Seattle, WA 98106 Re: Wetland Determination for a short plat on a—4-acre parcel located near the south end of Toonerville Drive on the west side of the road. Elfendahl Pass area, Mason County Washington. Section 11 Township 23 Range 3E.W.M Dear James: This determination was conducted on August 14, 2001 using the Washington State Wetlands Identification and Delineation Manual developed by the Department of Ecology, in accordance with the Mason County Critical Areas Ordinance. The manual uses the three-wetland parameter methodology when determining the presence or absence of wetlands and all three parameters of hydric soil, wetland hydrology, and hydrophytic vegetation must be present for an area to be considered wetland under normal circumstances. This parcel is made up of two separate—2 acre parcels situated on the west side of Toonerville Drive in north Mason County. These two parcels add up to be—4-acre parcel that is to be used for the construction of a single family home. The east side of the parcel starts along Toonerville drive and slopes up moderately to the west and continues offsite to the west, the slopes are dominated by a mixed coniferous deciduous forest that is primarily dominated by Douglas fir. The shrub layer is moderate to dense and is dominated by salal and ocean spray with ferns dominating the herbaceous layer. There is a small clearing about halfway upslope in the center of the property with a thin line of trees left standing along the property lines, this clearing is to be the location of the proposed single family home. No wetlands were found on or around the property in question, however there is a small drainage area along the south property line. This drainage starts offsite to the south on the neighboring property and carries surface water east onto the subject parcel. Once surface water enters the property it is confined into a narrow defined channel that directs water down slope the east eventually ending up in the roadside ditch along Toonerville Drive. 1015 S.W. Harper Road, Port Orchard Washington 98367 360 8 6-240 Fax 60 -2 i�p gt ( ) 7 3 (3 ) 876 053 4 f Walker August 14, 2001 Page 2 The drainage channel does have sufficient indicators of hydrology and only a single species of wetland vegetation, soils within the drainage area were not hydric nor did it have hydric indicators present. This letter was prepared to describe the absence of wetland conditions on this parcel as verified during the site visit and completion of 5 test holes. Maps from the Mason County Soil Survey and National Wetlands Inventory are included to verify the absence of mapped hydric soil units and mapped wetland areas on or near the parcel. The on-site mapped soils as Eg. Everett gravelly sandy loam 0 to 15% slopes, according to the Soil Conservation Service (now the Natural Resources Conservation Service), Soil Survey for Mason County Area, Washington, February 1979. Everett soils are not classified as hydric but because they are sloping soil types, they can be associated with groundwater seepage where wetlands can sometimes develop. No seep or wetland areas were observed on this site. See enclosed map for site located on the soil survey map and the enclosed soil description for more information concerning the on-site soils. The US Fish and Wildlife Service,National Wetlands Inventory(NWI), Lake Wooten Quadrangle does not map any wetlands within 250 feet of the subject parcel. See enclosed map for site located on the NWI. Data was collected at 5 test holes throughout the drainage, test hole# 1,2,3 and 5 was completed in the center of the drain along the southern edge of the property where wetland conditions were most likely to exist. Test hole#4 was completed in on the edge of the clearing to document upland conditions in the development areas. At each test hole, a 16-inch soil pit was completed to document the presence or absence of hydric (wetland) soil conditions and the presence or absence of wetland hydrology indicators. In a 30-foot diameter circle around these test holes, the dominant vegetation was recorded in order to determine whether or not the hydrophytic vegetation criterion is met. A non-wetland determination is made wherever the data indicates the absence of positive indicators for one or more of the three-wetland parameters. Walker August 14, 2001 Page 3 The soil test holes 1,2, and 3 were completed in the center of the drainage along the south property line where the existing soils and vegetation have not been disturbed. These test hole revealed nearly identical soil profiles, consisting of a two layer sandy loam with a 3 to 10 inch surface horizon having matrix chromas ranging from 10 YR 3/2 to 10 YR 4/4 and a subsurface horizon with matrix chroma of 10 YR 4/4,without visible mottling. Test hole# 5 was also completed in the drainage area but this area has been heavily disturbed in the course of clearing the land in preperation for the construction of a single-family home, which is now part of the driveway. Due to the type of disturbance and the removal of the top 18 inches of soil that parameter can not be used to make a wetland determination, therefore the other indicators hydrology and vegetation were used to make a non wetland determination in this area. The vegetation in all of the test hole areas 1-5 is typified by a Douglas fir(Psuedotsuga menziesii) FACU dominated forest with lower percentages of red alder(Alnus rubra) FAC; western hemlock(Tsuga heterophylla) FACU and lodge pole pine (Pinus contorta var. lattifolia) FAC-. The scrub shrub layer is dominated by salal (Gaultheria shallon) FACU; Evergreen huckleberry(Vaccinium ovatum) FACU; ocean spray(Holodiscus discolor) UPL and Oregon grape (Mahonia aquifolium) UPL. The herbaceous layer is dominated by sword fern (Polystichum munitum) FACU; lady fern (Athrium felix femina) FAC; bracken fern (Pteridium aquilinium) FACU, and a single patch of slough sedge (Caret obnupta) OBL at test hole#2. The entire drainage area was determined to be a non-wetland, lacking sufficient evidence of hydric soils and a dominance of hydrophytic vegetation. The only wetland parameter that was met was hydrology. Slough sedge occurs in wetlands 99% of the time as well as in disturbed shaded uplands and because it is dominant in a single small patch it does positively indicate the presence of hydrophytic vegetation in that patch only. There are no wetlands of wetland buffers that would be impacted by the proposed development.
