Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. Church on Oct. 21, 2008: The purpose of the pre-inspection was to evaluate issues for the construction of a church, outbuildings, and parking area on the subject parcels [PN 22336-50-00042 and 22336-50-00044]. The parcels are located at the northwest corner of Mission Creek Rd. and Beck Rd.; the property has general slopes of 5 percent and is accessed by both roads. The property has much of the vegetation intact, with parking, well, and septic system within 250 to 300 feet of Beck Rd. on lot -00044. The applicant wants to know the development standards to follow in proposing the church on these two parcels. These findings state regulations in effect at the time of inspection, unless noted otherwise. Development Regulations standards: _Y_The site is in Rural Residential 5 zone. Standard building setbacks are 25-foot front yard setback, and 20-foot side property line setbacks for residences and 25 feet for non-residential land use buildings. These setbacks are measured from structures above grade such as roof overhangs, stairs, balconies, decks, heat pumps, storage buildings, and fuel tanks. The RR5 zone standards are included with these findings. Resource Ordinance Standards: _N_ Slope or Landslide hazards: Slopes 5 percent or less are adjacent to or within 300 feet of a proposed project were observed; no slumping or seepage conditions that could contribute to sliding were observed. The applicant will not need a geologic special report during development review. _N_ Wetland critical area: Planning staff confirmed that this parcel does not contain certain wetlands, which are regulated under Mason County's Wetlands chapter 17.01.070 of the Mason County Resource Ordinance. The applicant will not need a wetlands special report during development review. Stream and Shoreline setbacks: Stream critical areas (recognized by state, county, or tribal agencies) were not observed on this property during the inspection; the Mission Creek drainage is a Type S stream with year-round flows that include it in the Mason County Shoreline Master Program. This property is more than 170 feet from the Mission Creek channel. The development setbacks from the Type S stream would not apply to a proposed improvement on the subject parcels. 10/24/2008 Page 2 of 3 SP12008-00167 Site Inspection 10/24/2008 Case No.: SP12008-00167 General process: When future site development of the church is proposed, the applicant shall file a request for a Pre-Application Conference in order to discuss the requirements for permit review from several departments [Planning, Building, Fire Marshal or Fire District, Health, and Public Works]. At this meeting (typically scheduled in Shelton for a Wednesday each week), you will discuss the standards that must be met in a proposed development and if special studies or meetings must take place during permit review. This information is summarized and mailed to the applicant following the meeting.
