1. Chair Neatherlin called the meeting to order at 1:00 p.m.
2. Approval of Agenda
Cmmr. Shutty/Peggy VanBuskirk moved and seconded to approve the agenda as presented. Motion
carried.
3. Approval of Minutes
Peggy VanBuskirk/Cmmr.Trask moved and seconded to approve the July 22,2024 minutes as
presented. Motion carried.
4. Health Officer Report
David Windom shared that Franklin County has set up Incident Command for an outbreak of H5N1 —
bird flu;two people are sick. Individuals with chickens are advised to watch for signs of bird flu.
Dr.Krager is working with staff on the syndemic grant and how to align spending of those funds and
how to do outreach to the community. A lot of this is done around Hepatitis C testing and treatment.
The Advanced Registered Nurse Practitioner(ARNP)position was approved last spring and instead of
staffing,a contracted position may be requested instead
There have been a number of Tuberculosis(TB)case rule outs.
5. Administration Report
David discussed the updated Consolidated Contract(CONCON),a claw back provision has been
included so that if work is not done to approval the money can be pulled back. The Governor's
budget will be released in December. It will be a long session, and results won't be seen until the end
of April or early May. November 5 Health Directors and Officers will be meeting with the Secretary
of Health to go over topics such as Foundational Public Health Services(FPHS). There will be a
meeting with Washington State Association of Counties(WSAC)at the end of November regarding
the legislative agenda.
Public Health is looking at expanding the Mobile Health Clinic and have been meeting to discuss
plans,how to fund the clinic,what type of vehicle,the possibility of leasing the vehicle, ensuring that
the mobile clinics are not overlapping but are filling in gaps, and working on prescreening. A request
for bids is being put together for two vehicles—a behavioral health vehicle and a mobile health
vehicle. An organization out of Pierce County meet with staff to discuss mobile mammograms. A
couple of companies are looking at Mason County as a pilot for Washington in regards to syringe
exchange and for mental health counseling.
The hospital leased a building to Public Health for family planning work. Legislation is changing
some family planning aspects under the Affordable Care Act. Some new staff have been hired,the
business model still needs decided, and clinic rooms and a lab are being outfitted. Tasso has a device
that takes blood samples, and you are able to get results back in the next couple of days and has
offered to give Public Health fifty(50)free samples.
6. Environmental Health Report
Ian shared general program updates,water quality, onsite septic,food, and solid waste,and provided
the 2024 Water Quality Report.
7. Community Health Report
David shared Melissa is looking at 2025 goals and life course work(obesity,diabetes,etc,). Jacob is
looking at trends for the past ten(10)years to see what has led up to smoking, diabetes, and obesity
rates. Smoking rates are rising due to vaping and the obesity rate is at 66%.
The County Health rankings have slightly changed from colors to shades of green.
