1. Chair Neatherlin called the meeting to order at 11:01 a.m.
2. Approval of Agenda
Cmmr.Trask/Peggy VanBuskirk moved and seconded to approve the agenda as presented. Motion
carried.
3. Environmental Health Report
Ian discussed the Basic Sanitation Policy to provide guidance to staff and ensure consistency around
non-permitted living conditions i.e.tents,recreational vehicles(RVs),campers,sheds,cars etc. Public
Health and Human Services is aware the individuals are living in those conditions. Currently there is
no support to.-prosecute these cases. The goal of this policy is to address these situations and provide
guidance on unpermitted living conditions. This includes setting standards with achievable goals.
Porta-potties,which are chemical toilets,would be allowed under this policy. Specific setbacks would
also be required. If this policy is approved,a Waste Management Plan(WMP)form will be created to
lay out sewage solutions and how concerns will be addressed. If the plan is not followed, an
infraction will be issued to the property owner. Individuals are given one month to develop a WMP.
Dave added that the purpose is to mitigate the risk. An assistance packet will be provided to help
individuals as well.
RVs are suggested to get an additional holding tank. Owners are receiving notice-of violation.
Darrin suggested hiring contracted Prosecutors for code enforcement.
Cmmr. Shutty/Peggy VanBuskirk moved and seconded to approve the Basic Sanitation Policy and
allow the Chair to sign. Motion carried. (Darrin, Cmmr.Neatherlin opposed)
