Project Location:Site 22319-50-00133 T23NR2W 2. 2 acres of the 2.5 acre site were logged by Batjack logging under the FPA that I have provided to you. 3. There is an existing road established off of NW Mountain View Drive approximately 100 ft. long and 20 ft.wide.This road was in place when I purchased the property. 4. The general soil description was glacial till.This information is included in the Geo-Tech report that I have provided. 5. 1 do not know the start and end dates for the logging activities but it should be contained in the FPA that I have provided you.As far as other construction activities,they should continue over the next several years. 6. It appears that Batjack logging fell the trees with a chainsaw and harvested and stacked the timber using skidders and self-loaders for the trucks. I have no way of knowing for sure. The previous owner applied for and received an FPA to accomplish the logging of the site. Either shortly thereafter or in conjunction with the sale the property,the property was sold to Batjack LLC who performed the logging. I purchased the property after all of the logging had been completed. I have started to perform incidental clearing to allow for 2 RV sites and to clean up the debris left by the logging operations. Reforestation has been accomplished and accepted by DNR. I thought this was allowed under incidental clearing with the Mason County Building Department. Since I did not perform the logging, I did not know that the storm water requirements associated with the FPA would be applied to this level of activity. I am at a point where I felt I had done all I could under incidental clearing and now the site can be assessed to develop site planning and move ahead with a moratorium waiver to support the permit process. FPA Storm water minimum Requirements. Wooten Lake Site. Minimum Requirement 1: Prepare a storm water site plan. Minimum requirement 1 notes that the site plan for the SEPA or the FPA can be used as the storm water site plan and I have previously provided the SEPA checklists and a site plan and a copy of the FPA when I applied for the moratorium waiver. 1. The construction access was in place when I purchased the property and that is the access I used. 2. The clearing limits were established by Batjack Logging and were in place at the time of the property purchase. Batjack logged 2 acres of the 2.5 acres site.The FPA identified the area on the east side of the logging site as an equipment exclusion area with no set back requirements. This area was referred to as a seasonal drainage in the FPA and is dry thru most of the spring and summer.The 2 acre area was clear-cut with no cutting in the remaining.5 acres.The site has since been replanted and inspected by DNR and the FPA has been closed out. You should have been sent a copy of the document indicating acceptance by DNR regarding the replanting requirement. If you did not receive one I have the document and I can provide it. 3. None employed.The only work done near the county road was to put%minus black rock over the 1.5" black rock that the logger had put in to smooth out the driveway. I am at least 150 ft. from the seasonal drainage on the east side of the property were any work occurred.The amount of material moved was minimal as can be seen by the remaining stumps that will indicate existing grade. 4. There was some minimal back filling on the west side of the driveway and there is a rock wall not exceeding 1 ft.tall to stabilize this area.The wall is made of native stone from the site.The was some minimal back filling on the east side of the driveway and rock from the site was screened and placed in this area to provide stabilization. 5. There is a seasonal drainage on the east side of the project.There is ditch along the county road. Everything else is the natural drainage. Minimum Requirement 2: Prepare a construction storm water Pollution Prevention Plan (SWPPP) 1. The boundaries of the logging were present at the time of purchase. 2. The construction entrance was in place at the time of purchase and this entrance is what is being used. 3. 1 am not sure what ESC facilities are but there is no storm water facilities built and no sediment has left site and there is no potential for sediment to leave the site. t Minimum Requirement 2 continued: SWPPP: Project description:Site 22319-50-00133 T23NR2W No permits currently issued The FPA indicated a 2 acre site of 2.5 acres to be logged. Batjack logging installed a road to harvest the timber.Approximately 100 ft. long and 20 ft. wide. I do not know the start and end dates for the logging. It should be in the FPA I have provided to you. I started working on the property shortly after I purchased the land.The work has been on going over the past several years. I do not know what type of logging methods was used. It appears the trees were fell with a chainsaw and moved using a skidder. Element 1: MARK CLEARING LIMITS. It appears the logging company had flagged the logging limits with ribbon.There were no setbacks indicated for the seasonal drainage on the east side of the property. Element 2: ESTABLISH CONSTRUCTION ACCESS.A road was established with a culvert installed by the logging company to access the site.The access is on the south side of the property accessing NW Mountain View Drive. Element 3:CONTROL FLOW RATES. I do not know what the logging company had done. Once again I will reference the FPA the logging was accomplished under.The work I performed was kept at least 150 ft.from the seasonal drainage.The work was accomplished in the spring and summer months and the disturbed material was stabilized with native rock or grass was planted. Element 4: INTALL SEDIMENT CONTROL.There were no engineered sediment controls installed. No sediment has left the site. Element 5:STABALIZE SOILS:There are no stockpiles of material. Filling and grading has been minimal.Well below the 200 yards allowed under incidental clearing with the building department.Were there was minimal filling and grading the areas were either planted with grass or stabilized with local rock. Element 6: PROTECT SLOPES: For the limited work on any slopes was to provide access to the slag piles left by the logging company. Grading was minimal and the area has since been planted with grass to provide stability. Element 7: PROTECT DRAIN INLETS:There are no storm drains and the work I have completed has had no effect on the culvert in the driveway. Y Element 8: STABILIZE CHANNELS AND INLETS:There are no channels.There is no discharging to streams. No runoff will be off of the site. Element 9:CONTROL POLLUTANTS:The only potential pollution source is from equipment operating on site. I have already cleaned up the tires and empty oil cans left on the site when I purchased the property. Managing pollution sources from equipment is to employ good mechanical practices and control the fuel and oil used by the equipment. Element 10: CONTORL DE-WATERING:There are no de-watering facilities. Element 11: MAINTAIN BMPS:There are none employed. Element 12: MANAGE THE PROJECT:This appears to be information for the owner when performing work. Minimum Requirement 3: Pollution Source Control This was addressed in the SWPPP in minimum requirement 2. Minimum Requirement 4: Preserve natural drainage and outfalls. There is a drainage ditch alongside NW Mountain View Drive.The only affected area was the placement of the culvert to allow site access.There will be no other changes to the ditch along NW Mountain View Drive.The culvert was installed by Batjack logging. All other natural drainage paths are in place and will be protected by the maximum extent possible.There are no constructed drainage features currently constructed on the site. Future construction should allow for the existing drainage patterns to remain intact with only minor flow direction changes to go around the proposed structures. Minimum Requirement 5: manage storm water on site: The natural drainage patterns for the site are in place. Erosion control and stabilization methods have been employed and will continue to be employed throughout any clearing processes. I have provided a geo-tech analysis and this soil type has a low likely hood of experiencing erosion issues.
