Design, sizing, placement, inspection and maintenance of stormwater management systems shall be the responsibility of the owner/agent of the developed parcel. Page 10 of 12 HUD Engineering Certification Report Summary Date: March 19,2025 Client: Michealene Wilson RE: 70 N Hamma Hamma Dr E Hoodsport,WA 98548 Permanent Foundation As requested,we have evaluated the site conditions and foundation of the existing manufactured home for conformance with the Permanent Foundation Guide for Manufactured Housing;September, 1996.The purpose of this evaluation is for the resale, purchase,financing, or refinancing of the home.Our investigation and evaluation has been based on a visual review of the readily accessible areas of the foundation and overall surrounding site. The scope of the inspection included the foundation of the house. On March 11,2025 02:30 PM,we made a site visit to evaluate the site drainage conditions and house foundation. We observed that the manufactured structural frame of this Double-wide house is supported permanently to a foundation in the crawlspace. We observed that horizontal and vertical uplift restraint had been provided at various locations.The manufactured frame had been fastened to the foundation adequately.The overall integrity of the foundation was in good condition. Based on the information observed,we are of the opinion that the house foundation has been constructed in accordance with HUD/FHA Guidelines- Permanent Foundation Guide for Manufactured Housing HUD-4930.3G;September, 1996.The foundation meets HUD guidelines for manufactured housing dated Sept 1996. The HUD PFGMH is a minimum standard for tie-down systems required to meet federally-backed loan requirements. Even with tiedown systems that meet the most stringent standards, mobile and manufactured homes are considered unsafe structures in violent or extreme weather such as, but not limited to,severe thunderstorms, floods, derechos, tornados and hurricanes. Additions As requested,we have inspected the requested addition(s) (Covered Porch addition and Exterior Steps/Stoops addition)of the existing manufactured home for conformance with HUD Guidelines for Manufactured Housing 1996. The purpose of this evaluation is for the resale, purchase,financing, or refinancing of the home. Our investigation and evaluation has been based on a visual review of the readily accessible areas of the Covered Porch addition and Exterior Steps/Stoops addition. On March 11, 2025 02:30 PM,we made a site visit. Based on the information observed,we are of the opinion that: Loads of potential significance are being transferred from one or more additions onto the manufactured home.The manufactured home is not in compliance with HUD Guidelines. See the additions section of the main report for more information/clarification. Page 12 of 12 Notes from the Engineer Failed Additions - Loading, Repairs, Modifications, etc. According to HUD and the Engineer: A. Additions are NOT to be attached to the home for STRUCTURAL purposes. (Manufactured homes are not designed or built to carry additional loads.) B. Additions may be attached for cosmetic or weather-proofing purposes only. They MUST be 100% self-supporting structures. Additions are anything adjacent to the home, whether attached or not, but which would typically be governed by Local, County, State, or National building codes. Since we are only involved with the engineering aspect of manufactured home, we are not familiar with building codes/requirements in your community. So, you will need a contractor who knows, and understands, the codes in force where the home is located. To Solve Load Transfer Issues 1. Get a good contractor! (licensed and qualified) 2. Go through the Additions Section of the report for the location of attached loads that need to be taken off the home. The floor and/or roof structure of every addition will be noted if there is a load transfer. Repairs are needed everywhere you see the statement, "Loads of potential significance are being transferred onto the manufactured home." 3. The contractor will understand where the loads need to be taken off and independently supported of the home, and be able to come up with options available for you to consider that are compliant with the building codes in your area. 4. Complete the structural work. 5. Contact the registered inspector on the front page of the original report (Front Page, lower LEFT corner where it says "Registered Field Technician") 6. Ask the inspector to perform a "Re-inspect" After the reinspect, the inspector will resubmit the information to us, and we will reprocess the engineering certification report.
