Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. The pre-inspection application is for "building site approval". The applicants have applied for a Boundary Line Adjustment, resulting parcels 3 and 4, BLA No. 95-10. The property is zoned as being within a Rural Residential 5 area. The uplands within 200' of the shoreline of Totten Inlet are regulated as an Urban Residential Shoreline within the Mason County Shoreline Master Program and as a Type I Water within the Mason County Resource Ordinance, Fish and Wildlife Habitat Conservation Areas Chapter. It appears there is a spring that drains into Totten Inlet, dividing the parcels. This may be considered a Type 5 stream but is not currently designated on the Water Type maps. The Mason County Resource Ordinance regulates Totten Inlet as a Type I Water with applicable shoreline building and development setback requirements as well as vegetated buffer requirements. If the spring and its drainage meet the criteria for a Type 5 stream, it would also have setback and buffer requirements under the same Fish and Wildlife Habitat Conservation Areas Chapter. The minimum setbacks for new construction from a Type 5 stream are a 75' vegetated buffer with an additional 15' building setback. Therefore, new structures such as the residence would need to be setback 90' from the south property line or stream. If necessary, the applicant would contact a Fisheries Biologist or Wetland Specialist to confirm if the spring's drainage would indeed meet the Type 5 stream or wetland criteria of the Mason County Resource Ordinance. Planning staff would recommend a minimum 75' vegetated buffer be kept from the drainage. Given the site plan within the geologist's report, it does not appear the 90' setback to the bulding site applies. The minimum development setback from the saltwater shoreline or ordinary high water mark (OHWM) is 100'. This is both a development setback and a vegetated buffer setback requirement. Please see the enclosed Fish and Wildlife Habitat Conservation Area Chapter of the Mason County Resorce Ordinance. This chapter contains specific information regarding those activities allowed within the buffer both with and without a permit. The 100' setback from the OHWM is closer to the shoreline than the geologist's recommended minimum setback of 100' from the landslide hazard area itself. The setback from the crest of the slope will be approximately 200'. This recommendation equates to approximately 300' from the toe of the marine bluff (OHWM) for a minimum shoreline setback. See McClary Slope B on page 7 of the Geotechnical Report. 1/28/2004 2 of 3 SP12003-00247 Site Inspection 1/28/2004 Case No.: SP12003-00247 A Geotechnical Report was prepared for the site by Harold Parks of Geotechnical Testing Laboratory on Sept. 16, 2003. The report was reviewed by Planning staff and appears to meet the Resource Ordinance Landslide Hazard Area Chapter requirements. The report addresses the proposed short plat following the BLA. The Report addresses the proposed building sites for construction of two single-family residences. Due to the size of the parcel, the sites will need a complete drainage and erosion control plan. The plan can be submitted with the Building Permit Applications for the residence. All of the recommendations made within the report will be made conditions of Building Permit approval. The minimum setback from side property lines is 20' and the minimum setback from easments and any road right-of-way is 25'. If you have any questions, please let me know. A Geotechnical Report was prepared for the site by Harold Parks of Geotechnical Testing Laboratory on Sept. 16,2003.The report was reviewed by Planning staff and appears to meet the Resource Ordinance Landslide Hazard Area Chapter requirements.The report addresses the proposed Short plat following the BLA.The report also contained a site plan that was used by staff to review the building site locations for two single-family residences.Due to the size of the parcel,the sites will need a complete drainage and erosion control plan.The plan can be submitted with the Building Permit Applications for the residence.All of the recommendations made within the report will be made conditions of Building Permit approval.
