will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Inspection for Brian Moore on Nov. 23, 2005:
The purpose of the pre-inspection was to evaluate the property
related to a new single family residence and any proposed
outbuildings on a 3.91 acre parcel along NE Haven Way (Lot 120
Wooten Lake) on the northeast part of Haven Lake. The parcel is
mostly undeveloped with much of the native vegetation and a 30
percent slope towards the lake at the south and southwest
property line of the parcel. The outlet stream from Wooten Lake
is over 230 feet to the west of the parcel. These findings note
development and state regulations in effect at the time of
inspection, unless noted otherwise.
The site is in the Rural Residential 20 zone; the lot is 50 to 250
feet wide and over 500 feet deep. Standard building setbacks are
a 25 foot front yard setback, and 20 foot side and rear yard lot line
setbacks. If the building setback is 100 feet or less from the lake,
the lot is less than 100 feet in width, and the side yard setbacks
are equal to 10 percent of the lot width, but no less than 5 feet; for
this property that side yard setback is about 10 feet. These
setbacks are measured from structures or projections above
grade, such as roof overhangs or gutters, balconies, stairs, decks,
fuel tanks, or heat pumps.
Resource Ordinance - Slope or Landslide hazards (development

proposed within 300 feet of a slope greater that 15 percent): With
slopes up to 30 percent adjacent to or within 300 feet of a
proposed project, a geologic assessment would be needed to
address slope stability and the other requirements of the enclosed
landslide hazard chapter 17.01.100 section E. 4. as required by
the Mason County Resource Ordinance. The report must state
that the hazards of the landslide area can be overcome in such a
manner as to prevent harm to property and public health and
safety, and must also assure the project will cause no significant
environmental impact.
The applicant shall have a qualified geologist or engineer visit the
subject parcel and prepare a site analysis and geologic
assessment specific to proposed site development, based upon
the ordinance criteria, addressing clearing, filling or grading in the
area, placement of the driveway, building construction, and
stormwater control. This assessment for the parcel would be
submitted and evaluated at the time of building permit submittal.
The septic system could be designed and evaluated prior to
completing the geologic assessment, but this study shall address
the presence of the septic system on site stability conditions.

Resource Ordinance - Stream or Shoreline critical areas: The
shoreline designation for this portion of Haven Lake is Urban
Environment per the Mason County Shoreline Master Program
and development setbacks would be determined by the Mason
County Resource Ordinance. The shoreline setback is determined
by averaging the distance of setback from the roofline of the
adjacent residence on each side of the subject parcel to the
ordinary high water mark (OHWM) of the lake shoreline. Any
portion of the new structure, including decks, balconies, and
rooflines, must be behind this common line. Landward of this line
for 15 feet toward the lake is an area that may be used for lawns
or patios or landscaping, etc. development at grade level. From
that point toward the lake is considered to be a required vegetated
buffer and is regulated by the Mason County Resource Ordinance
Fish and Wildlife Habitat Conservation Areas Chapter. Within this
chapter are those activities listed that can be done both with and
without a Mason Environmental Permit (MEP).
Staff measured the proportional setback from the OHWM of the
Haven Lake shoreline to a proposed building site. The shore
setback of the roofline of the residence to the south is 80 feet
from the lake OHWM. The shore setback of the roofline of the
residence to the north two lots away is 80 feet from the lake
OHWM. The proportional setback for a structure on the subject
parcel is at least 80 feet from the OHWM at the toe of slope; this
distance would be composed of 65 feet vegetation buffer along
the lake and a 15-foot building setback on the upland side of the
vegetation buffer. As stated above, all development above 30
inches in height must be behind this distance. A previously
cleared area is 140 to 150 feet from the lake as shown on
enclosed drawing; this location is more level, back from the top of
slope, and in a position for good lake views.
Revegetation of the buffer area forward towards the lake, altered
by past vegetation removal, is required during proposed
development of the lot. Replanting with the use of native plants
such as huckleberry, salal, ocean spray, rhododendron, and
sword ferns is preferred in the effort to replace plants removed in
the buffer area. A path to the stream, not more than 3 feet wide,
is allowed in the buffer area.
NOTE: this setback determination may change if the adjacent
property owners to the north and south submit applications and
are granted permits for new or remodeled residences established
at proper shoreline setbacks.

General process: Future site development must include a site
plan, showing all setbacks from property lines and proposed
improvements. This plan will be needed for the building permit
application submittals. Your proposal should meet proper
setbacks and not interfere with the location of the septic system
components.
