[help] The project will redevelop 2.75 acres of the site by demolishing all 11 of the permanent and temporary structures, removing 37,000 square feet of asphalt surfaces and 24,000 square feet of gravel driveways, removing 104 feet of 36" CMP culvert that Mindy Creek currently flow through, and moving 213 feet of the existing Mindy Creek into 314 feet of new "fish friendly" restored stream channel. The redevelopment of the property will include 48 apartment units, the restoration of 30,000 SF of wetland buffer, and the restoration of 314 feet of Mindy Creek. See Figures 3, 4, and 5. Figure 6 illustrates the upper Mindy Creek watershed. Figure 4 illustrates the approximate location for Mindy Creek from SR 3 to the Union River estuary. The primary purpose of the project is to provide 48 units of housing for low to moderate income families in the community of Belfair. A secondary purpose of the project is remove urban blight from the town of Belfair by redeveloping the site, restoring Mindy Creek, and restoring and re-vegetating a 50 foot wide wetland buffer to Mindy Creek. Site storm runoff will be controlled in accordance with the WWSWMM. The 40,000 square feet of parking lot for the proposed development will be porous concrete. Phase One of the redevelopment project will include the construction of the most southern apartment (buildings 1 and 2) along with 49 parking spaces, and the restoring the wetland buffer that is part of Phase One. Phase Two of the redevelopment project will include constructing the northern apartment buildings (buildings 3 and 4) along with 42 parking spaces, the stream restoration, and the remaining wetland buffer restoration. See Figure 3. The current schedule is for Phase One to be constructed in 2016 and Phase Two to be constructed in 2017. The standard excavator and crawler tractors will be used to construct the project. The intent is to complete the earthwork and grading during the dry months of year— May through October. Stormwater runoff during construction will be strictly controlled in accordance with the NPDES permit issued by the WSDOE. The construction of the new Mindy Creek Channel will be completed before diverting the stream into it. Fish will be removed from the portions of the stream that are to be abandoned before the stream is allowed to dry up. 6f. What are the anticipated start and end dates for project construction? The existing buffers extend to State Route 3. The functioning vegetated wetland buffer for the site is 50 feet of less in most places. In several places there is existing development that is within the existing 50 foot wide wetland buffer. After discussions with Mason County, it is proposed to provide a 50 wide wetland buffer with the only disturbance being a 4 foot wide gravel travel. (Trails are allowed in buffers) A 50 foot wide buffer along the wetland boundary will be restored by removing the invasive species, all man made paving and structures, and re-vegetating the wetland buffer in accordance with a habitat management plan that has been prepared for this project. 7d. Describe how the project is designed to avoid and minimize adverse impacts to the aquatic environment. hel ❑ Not applicable Mindy Creek has the potential to provide 2,800 feet of salmon spawning the rearing habitat if is restored. Mindy Creek is spring fed stream that flows between 1 and 3 cubic feet per second - year around. Currently, salmon migration in Mindy Creek is blocked by a culvert downstream on the Pacific Northwest Salmon property. There are plans in the works to remove downstream fish passage barrier that should open up the entire stream for salmon habitat. If the stream through the property is restored Mindy Creek will provide excellent salmon spawning and rearing habitat up to the Mitchell Lumber site which is 300 feet upstream (north) of the project site. 104 feet of the stream on the northern part of the site flows through two 36" diameter CMP culverts that are partial fish passage barriers. An asphalt parking lot covers 80 feet of the 36" culvert. This project proposes to move the stream to a fish friendly habitat channel and remove the culverts located on the property. It also proposes to establish and restore buffers along the stream by planting them to maintain shade. SEE FIGURES 3, 41 5, and 6. The proposed Mindy Creek Channel has been designed to maintain low velocities and to contain the winter fish flow of 2.4 CFS and the 2 year flow of 8 CFS within the new channel. The 100 year storm event flow will overtop the channel and use the flood plain. Seven groupings of Large Woody Debris will be installed to provide habit for fish. The channel alignment has been designed to simulate a natural stream channel. We will provide pools and seven large woody debris groupings for habitat. The width of the bottom of the steam varies. The stream bottom will covered with 12" of spawning gravel to provide spawning habitat. Three man boulders will be installed to add stream complexity. The flood plain will be planted with shrubs and trees to provide shade. The stream will pass under the WSDOT access roadway. We have designed a 12 foot wide bottomless box culvert for the WSDOT access road crossing. The WSDOT storm drainage pipe that will be located in the access road will either go through the box culvert or under the culvert via a storm water siphon. The WSDOT drainage system may be constructed before this project is implemented. The project sponsor will work with WSDOT to move the WSDOT drainage to the location shown in FIGURE 4.
