The program requires that substantial development (any development of which the total cost or fair market value exceeds $7,047.00 or materially interferes with the normal public use of the water or shorelines of the State be reviewed with the goals, polices, and performance standards established in the Master Program. OWNERSHIP: Contract Applicant Owner X Lessee Purchaser (Identify) Other Owner: The project is owneed and managed by Tacoma Power. 3628 S. 35th St. Tacoma WA 98409-3192 (street) (city) (state) (zip) DEVELOPMENT DESCRIPTON: Development proposal (identify and describe the proposed project, including the type of materials to be used, construction methods, principle dimensions, and other pertinent information): Tacoma power is proposing the installation of a Debris Removal Ramp along the souther portion of Cushman Dam No.1 Reservoir(Lake Cushman).The ramp will be approximately 170'long(including upper graveled portion)and 40'wide with the top of the ramp being at approximate elevation 744'and the lower end of the ramp extending down into the reservoir to approximate elevation 730'.The toe of the precast concrete block bulkhead will extend down to approximate elevation 720'. Ordinary high water(OHW or full pool)for Lake Cushman is elevation 738'.The structure will be comprised of precast concrete blocks precast concrete interlocking panels a pour in place concrete anchor section(located above OHM)and fill/dressing material Existing Use (identify current use of property with exist improvements): The existing use of the area is to remove large woody debris(LWD)from Lake Cushman.The project will improve the extraction of LWD and facilitate the already existing use of the area. Reason for requesting development: The shore at the proposed location is sloped too gently to efficiently pull out debris that has been collected from the reservoir. The proposed Debris Removal Ramp would be a sloped landing that will have a minimal bulkhead to create the low-end of the ramp. The purpose of the project is to facilitate the removal (and hauling)of debris from the reservoir and is intended to reduce or eliminate ground disturbance and turbid discharges associated with dragging material up and along the shoreline. The applicant shall provide, at a minimum, the following information: a. SITE PLAN -drawn to scale and including: i. The boundary of the parcel(s) of land upon which the development is proposed; ii. The ordinary high water mark (OHWM). This may be an approximate location provided, that for any development where a determination of consistency with the applicable regulations requires a precise location of the OHWM the mark shall be located precisely and the biological and hydrological basis for the location as indicated on the plans shall be included in the development plan. Where the OHWM is neither adjacent to or within the boundary of the project, the plan shall indicate the distance and direction to the nearest OHWM of a shoreline; iii. Where appropriate, the proposed land contours using five-foot intervals in water area and ten-foot intervals on areas landward of OHWM, if development involves grading, cutting, filling, or other alteration of land contours; iv. The dimensions and location of existing structures which will be maintained; V. The dimensions and locations of proposed structures; parking and landscaping; vi. The location of proposed utilities, such as sewer, septic tanks and drain fields, water, gas and electricity; vii. The location, source, composition, and volume of fill material; viii. The location, composition and volume of any extracted materials, and proposed disposal area; b. CROSS SECTION, drawn to scale including: i. The existing ground elevations; ii. The proposed ground elevations; iii. The location and height of existing structures; iv. The location and height of proposed structures; V. The OHWM. c. VICINITY MAP, including: i. The location of subject parcel using natural points of reference (roads, state highways, prominent landmarks, etc.). ii. If the development involves the removal of any soils by dredging or otherwise, identify the proposed disposal site on the map. If disposal site is beyond the confines of the vicinity map, provide another vicinity map showing the precise location of the disposal site and its distance to nearest city or town. iii. On the map, or separately, give a brief narrative description of the vicinity of the proposed project including identification of the adjacent uses, structures and improvements, intensity of development and physical characteristics. d. ADJACENT LANDOWNERS. Provide names and mailing addresses of all real property owners within 300 feet of property line boundaries where development is proposed. Conditional Use Permits should also be granted in circumstances where denial of the permit would result in a thwarting of the policy enumerated in R.C.W. 90.58. In authorizing a Conditional Use, special conditions may be attached to the permit by local government or the Department of Ecology to prevent undesirable effects of the proposed use. Uses that are classified, or set forth in the Master Program as conditional uses, may be authorized provided the applicant can demonstrate all of the following: 1. That the proposed use will be consistent with the policies of R.C.W. 90.58. and the policies of the Master Program. That the proposed use will not interfere with the normal public use of the shoreline. The proposed project is to improve the current debris removal location. The location is restricted to the public by use of a floating log boom that is cabled around the collected debris from Lake Cushman. 3. That the proposed use of the site and design of the project will be compatible with other permitted uses within the area and with uses planned for the area under the comprehensive plan and shoreline master program. Yes,the proposed use of the site is compativle with other permitted uses within the area.The removal of Large Woody Debris (LWD) is permitted by Tacoma Power's Hydraulic Project Approval, Woody Debris Management for the Cushman Hydroelectric Project(2018-6-10+01), issued by the Washington Department of Fish and Wildlife(WDFW). Rev. March 1, 2018 4. That the proposed use will cause no significant adverse effects to the shoreline environment in which it is to be located. The proposed project will not cause significant adverse effects to the shoreline environment.The project is to improve the already existing debris removal location. Furthermore, Tacoma Power has consulted with the WDFW on the proposed action, and have agreed upon the placement of LWD on the shoreline below the OHWM as mitigation. 5. That the public interest suffers no substantial detrimental effect. The public interest will not suffer any substantial detrimental effect.The proposed debris removal ramp will only increase the efficiency of removal of LWD from Lake Cushman reservoir, in which LWD can be a safety issue to the public and other boaters on Lake Cushman. This program does not attempt to identify or foresee all conceivable shoreline uses or types of development. When a use or development is proposed which is not readily classified within an existing use or development category, the unspecified use may be authorized as a conditional use provided that the applicant can demonstrate consistency with the criteria set forth above, and the General Use regulations of the Master Program. Uses, which are specifically prohibited by the Master Program, may not be authorized. In the granting of all Conditional Use Permits, consideration shall be given to the cumulative impact of additional requests for like actions in the area. For example, if Conditional Use Permits were granted for other developments in the area where similar circumstances exist, the total of the conditional uses should remain consistent with the policies of the Master Program and should not produce substantial adverse effects to the shoreline environment.
