Below you will find comments made regarding the proposed development and its critical values. In some cases, setbacks for development from shorelines, steep slopes, streams, and wetlands must be included in your specific proposal; these setbacks are included as part of the comments listed below. This information is based on County and State regulations as they exist to date. These regulations may change and may affect the requirements for development of the subject property. Sincerely, Scott Lonclanecker Land Use Planner Mason County Planning Department 5/11/2004 1 of 3 SP12004-00107 Site Inspection 5/11/2004 Case No.: SP12004-00107 Comments: Pre-inspection for Rafael and Sandra Burga: The purpose of the field visit was to review critical areas issues related to constructing a single-family residence on a currently vacant shoreline lot on Wooten Lake. The subject lot is heavily forested / vegetated with 20 - 30 year old or older Douglas fir and dense under story vegetation. The applicants own two adjacent lots (#19 and 20). Lot 19 contains a shoreline cabin and the proposal involves building a new residence on the vacant lot (#20). The lots slope down to the lake, however slopes do not appear to exceed 15% (although slopes were not measured). If slopes do not exceed 15%, no geotechnical / slope stability studies should be required for the site. A sketch of the subject lots was drawn by staff, based upon County Assessors maps. Zoning: The zoning designation for the site is Rural Residential 20. Standard building setbacks for this zoning are a 25 foot front yard setback, and 20 foot side and rear yard setback (lot line setbacks). The exception to this is for lots less than one acre and under 100-feet in width. In this case side yard setbacks are equal to 10% of the lot width, but no less than 5 feet. Due to the lot width of 50-feet the side yard setbacks would equal 5-feet. These setbacks are measured from structures above grade such as roof overhangs (roof gutters), and other structures / appurtenances, including heat pumps etc. Other setbacks can apply when critical areas are present such as streams, wetlands, steep slopes etc. The Mason County Shoreline Master Program designation is Urban. Shorelines / buffers: Shoreline setbacks and buffers are required per the requirements of the Mason County Resource Ordinance and Shoreline Master Program. In this situation the shoreline setback / buffer is determined in the same manner for both sets of regulations, by the shore common line. The shore common line is found by drawing an imaginary line between the most waterward rooflines (drip lines) of the two adjacent homes (to the sides of lot #20). In this case the house to the east is setback further than the cabin owned by the applicant, so the common line runs at an angle, so the setback is greater towards the east side of lot #20. A portion of the commonline, on the west side may not meet the minimum 35-foot shoreline buffer/ setback required by the Mason County Resource Ordinance, section 17.01.110, however the general area proposed for the new home is setback behind the common line, so this is not likely an important factor to consider. The first 15-feet of the shoreline setback (between the common line and shoreline) would be considered a building setback area and remainder the shoreline a natural shoreline 5/11/2004 2 of 3 SP12004-00107 Site Inspection 5/11/2004 Case No.: SP12004-00107 buffer. Slabs at grade, landscaping (lawn) etc. are permitted within the 15-foot building setback area. The remainder of the shoreline setback / buffer would be considered a natural shoreline buffer, as Ion as a minimum - (vegetated) 20 foot buffer g is maintained at any given point. An unpaved, 3-foot wide trail is also permitted within the shoreline setback and buffer. Tree limbing for views is also permitted. See Resource Ordinance section 17.01.110 for other standards, particularly sections F. and G. Any new construction / additions would need to be located landward of the shore common line. Geological / landslide hazards: Slopes on and near the property to not appear to exceed 15%. Streams /wetlands: No streams or wetlands were observed. No other critical areas were identified.
