The Department of Ecology(Ecology)reviewed the environmental checklist and has the following comment(s): WATER QUALITY: Roberta Woods (360) 407-6269 Any discharge of sediment-laden runoff or other pollutants to waters of the state is in violation of Chapter 90.48 RCW, Water Pollution Control,and WAC 173-201A, Water Quality Standards for Surface Waters of the State of Washington, and is subject to enforcement action. Erosion control measures must be in lace prior to an clearing, grading, or construction. P P Y g, �' g� These control measures must be effective to prevent stormwater runoff from carrying soil and other pollutants into surface water or storm drains that lead to waters of the state. Sand, silt, clay particles, and soil will damage aquatic habitat and are considered to be pollutants. Proper disposal of construction debris must be on land in such a manner that debris cannot enter the natural stormwater drainage system,roadside ditches draining to waters of the state or cause water quality degradation of state waters. The proposed forest practice will disturb more than one acre of land surface area. If the site has stormwater discharge to waters of the state before the logging or will have discharge during logging,the project will require coverage under a Construction Stormwater National Pollution Discharge Elimination System(NPDES)permit. The permit application form, called a Notice of Intent, is available on Ecology's web site at: http://www.ecy.wa.gov/prograrn /wq/stormwater/construction/#Application. Applicants are encouraged to submit completed forms and to publish public notices more than 38 days before the planned start of the project to avoid delays. i0 March 13, 2007 Page 2 Ecology's comments are based upon the information provided with the SEPA checklist.
