Attachments: Part.009 Barbara I went to the Timberland library, RCO and others attempting to track down the EIS. I did a records request of the school at the same time I did of the County and the school provided me with a 132 page EIS electronic copy. In it, it says that the school deferred to Mason County to be the"lead" agency. I'm still interested if you can locate the county's copy and any supplemental EIS, (SEIS)that was done for the Theler property since that original document that came to the county. I have also requested any SEIS of the school as well. Scope of Work states, The Special Conditions, if any, placed upon this Agreement are listed in Exhibit I.In Exhibit I, there are no referenced conditions included, so there are none for this project. Thank you for your clarification on the project number for the Environmental Impact Statement (EIS), that was most helpful.I found a reference to an environmental impact statement included in the project description section of the original application submitted by the sponsor, Department of Ecology. This is included in the attachment labelled: Extended Project Description - North Mason #92-604 Additional Information.pdf available online in the PRISM Project Search at: https://secure.rco.wa.gov/PRISM/search/ProjectSnapshot.aspx? ProjectNumber=92-604#ProjectSnapshotAttachments If you are referencing another EIS included in the documentation, please let me know as I was not able to find any except for this one. I discussed the project, required permits and processes, and policies with our grant managers. I learned that RCO will not be the entity that requires a sponsor to complete an EIS.This may be the requirement for the sponsor enforced by another permitting agency.While RCO does not require sponsors to submit copies of all permits obtained, RCO does require sponsors to comply with all necessary permits and requirements, and the permitting agency that requires an EIS may have done so for this project. For these reasons, we do not have a copy of the referenced EIS.I did note that further in the document the definitions for the 8 areas were spelled out.I believe they referenced the EIS for these definitions, then included them in their project description later in the document. To be certain that we do not have a physical copy, I have requested the project file from the State Records Center. This usually takes a few days.I should be able to review the file and provide an update to you by next Monday, February 2, 2015. Please let me know if you have any questions. They are currently paying $2,000/year in property taxes on a parking lot. With the restrictions and conditions of the grant placed on the property it would appear that it cant be used or anything else. I question the taxation and wonder if the Mellon Trust is aware of the limitations of the property. I still look forward to the information I requested below but felt obligated to bring this to your attention.
