Roof coverings shall be applied in accordance with the applicable provisions of the current code and the manufacturer's installation instructions. X 4) The demolition and disposal of debris must meet the regulations of Mason County and Olympic Region Clean Air Agency(ORCAA). It is unlawful for any person to cause or allow the demolition (or major renovation) of any structure unless all asbestos containing materials have been identified and removed from the area to be demolished. The certificate shall list the predominant R-values of insulation installed in or on ceiling/roof, walls, foundation (slab, basement wall, crawlspace wall and/or floor), and ducts outside the conditioned spaces; U-factors for fenestration; and the solar heat gain coefficient(SHGC) of fenestration. Where there is more than one value for each component, the certificate shall list the value covering the largest area. The certificate shall list the type and efficiency of heating, cooling, and service water heating equipment, duct leakage rates including test conditions as specified in WSEC Section 503.10.2, and air leakage results if a blower door test was conducted. Building envelope air leakage control shall be considered acceptable when tested to have an air leakage less than 0.00030 Specific Leakage Area (SLA) when tested with a blower door at a press of 50 Pascals (0.2 inch w.g.). Testing shall occur at any time after rough in and after installation of penetrations of the building envelope, including penetrations for utilities, plumbing, electrical, ventilation, and combustion appliances and sealing thereof. The blower door test results shall be recorded on the permanent certificate required located near the electrical distribution panel. Air leakage testing is not required for additions less than 750 square feet. Reference WSEC 105.4 Certificate and 502.4.5 Building Air Leakage Testing. Compliance certificates are available online at the WSU Energy program website titled, "WSEC 2009 Certificate" and are available in %or'/2 sheets. The Mason Coun Permit Center will also have some available. X 11) A minimum of 50 percent of all luminaires shall be high efficacy luminaries unless lighting compliance was approved using the options available in WSEC Section 1520 or 1530. Luminaires providing outdoor lighting and permanently mounted to a residential building or to other buildings on the same lot shall be high efficacy luminaries unless permanently installed outdoor luminaires are controlled by a motion sensor(s)with integral photocontrol photosensor or installed in or around swimming pools or water features. All fluorescent fixtures must be fitted with T-8 or smaller lamps (but not T-10 or T-12 lamps). Reference V,VS�EC 505. In addition to other inspection(s), an inspection of the flashing shall be required for projects located in an area with a wind exposure of C or D, reference IRC R301. �14 & IBC 1609.4. The design criteria for this project is established at 85 mph wind speed, exposure C. X 13) WIND LOADS- Roof coverings shall be designed and tested to withstand the maximum basic wind speed. The basic wind speed for Mason County is 85 MPH. / X 14) A Mason County Stormwater Management Worksheet was completed and signed as part of this building permit application. Design, sizing, placement, inspection and maintenance of stormwater management systems shall be the responsibility of the owner/agent of the developed parcel. It is the owner/agent/contractor's responsibility to ensure that Mason County Department of Public Works has approved the stormwater site plan for this parcel prior to the commencement of any development activities. *NOTE if Stormwater Management option "A"was selected on the Small Parcel Stormwater Management Application/Worksheet the document entitled "Managing Storm Drainage on Small Lots, The Small Parcel Stormwater Site Plan" constitutes an approved plan based on the criteria listed on the application/worksheet. If the development has, or will have, a septic/drainfield system you are responsible for contacting Mason County Division of Environmental Health to ensure that the stormwater system will not adversely affect the septic system of this, or any other, parcel. You may also wish to consult with the septic design professional involved with the project. By calling for a final inspection of the building permit the owner/agent/contractor is ckgowledging that all components of the stormwater management system have been installed as approved on the stormwater site plan. X 15) The international code requires a fire apparatus access road for every facility, building, or portion of a building that is more than 150' from an approved access road. Roads are required to meet the minimum Mason County Fire Marshal standards for Fire Apparatus Access Roads up to the point where such roagl&connect with a county maintained public road or to another fire apparatus access road which connects to a county maintained public road. X 16) Any changes in proposed construction shall be reviewed by the engineer or architect of record and submitted in writing to the Mason County Building Department prior to construction. All engineering and/or architectural documents are a part of the approved set of plans and shall remain attached thereto. If documents are removed, approval will not be granted. In addition, a re-inspection fee (refer to current fee schedule, minimum 1 hour)will be charged and all be collected by the Building Department prior to any further inspections being performed or approvals granted. X 17) All construction must meet or exceed all local ordinances and the international codes requirements as adopted and amended by Mason County and the State of Washington. Heating equipment shall be sized in accordance to IRC, Section M1401. Heating and design load calculations for the purpose of sizing HVAC systems are required and shall be calculated in accordance with accepted practice, including infiltration and ventilation. Design calculations shall be available for inspection during inspection. Referencing IRC M1601.4, all ducts, air handlers, filter boxes, and building cavities shall be sealed. All joints of duct systems and seams shall be made substantially air tight by means of tapes, mastics, liquid sealants, gasketing or other approved closure systems. Closure systems used with rigid fibrous glass ducts shall comply with UL181Aand shall be marked 181A-P for pressure-sensitive tape, 181A-M for mastic or 181 A-H for heat-sensitive tape. Closure systems used with flexible air ducts and flexible air connectors shall comply with UL181 B and shall be marked 181 B-FX for pressure-sensitive tape or 181 B-M for mastic. Duct connections to flanges of air distribution system equipment or sheet metal fittings shall be mechanically fastened. Mechanical fasteners for use with flexible nonmetallic air ducts shall comply with UL 181 B and shall be marked 181 B-C. Crimp joints for round metal ducts shall have a contact lap of at least 1-1/2 inches (38 mm) and shall be mechanically fastened by means of at least three sheet-metal screws or rivets equally spaced around the joint. Closure systems used to seal metal ductwork shall be installed in accordance with the manufacturer's installation instructions. Duct tape is NOT permitted as a sealant on any ducts. When ducts are located in unheated spaces the ducts hall be insulated to R-8 DUCT TIGHTNESS TESTING shall be conducted by person(s) trained to perform such testing. A signed affidavit documenting test results in accordance to WSEC Section 503.10.3 shall be provided to the Mason County Building Department prior to the final occupancy inspection. Affidavit forms are available on at the WSU-Energy Program website titles, "Duct Leakage Affidavit" or"Duct Leakage Testing Results (Existing Construction)." Duct tightness testing is not required if the air handler and all ducts are located within the heated space. All heating equipment shall meet the requirements of the National Appliance Energy Conservation Act (NAECA) and be so labeled. (WSEC503.4) or in accordance to WSEC Section 1411. X 19) Provisions for surface/subsurface drainage control must be implemented with new construction or development on site and MUST NOT adversely impact adjacent parcels. Under the requirements of Mason County Stormwater Ordinance, either private ditches and drains will meet requirements of the stormwater ordinance or prior approval will be granted to use an existing utility and drainage easement dedicated for that specific purpose. All construction must be in conformance with the international codes as amended and adopted by Mason County. Rockeries less than four feet in height do not require a permit unless: 1) Located on a site containing an Environmentally Critical Area(See Mason County Critical Area Ordinance. 2)There is a surcharge such as a driveway,building footing,etc,3)impoundment of Class I, II,or III-A liquids(IBC 105.2) OR #4) Possible failure that could cause damage to adjoining properties or structures. Even when rockeries do not require a permit, rockery installers are advised to follow the rockery design principles outlined in this publication. Permit applications for rockeries must include a site plan showing the location of the rockery and a cross section of the rockery showing the proposed design details. Rockery designs must either be prepared by a Washington State licensed engineer or comply with the Prescriptive Rockery Installation Design. Rockeries over 6-feet in height must be designed by a Washington State licensed engineer or architect to ensure stability against overturning,sliding,excessive foundation pressure and water uplift. Upland rockery retaining walls shall be designed for a safety factor of 1.5 against lateral sliding and overturning IBC 1806. Location of Rockery Rockeries must only be placed against stable slopes, consisting of firm, undisturbed soil. The face of the slope needs to be able to support the rockery. Drainage must be provided as shown. Rockeries must not be placed against fill. No surcharge load, such as a building or driveway, may be placed on the rockery or within a distance equal to the vertical height of the rockery. Ground Surface Above Rockery The ground surface above the rockery should be relatively level. A maximum three foot rise over eight feet from the rockery surface is allowed for the slope above the rockery. After installation of the rockery,the ground surface above the rockery should be finished with an impervious material, such as asphalt, starting at the top of the rockery and extending at least far enough back to cover the drainage material plus one foot of the stable, supporting slope. Angle of the Rockery Face The face of the rockery shall be at least 15 degrees from the vertical. Maximum slope of the face of the rockery is one horizontal to four vertical. Rock Sizes For a rockery between four and six feet in height, the prescriptive standards requires that the lower half be constructed of four-man or larger rocks(defined below). The long dimension of the rocks must extend into the slope behind the rockery to provide maximum stability. Subsequent courses of rocks must be placed to lock into the rocks in the lower course or tier. Drainage A minimum of 12 inches of washed granular drainage material shall be placed between the undisturbed soil and the rockery. The drainage materials must be composed of gravel with particle sizes ranging from 1-1/2 inch to 3/8 inch. At the base of the rockery, a perforated drain tile,with at least a four-inch diameter, shall be installed within the drainage materials. The drain tile must drain to a point of discharge, approved by Mason County. Inspections The rockery installer must schedule an inspection prior to placement of the base course so the Mason County Inspector may verify the rockery height, soil condition,rock size,-�rnd`provisions for drainage, A final inspection is also required once all work is complete. To follow up on our site visit, we discussed the following: Replacement bulkhead from creosote to rock, placed approximately 21 ft waterward of existing patio. Plan drawings— Overview of project, profile, cross section, and identify where ordinary high water mark is (this is at the base of your existing log bulkhead). A planting plan incorporating native shrubs, in order to replace all impacted shoreline vegetation. Shrubs should be spaced 3 feet on center, and trees 5 feet on center. You will supply benchmarks for placement of replacement rock every 15 ft of length. These benchmarks should be placed in reference to permanent structures, or stakes. You will need the plan, SEPA determination, and JARPA information to complete the HPA application.
