project site.
The pilings extend out to approximately 198 feet from the
Ordinary High Water Mark. The float system, ramp and pier
materials that constitute a completed structure are no longer
evident. The applicant representative states that these materials
blew away in a storm approximately one year ago.
The Mason County Shoreline Master Program, Chapter 7.08,
allows for normal, maintenance and repair of existing structures
which can be, "comparable to its original condition, including but
not limited to its size, shape, configuration and location within a
reasonable period after decay or partial destruction, except where
repair involves total replacement." A reasonable period of time for
repair is up to one year after decay or partial destruction.
In terms of the proposed project and applicability of planning
regulations and review, it is important to verify the actual timeline
of destruction of the float and ramp system. The timeline will
determine if the proposed project is regarded as a Shoreline
exemption under "normal, maintenance and repair" or require a
Shoreline exemption/Substantial development permit (dependent
on cost of replacing dock). It will also determine if the
configuration and size of the pier and dock can remain, as
described, prior to its destruction. Current regulations, per the
Mason County Shoreline Master Program permit piers and docks
in salt water to a maximum length of 100 feet from the Ordinary
High Water Mark. The structure, as described, extending 198 feet
from the Ordinary High Water Mark would under present
regulations be defined as a non-conforming development
(Chapter 7.08).
Providing documentation of when the structure was destroyed is
the responsibility of the applicant. If the timeline has lapsed, the
proposed project would be reviewed as a total replacement and
required to be configured and sized, in accordance with current
regulations.
In addition to Shoreline Master Program compliance, the
proposed project would require SEPA review, Mason County
Building Permit, a Mason Environmental Permit and Habitat

Management Plan and a Joint Aquatic Resources Permit
Application. Additional permits may be required by other
agencies. Enclosed for your convenience is a packet of materials
that explain these requirements and appropriate permit
applications.
