9:00 A.M. Closed Session—RCW 42.30.140(4)Labor Discussion
Commissioners Neatherlin,Tarzwell,and Trask met in a closed session for labor negotiation from 9:00
a.m.to 10:00 a.m. Mark Neary,Mary Ransier,Christopher Pinkston,Cabot Dow,and Lindsey Smith
were also in attendance.
10:00 A.M. Parks and Trails Advisory Board Interview
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Commissioners interviewed Bernie Games for the Parks and Trails Advisory Board.
10:10 A.M. Community Development—Kell Rowen
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Mariah Frazier shared that Community Development has applied for the Washington State Archives
Local Records Grant for digital imaging in the amount of$25,000.
10:15 A.M. Public Health—David Windom
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Ian Tracy shared the news release for the new Food Establishment Inspection Portal allowing the
public to view full inspection reports for permitted food establishments in Mason County. Currently
there are 300 reports available to view and new inspections will be added weekly. Approved to move
forward.
• Melissa Casey shared the Housing and Behavioral Health Advisory Board 2024 Annual Report. This
report shares the priorities for homeless crisis response and behavioral health—substance use disorder
and mental health.
• Melissa discussed the fiscal year 2025 unspent Consolidated Homeless Grant(CHG)funds in the
amount$342,990 and Request for Quote(RFQ). Funds will be allocated based on prioritization of
eligible activities.
• Melissa Casey introduced Susan Kirchoff,Executive Director of The Youth Connection,who shared a
presentation describing the organization's services,people served,people exiting the program(s),and
how the organization is funded.
• Dave shared there is the potential for a 90%cut,$225 million,of Foundational Public Health Services
funding if Governor Inslee's budget is adopted. Governor Ferguson is proposing a$20 million cut
over the biennium. Contingency plans are being put in place to plan for what may happen.
• Dave added that there may be an appeal to the Board of Health from a restaurant whose license was
revoked.
11:05 A.M. Central Services—Mark Neary
Commissioners Neatherlin,Tarzwell,and Trask were in attendance.
• Mark provided an update on the Chart of Accounts(COA)cleanup of department and program
numbering to implement position control,Executime time keeping system,open finance,utility billing,
grants,and contract management. Approved to move forward.
• Mark shared the Physical Damage Insurance through Enterprise in the amount of$33,000 annually.
Approved to move forward.
• Mary Ransier asked to table the Memorandum of Understanding with Teamsters Union Local No.252
Juvenile Detention for updated clothing allowance. Tabled.
• Mary shared the results of the 2024 Employee Engagement Survey.
• Mary shared the 2025 Human Resources strategic plan.
• John Taylor shared the donation application from Friends of Foothills Dog Park to add a concrete
walkway and pad area to the existing dog park. The concrete pad will also be designated as an airlift
pad. Friends of Foothills Dog Park will donate$3,650 and the remaining cost to the County would be
$1,000. Approved to move forward.

• John shared he is partnering with Kitsap County on activation response team to be able to assist them
using the emergency operation center in the north end of the County.
• Mark added that an offer was received on parcel no.42002-13-90070,7 Public Works Drive in
Shelton,for$465,000 from David C.Bayley and/or assigns. Approved to move forward.
