9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Tarzwell,and Trask met in a closed session for labor negotiation from 9:00
a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Christopher Pinkston,Cabot Dow,and Lindsey Smith
were also in attendance.
10:00 A.M. Housing Authority Board Interviews
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Commissioners interviewed Dujon Johnson and Christopher Kay for the Housing Authority Board.
10:20 A.M. WSU Extension—Dan Teuteberg
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Dan presented the Fall/Winter 2025 report on the Washington State University(WSU)Extension
accomplishments.
10:30 A.M. Treasurer—Lisa Frazier
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Lisa requested an additional two-hundred-dollar($200)change drawer for the Public Health office
located at 2300 Kati Court,Shelton. Approved to move forward.
10:35 A.M. Community Development—Kell Rowen
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Luke Viscusi shared the 2025 Mason County Heritage Grant applicants for$20,000. Applications
were received from:Harstine Island Community Club for$4,000;Mason General Hospital(MGH)
Foundation's Arts Commission Chapter/Mason Health Foundation for$4,000;McReavy House
Museum of Hood Canal for$4,000;Pickering Homemakers Club(DBA.Pickering Community Club)
for$4,000;and Skokomish Grange No.379 for$4,000. Approved to move forward.
• Josh Luck discussed the Washington State Energy Code(WSEC)compliance with Initiative 2066(I-
2066). Due to the lack of guidance from the State,each jurisdiction must decide how the new codes
related to 1-2066 are implemented.
10:50 A.M. Central Services—Mark Neary
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• McKenzie Smith shared the National County Government Month proclamation for April 2025.
Approved to move forward.
• Mark shared updates to the Mason County Purchasing and Contracting Policy. Approved to move
forward.
• Mark re-briefed the Memorandum of Understanding with Mason County Housing Authority for
Executive Director salary in the amount of$85,000 per year plus a cost-of-living increase each year.
Not moving forward.
• Cmmr.Neatherlin requested to recognize Nichole Wilston,Risk Manager and Detective Alfanso
Mercado for green star awards for exemplary service.
11:10 A.M. Public Health—David Windom
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Melissa Casey shared the Law Enforcement Assisted Diversion(LEAD)contract no.K7135
amendment. This would increase the grant amount by$40,262. Approved to move forward.
• Melissa discussed the North Mason Regional Fire Authority(SMRFA)Syndemic Clinical Services
contract. Approved to move forward.
• Melissa shared the Consolidated Homeless Grant Local Government application. Funding summary
for the 2024-2025 biennium was shared. Approved to move forward.

• Jaycie Osterberg-Brown shared the New Horizons Communities presentation. Topics included:
mission and vision,Shelton Veterans Village,what is offered,budget,residential survey results,and
impacts.
• Dave shared that United We Care staff are visiting to assist with the mental health app pilot project.
• Dave discussed the Public Health budget and is waiting for funding pieces and proposals sent from the
Governor's office.
• Dave add that there will be a Hearing for an appeal for a restaurant closure at the upcoming Board of
Health meeting.
11:55 A.M. Public Works—Loretta Swanson
Utilities&Waste Management
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Mike Collins shared the 2025 Herbicide Program news release. Approved to move forward.
• Mike discussed the Public Works annual certification for the calendar year 2024,certification of
expenditures for traffic law enforcement for 2024,and certification of expenditures for fish passage
barrier removal for 2024. Approved to move forward.
• Loretta shared the updates to Public Works Road Department policies in accordance with WAC 136-
50-050. Policies include organization,complaint handling,work for others,road standards,and survey
monument preservation. Loretta asked for this to be tabled. .
• Kevin Guijosa shared the updated request to purchase a new John Deere 135 P-Tier Excavator for the
Public Works Solid Waste Division without trade-in. Approved to move forward.
• Loretta discussed the Local Solid Waste Funding Agreement(LSWFA)amendment.
• Loretta touched on House Bill 1098 concerning County local roads,creating a new fund to receive
those monies,and requesting Commissioner support for that bill.
• Stephanie Buhrman requested to reinstate the water and sewer billing late fees. Approved to move
forward.
• Loretta discussed the Bremerton Interlocal Agreement(ILA)for the potential Belfair sewer expansion.
Commissioners agreed that this needs to benefit Mason County.
