We have referenced clearly that this is a two phase project, the logging is Phase 1, the facility development review is Phase 2. I have read the biological opinion re the snags. It appears that you �" intend to retain the snags at the edge of, or within the part of the property that will remain unlogged. Am I understanding that correctly? �0 y It is key to know that because review from here forward takes two different pathways depending on the plans for those snags. 1. Snag retention on unlogged portion: If they can be retained on the un-logged part (either standing, lying, moved to there etc - my experience of Pileateds is they will still forage on fallen snags just fine g 9 1 ), then review goes as discussed in the past. We run the SEPA, Mason Environmental Permit for the Critical Aquifer Recharge Area (CARA) development, and the Special Use Permit, concurrently as planned. THEN we can start the timeline for the tice etc. I wanted to set out the differences, and processes for you, you have a clear idea of the process - and timeline - before you move forward. Also, I have heard nothing from Helix on the development geotech, stormwater plans or Best Management Practices Plan for the CARA. Thought I'd better let you know. Site visit: Forest Practices Planner Michael Mac Sems and I went to the site today and walked it fairly extensively. From the point of view of Special Use Permit and accompanying facility SEPA review, some questions arose - I understand that Helix and/or S & C are doing the stormwater plan for the site. Does it also address the Forest Practice application (i.e. the logging)? The same question has arisen about the geotech report that I understand is forthcoming - does it also address the logging? Because we are phasing the SEPAS (so the logging can start asap after that SEPA comment period & FPA review, without comments on the facility holding it up) - there is a need for stormwater/geotech information at the logging permit review stage, so that SEPA can be issued ASAP, as the first phase of the two SEPAs. I understand that Michael is talking to Charlie Butros and Rick Hirschberg at Pub Wks, but wanted you to be in the loop in case you were instrumental in any part of this. The sooner this can be resolved the quicker we can move forward. Other issues to date: The Special Use Permit application came in without a list of adjacent property owners within 300 feet of the ownership. We will need this to distribute the Notice of Application. Generally the permit app has a form on the back for this. And from the point of view of the Special Use and Environmental permits I am reviewing - do you have a timeline on the stormwater materials, and the geotech - which will be needed for the review? Environmental Permit: We still have not received the Best Management Practices report required under the Critical Aquifer Recharge Area chapter (see on line if you can't locate the copy handed out at the preapplication meeting).
