Closed Session-RCW 42.30.140(4)Labor Discussion Commissioners Neatherlin,Tarzwell,and Trask met in a closed session for labor negotiation from 9:00 a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Christopher Pinkston,Cabot Dow,and Lindsey Smith were also in attendance. 10:00 A.M. Executive Session—RCW 42.30.110E(c)Real Estate Commissioners Neatherlin,Tarzwell,and Trask met in an executive session for real estate from 10:00 a.m.to 10:15 a.m. Mark Neary and Richard Beckman were also in attendance. 10:15 A.M. Community Development—Kell Rowen Commissioners Neatherlin,Tarzwell,and Trask were in attendance. • Marissa Watson shared the 2025 Mason County Comprehensive Plan—Climate Element Grant amendment to change the distribution amounts per deliverable and to update the last deliverable as draft and not final document. The final draft of the Climate Element will be due December 31,2025. Approved to move forward. 10:20 A.M. Public Health—David Windom Commissioners Neatherlin,Tarzwell,and Trask were in attendance. • Tanya Frazier,Crossroads Housing Executive Director,shared a presentation discussing the organization's services,number of individuals served,individuals exiting the program,and how the organization is funded. 10:55 A.M. Central Services—Mark Neary Commissioners Neatherlin,Tarzwell,and Trask were in attendance. • McKenzie Smith shared the Child Abuse Prevention Month proclamation as requested by Roger Jones, Family Education and Support Services(FESS). Tabled. • McKenzie shared the National Library Week proclamation as requested by the Timberland Regional Library. Tabled. • Jennifer Beierle shared the February 2025 financial report. Current Expense revenue$6,094,830 at 14%. Treasurer Department receipts$3,323,587 at 11%. Current Expense expenditure$8,766,584 at 15%. Six-Year specific revenue streams:Community Development revenue$379,787;Detention and Correction services$762;Current Expense property tax$540,698;Road Diversion property tax $56,500;County Road property tax$560,782;Current Expense sales tax$1,656,564;Criminal Justice tax$391,554;Rural Sales and Use tax$200,030;Homelessness Prevention filings$84,506;Lodging tax$124,917;and Real Estate Excise Tax(BEET) 1 and 2$191,264 each. Total collected revenue $1,656,563.62;revenue budgeted$9.2 million;and projected end of year revenue$9,945,565.60. Current Expense cash$24,191,355. Special Fund cash$62,989,113. Motor Pool expenditure $269,890 at 12.85%. Special and Other Funds revenue$6,988,039 at 12%. Special and Other-Funds expenditure$7,762,432 at 11%. Outstanding County debt$16,859,386. Remaining debt capacity $203,161,663. • John Taylor discussed the Mason County Youth Baseball Association(MCYBA)storage contract. MCYBA utilizes the last two bays attached to the Mason County Recreational Area(MCRA)shop to store baseball equipment for$1,658.88 per year. Approved to move forward. • John requested to replace the wood chip mulch(EWF)with rubber mulch at Walker Park and Union Park for the estimated cost of$30,526.63. Rubber mulch is safer and will have a twelve-year life cycle eliminating the annual purchase of EWF and the labor required to maintain EWF. Cmmr.Tarzwell asked John to look into spray foam padding. Tabled for more research. • Commissioners discussed the applicants for the Housing Authority and chose to appoint Dujon Johnson.
