Columbia Olympia, WA 98501 Attention: Mr. Pat Byrne Dear Pat: This letter will constitute authorization and approval for your firm to proceed with the testing, engineering and design work necessary in con- junction with our application for a Health Department permit to construct a septic tank system at our Simpson Recreation Area located at Mason Lake. You will see from the attached letter that the original request for a permit was denied based on soil conditions and that the Health Department is requiring a special system to be designed by a licensed engineer. I have attached a print of the new restroom this septic tank system will serve. This restroom will be in use about four months per year (May to September). As I mentioned in our phone conversation our absolute maximum usage day might see 3000 people in the park. This occurs once or twice per season. A typical weekend average usage is between 500 and 1000 people. We must also consider that two other existing restroons are to be included in calculations of usage. This letter will also authorize Richard Sharer to perform necessary related work on the system engineering and to bill us separately. We would also anticipate using Sharer for the system installation but will confirm this portion of the work after design completion and cost estimates are prepared. New Restroom Facility Waste Disposal System Mileage 49226 RMAY 2Q 198 We arrived at site and were greeted by Jim McCallough -10"Mpw'E who is the caretaker here at the Simpson Recreational area.H He showed us the site where we found two perc holes that were previously dug. The material taken from the holes showed typical alderwood series characteristics . Both holes showed shot clays and brown loam. Perc test hole no. 1 shows about 2 feet 4 inches of brown shot clay and clay over the alderwood hardpan. Upon excavation the hardpan appears to be nice sand and gravel. The question is how cemented is this gravel till. We commenced filling both the perc test holes at about 1:00. Perc test hole no. 2 has already been4lhge I got a chance to measure the depth of the hardpan, but I would imagine it is about the same as the previous hole no. 1. Mr. McCallough is assisting Randy Cole our technician with the transport of water for the perc test; and his assistance is greatly appreciated. Talking to Richard Sharer, the backhoe operator, he says the top of the hardpan layer is extremely hard but once penetrated the till is much softer and easily dug below this top layer. Examining the soil log no. 1 here, we find about 3 feet of brown shot clay and clay over the top of a brownish glacial till. The total depth of our first hole is 9 feet 6 inches . We see water marks up to about 7 feet 10 inches indicated b by MPY '»' 1918 gpN TM«I..tH ells Pl® BVRNE-STEVENS & ASSOCIATES ' ENGINEERS, INC. Simpson notes cont: an orangey discoloration. The hardpan till layer does have fairly good size lenses of sand which would be very permeable andconducive to the operation of the septic tank drainfield. Soil log no. 2 shows the same basic characteristics as no. 1, we have from 0 - 3 feet a brown loamy clay topsoil type material with shot clay on the top and more densor clays on the bottom. From 3 feet to the bottom which I haven' t measured yet, we have a grey glacial till and by scraping the sides it appears to be only loosely cemented. The backhoe operator said that the glacial till was not as dense in this particular hole as it was in the first hole except at the bottom. A closer look at the sidewalls of test hole no. 2 confirmed the lose nature of the glacial till. Lenses of sand appear through- out the glacial till to a depth of 11 feet. After two hours of soaking, the perc rate through the upper clay strata is 13S inches per minute and in perc test hole no. 2 , 1 1/8 inch per minute.
