Temporary erosion control measures must be implemented to prevent water quality degradation of adjacent waters or wetlands. Silt fencing must be installed and maintained until upland vegetation has become established. No permit or exemption authorizing construction shall extend for a term of more than five years. If actual construction of a development for which a permit has been granted has not begun within two years after approval, the Review Authority, the Mason County Planning Department, shall review the Mason Environmental Permit(MEP)and upon showing good cause[ray extend the initial two year period by one year. Dear Mr. Sherwood: Thank you for meeting with me on February 15, 2017 to review your proposed well location, next to your cabin. It was determined that the proposed well location nearest your cabin meets setbacks listed in WAC 173-160-171. However, even though the location of the proposed well is outside the 100-year floodzone of Decker Creek, your proposed well location is still within 150 feet of the ordinary high water mark of Decker Creek and requires additional permitting from Mason County Planning Department. Contact Grace Miller at 360-427-9670 x 360 for additional requirements. In addition, your proposed well site is within the channel migration zone of Decker Creek. Ecology does not know at this point how much more Decker Creek could migrate from its current channel, but it is likely not going to stop migrating. Therefore, even though the proposed well location meets the minimum well construction standards setbacks, Ecology cannot guarantee that your well will be protected from continued migration of Decker Creek. It is recommended for you to have a contingency plan when the well and other water system connections to your house may become impacted at some point in the future. It was also determined on my site visit that the previous owner of your property was responsible for constructing a dug water well with black corrugated pipe on the neighboring property. This dug water well is a public health hazard since it is located less than 100 feet, down gradient of an existing drainfield and outhouse pit toilet. Ecology has also sent your neighbor, Robert Earles, a letter with guidance of the decommissioning requirements for dug wells (see attached letter). I also spoke to your driller, Advanced Drilling LLC who stated they will ensure they contact Mr. Earles for accessing the property in order to properly decommission the dug well. Box 322 Elma, WA 98541-0322 Re: Dug well on your property on W Satsop Maple Glenn Road in Mason County, Tax Parcel#61930-76-00060 Dear Mr.Earles: The Washington State Department of Ecology(Ecology)became aware of a dug water well on your property based on a recent inspection on Michael Sherwood's property. It was determined that the dug water well is a public health hazard since it is located less than 100 feet,down gradient of an existing drainfield and outhouse pit toilet. Ecology is also aware that previous owner of Mr. Sherwood's property was responsible for constructing the dug well on your property. Mr. Sherwood has also contacted a licensed driller(Advanced Drilling LLC)to construct a new drilled water well on his property. At the same time,Advanced Drilling said they would be willing to decommission the dug well on your property. Advanced Drilling will be contacting you for accessing your property for properly decommissioning the well according to Washington Administrative Code(WAC) 173-160-381. The dug well on your property must be decommissioned according to the following requirements: 1) The Washington Well Construction Act(Revised Code of Washington RCW 18.104) requires this well be properly decommissioned by a water well driller licensed in Washington State, 2) A Notice of Intent and fee must be received by Ecology 72 hours before starting decommissioning work, 3) The well depth and water level should be sounded in order to know how to properly decommission the well.The licensed well driller must conform to specific decommissioning requirements for dug wells set forth in WAC 173-160-381 (3). 4) A well report for the decommissioning work is required and received by Ecology,within thirty days(30)after the decommissioning work is completed(per WAC 173-160-141) 5) Since the dug water well is considered a public health hazard, Ecology requires this well be decommissioned within 90 days of receiving this letter.
