BELSCOTT Meeting Minutes Date: October 12, 2010 Location: Mason Co. Planning Attendee's: Judy Scott, Owner Alan Borden, Mason Co. Planner Neil Amondson, Dev. Manager Frank Kirkbride, Project Manager Meeting Notes; A general presentation was made of what is proposed, compared to existing structures, with attached site plan including; wetland buffers, building footprint, and wildlife habitat areas. The proposed Sr. Living facility will enhance existing wetlands, provide aesthetic enhancements to SR-3Belfair corridor, and promote intertie between commercial development and natural elements. Future ties to Pacific Salmon Center/Theler Wetlands via pedestrian pathways to promote education and connectivity to nature. Lee Boad, Wetlands Consultant, had provided enhancement suggestions that will be incorporated in final site plan. Discussion of wetland buffer enhancement and invasive non-native plants including "Japanese Knot Weed" were discussed and will be incorporated in Mr. Boad's follow-up report. Alan Borden will schedule tour of property to become better acquainted with surrounding environment and proposed wetland enhancements envisioned by Mr. Boad. A discussion of existing stormwater routes including pass through stormwater from Romance Hill development, east of SR-3. Current and existing stormwater will continue as a pass through to wetlands serving as natural treatment. New on-site development will provide for containment and treatment with wetlands. Discussion included the merits of biological wetland treatments of stormwater currently being used in other jurisdictions. The Kruger development has delayed stormwater containment/treatment on laydown area currently occupied by sewer contractor. Connectivity of BELSCOTT Sr. Living to Theler Wetlands/Pacific Salmon Center merits were further discussed as future alternate pedestrian traffic modes off SR-3. 6tA "k- A minimum 15' buffer betwten proposed development and existing wetland buffer will be maintained. A discussion of building height took place as a result of where to take measurement with SR-3 sloping down to the north. A review of prior Pre-Sub meeting notes (12/16/09) was made for Case Number PAR2009-00050 for outstanding issues. In follow-up, a binding site plan will not be required since the project will be done in one construction phase. In addition to Lee Boad's plan for on-site wetland enhancements, buffer averaging, and wildlife enhancements, the following plans will be provided; • Wetland & Wildlife enhancement Plan • Utility site plan • Civil & building site plans • Stormwater plan pursuant to DOE 2005 regulations A meeting will be followed-up with Tom Moore, Belfair Water & Sewer by Owner representatives regarding infrastructure elements including DOT'S SR-3 expansion and stormwater plans.
