Pursuant to your application, a site pre-inspection (SPI)was performed on your property. Below you
will find comments made regarding the proposed development and its critical values.
In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must
be included in your specific proposal; these setbacks are included as part of the comments listed
below.
This information is based on County and State regulations as they exist to date. These regulations
may change and may affect the requirements for development of the subject property.

Comments:
Site visit made on January 28, 2005 for James / Janet Patterson:
Staff observed this property along North Shore Road that contains
no direct path from the road to a point where possible
development could be proposed. The lot is well vegetated and
contains mature deciduous and evergreen trees. Steep slopes of
40 to 60% exist for 45 to 50 feet south from the road, then sloping
down to a narrow 6-foot area of 5% slope, and then within 23 feet
of the Hood Canal shoreline are slopes approaching a 50% angle.
No streams or wetland areas were observed during the
inspection.
Zoning: The property is located in a Rural Residential 5 zoning
designation. Standard building setbacks for this zone are 20-foot
side and rear setbacks and a 25-foot front yard setback. If these
standards are limiting, Mason County may review a request for
administrative variance at the time of development review (to no
less than 5 feet from the side property lines and 10 feet from the
road easement).
Landslide hazard areas: Due to the greater than 40% slopes on
or adjacent to the site, the development of the property would
require that a Geotechnical Report be provided prior to permit
issuance in accordance with the enclosed Landslide Hazard
Ordinance, section E.S. The Report will need to address the full
extent of site development (proposed site preparation and
structures), erosion control, and vegetation and storm water
management. Actual slope setbacks will be established by the
contents of the geotechnical report. The report must state that
the hazards of the landslide area can be overcome in such a
manner as to prevent harm to property and public health and
safety, and must also assure the project will cause no significant
environmental impact. At least 2 copies should be provided to
the County. A Landslide Hazard Covenant may need to be
completed and recorded with the County Auditor, if it is
determined through a Geotechnical Report that proposed
construction will occur within a landslide hazard area or it's buffer.
Prior to ground disturbing activities, excavation or grading, an
acceptable geotechnical report will need to be submitted to the
County and a permit issued i.e. building permit or Mason
Environmental Permit. A topographic profile will need to be
provided when submitting a building permit application. This
profile view should show existing and proposed topography with
regards to cutting, filling etc. The potential area for a new
structure will require some amount of grading and excavation.

Recommendations on proposed bulkhead or bank protection will
need to be part of the geotechnical report; and the constuction
may need additional permit review if no residence is already on
the property at the time of request for such protection.
Due to the adjacent residences being located very near the
ordinary high water mark of Hood Canal, the minimum shore
setback distance for this property is 35 feet (20 feet of vegetation
buffer at the tide line and 15 feet of building setback from the
outer edge of vegetation buffer). All portions of proposed
structures (roof eaves, balconies, decks, and stairs) must be
behind the 35-foot shore setback distance. Development not
meeting this shore setback must be reviewed as a variance to the
Mason County Resource Ordinance standards, a public review
process by the County Hearing Examiner that includes the
submittal of a habitat management plan prepared by a qualified
biologist.
General process: Due to such steep slopes and setbacks needed
for structures, the locations for site development are limited. A
small footprint residence could be proposed, but the geotechnical
report would have to affirm such request and address the site
modifications for structures, parking area, and access driveway.
A site plan, showing all setbacks from property lines, slopes and
shoreline will be needed for building permit application submittal.
A topographical profile or other topographical information will also
be needed, which the project geotechnical engineer or geologist,
and you could prepare from this critical area information.
