Date of Site Visit/Meeting: March 2,2021
Zoning:The zoning designation for the site is Rural Residential 20(RR20).Standard setbacks for this
zone are a 25-foot front yard setback, a 20-foot setback for back yards, and a 6-foot setback for side
yard as the lot is 60 feet wide.When the lot width is less than 100 feet, side yard setbacks would equal
10%of the lot width.The front yard refers to the lot line adjacent to the property access, including
access easements.The setbacks are measured from structures above grade such as roof overhangs (roof
gutters),and other structures/appurtenances, including heat pumps etc.
An administrative variance can be applied for to get a reduction in the required setbacks(minimum of 5
feet for sides, minimum of 10 feet for front and rear) if the lot meets certain criteria. Other setbacks can
apply when critical areas are present,see below.
All setbacks are measured from the furthest projection of the structure (including roof eves and gutters).
Height limit per Mason County Code (MCC) 17.04.224.0 is 35 feet.
Stormwater Management: Project shall be in conformance with the small parcel stormwater
management requirements.A small parcel stormwater application is required for properties creating
2,000 square feet of new impervious surface.
Wetlands: No wetlands appear to be on site or within the required setback distance.
Non-shoreline Lakes: Lake Christine is a non-shoreline lake that borders the property. Non-shoreline
lakes require a 35-foot buffer plus a 15-foot building setback for a total of 50 feet. Buffers are to remain
in a natural vegetative state. No clearing may occur within the buffer except as allowed below.
View Corridors: Per MCC 8.52.170(D)(4)(k) Buffer alterations for view corridors are allowed with
emphasis placed on limbing and with selective timber removal minimized to the extent possible.
Proposed alterations shall be the minimum to afford views within the buffer and shall minimize shrub
vegetation removal and ground disturbance while maintaining the large mature trees. Under this
provision, no more than ten percent of the shrubs and ten percent of trees in the buffer less than six
inches in diameter at breast height may be cut.

Cleared trails: Unpaved trails up to 4-feet in width are allowed in the Shoreline buffer per 8.52.170
(D)(4)(j). Unpaved trails in the wetland buffer and elevated trails in the wetland are allowed up to 3-feet
in width per 8.52.110(D)(1)(f)(iv).
Docks: Docks are allowed on Lake Christine with a building permit(over 120 square feet), a Shoreline
Exemption using the JARPA form (up to$10,000 in valuation, otherwise a Substantial Development
Permit),a SEPA Checklist,and Habitat Management Plan prepared by a qualified fish and wildlife
professional. State (Hydraulic Project Approval-HPA)and Federal (USACOE) permits are also required.
Repair and replacement of legally established docks are allowed with a building permit, Shoreline
Exemption using the JARPA form, and a SEPA Checklist as well as State (Hydraulic Project Approval-HPA)
and Federal (USACOE) permits may also be required.
Maximum Overall Length. (a) Freshwater Dock. Measured from the waterward edge of the structure,
the overall length of docks shall not exceed 60 feet from OHWM for single waterfront lots(single use).
See SMP 17.50.320 B. and Table 17.50.320-A for details.

Septic/Drainfield: It is strongly encouraged that you consult with our Environmental Health Department
for requirements on septic system design,to make sure that it is sized accordingly to serve the
improvements as well as water connection requirements.The permit assistance center requires an
approved septic design prior to submitting a building permit. For more specific information, please
contact Environmental Health, at 360.427.9670 x400.
Septic and Water Utility Note:Septic tanks and drainfields are prohibited in protected critical
areas,such as streams, marine shorelines, and hazardous slopes.Septic infrastructure may be
placed in the protected setback area without additional permitting and environmental studies. In
the event that there is no other practicable alternative for placement, septic infrastructure may
be placed in the outer buffer with a Mason Environmental Permit and Habitat Management Plan
along with written documentation that there is no other feasible location.

will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Pre-inspection for Greg Young on Dec. 5, 2005:
The subject parcel in the Lake Christine Subdivision is 0.30 acre
in size and is fairly flat in the bottom 130 feet depth near the "lake"
with some slope at the front of the property at the road. At the
rear property line, staff observed the adjacent open water wetland
area. Applicant intends to build in the area where a travel trailer
has been located near the street.
Streams / wetlands: A wetland area that forms the "lake" is likely
a category III wetland due to the size and the existing vegetation
species comprised of sedges, salmonberry, swamp rose, and
small willow. The category III wetland will need an field
determination regarding the boundary and category of this
wetland area, unless the proposed development (house,
outbuildings, and septic) is located outside of the 65-foot setback
from the edge of the wetland. The Resource Ordinance Wetlands
Chapter sets forth the standards (setbacks and buffers) regarding
proposed development depending on the category wetland. At
the site inspection, it was noted that the 50-foot buffer and 15-foot
building setback from the edge of the wetland (typical for category
II) would limit the extent of proposed development to areas in the
front half of the 206-foot deep parcel. If during site development
impacts to the buffer are anticipated, a proposed plan (site map,
narrative of impacts caused, and planned restoration proposed)
needs to be prepared by a qualified biological consultant and
submitted to the county as part of your site development review.
The Wetlands Chapter and wetland consultant list are included.
This parcel is located within Rural Residential 5 zone designation.
Standard building setbacks for this zone set forth a front yard and
Road right of way setbacks of 25 feet from the edge of easement.
Proposed development must meet the 20 foot side and rear yard
setback standards. An administrative variance may be requested
to reduce the front setback as low as 10 feet or sideyard setback
to as low as 5 feet, if the size, shape, or features of the property
constrain development front yard and road right of way setbacks.
These setbacks are measured from portions of structures over 30
inches above grade such as roof overhangs, and any structure,
including heat pumps etc.
Landslide hazard areas: The site is well vegetated with mature
evergreen and deciduous trees. No slope in excess of 10% exist
on the property, so a geologic study would not be needed to
review the proposed home, garage, and septic system.
