Box 279 Shelton, Wa. 98584 This restoration completion documentation is provided as an addendum to the Restoration Plan as prepared by this planner in December, 2009. As determined by the original wetland delineation and mitigation plan prepared by Lee Boad and Heather Lane of The Wetland Corps in November of 2008, the violation in question involved two separate areas. The first involved the forested riparian buffer associated with Blacksmith Lake due to the construction of an access road through the buffer to the lakeshore. The second area was the wetland itself where the landowner removed a small portion of the existing wetland plants growing within the lake to create a boat launch. The original plan prepared by The Wetland Corps recommended removing the rock from the roadway through the buffer area and replanting with native riparian forest buffer plant species. In addition, it was recommended to replant the wetland area with suitable wetland plant species. Sometime in 2009, the landowner removed the rock from the roadway through the buffer area as recommended and on February 22-24, 2010 the buffer restoration portion of the required planting was installed. A site visit on March 3, 2010 by this planner confirmed the addition of 190 trees and shrubs as recommended in the Restoration Plan. In addition, all plants were mulched with bark to retain moisture and reduce weed competition. The wetland restoration was completed on September 19, 2010 when the water level in the lake was at its lowest. The 250 square foot wetland area was planted with 10 one gallon spirea shrubs installed on 6 foot centers and 200 emergents including 100 shore sedge plugs, 50 hardstem bulrush plugs and 50 small fruited bulrush plugs installed on 1 foot centers. After the installation was completed, post restoration photos were taken and are included in this report. The property is located off of Lake Drive South in Mason County, Washington (Parcel number 223107990741). The site is found in the southwest quarter of Section 04, Township 23 North,Range 02 West WM. A wetland report titled "Banks Wetland Delineation Report" has been prepared by The Wetland Corps for this parcel. That report addresses the details of the wetland meeting criteria for a Lake- Fringe Category III Wetland with Moderate Habitat Function, requiring a buffer of 110 feet with an associated 15-foot building setback, according to Table 17.01.070 D of the Mason County Resource Ordinance. The lake-fringe wetland is associated with Blacksmith Lake. A road grade has been constructed that spans from NE Lake Drive to the lake-fringe wetland. The road grade is approximately 12-feet wide, has been constructed to make a circular shape within the wetland buffer for circular vehicle access. The road grade occupies a total area of approximately 3120 square feet within the wetland buffer, and has an associated water access displacing 250 square feet of lake-fringe wetland. The objectives of this Mitigation Plan are as follows: ■ To evaluate the potential adverse effects to critical area functions as well as fish and wildlife habitat resulting from completed work. The work includes displacement of 250 square feet of wetland area and 3120 square feet of wetland buffer. The work entailed constructing a road to facilitate recreational access to the lake. ■ To identify corrective measures associated with the completed work. ■ To identify alternative actions necessary to satisfy chapter 17.01.07 (G) of the Mason County Resource Ordinance. This entails modifying the project to a scale that avoids and minimizes wetland impacts while meeting project objectives 17.01.070 The following plan is being provided to be used by Mason County staff, the client, and/or a landscape professional for implementation purposes. The client will ultimately be responsible for the implementation and the overall success of this plan. The property is rectangular in shape, and spans approximately 545 feet from Lake Drive South northwesterly to the boundary of the wetland that is associated with Blacksmith Lake. Blacksmith Lake occupies approximately 24 acres and contains a fringe of shrub, emergent and aquatic hydrophytic vegetation along the outer fringe of open water within the southern half of the lake. Given the size of the lake (greater than 20 acres), it is regulated as Type 1 Lake. However, the presence of hydrophytic vegetation growing within seasonally and permanently flooded areas surrounding open water satisfies Mason County and Washington Dept. of Ecology criteria for a regulated Lake-fringe wetland. Residential parcels of similar size and shape border the ownership to the north and south. An existing road grade enters the east portion of the ownership from NE Lake Drive South, and continues northwest to access the central portion of the parcel, spanning all the way to the lake- fringe wetland. Topography within the property slopes gently to the northwest down toward the lake. The ownership consists of upland forested areas comprised of Douglas fir, western white pine and beach pine and an understory of salal, brackenfern, evergreen huckleberry, Oregon grape and swordfern. The wetland vegetation is confined to the outer fringe of the open water, and consists of spirea, soft rush, slough sedge, and yellow pond lily extending approximately 20 feet into the open water. 3.0 APPLICABLE SETBACKS The project site is within the jurisdiction of Mason County. Ordinance 17.01.070 identifies Wetland setbacks adopted by Mason County. The applicable setbacks for this parcel are as follows: Habitat Type Buffer Building Setback from Buffer Category III Wetland 110, 15' 4.0 ANALYSIS OF EFFECTS The work occurred within a Category III Wetland and associated buffer. Based on the field review and measurements provided by the project applicant, we have approximated the project scale in the protected area to be as follows: Disturbance Habitat Type Approximate Scale Road Grade Category III Wetland Buffer 3120 sq. ft. Using adjacent non-disturbed vegetation as a reference, the wetland likely entailed a shrub dominated community of spirea (Spiraea douglasii, FACW), slough sedge (Carex obnupta, OBL), reed canarygrass (Phalaris arundinacea, FACW) and soft rush (Juncus effufus, FACW). Vegetation removed from the wetland buffer likely included Douglas fir (Psuedotsuga menziesii, FACU), knotty pine (Pinus monticola, FACU-), salal (Gaultheria shallon, FACU), evergreen huckleberry (Vaccinium ovatum, FACU), Oregon grape (Mahonia nervosa, UPL), brackenfern(Pteridium aquilinum,FACU), and swordfern (Polystichum munitum, FACU). A portion of the road grade within the wetland buffer. 5.0 CORRECTIVE MEASURES Wetland Restoration The displaced wetland area totals approximately 250 square feet. Wetland displacement is only allowed for projects deemed to be unavoidable and necessary according 17.01.070 (G) of the Mason County Resource Ordinance. Mason County would not likely consider construction of private boat launch access unavoidable and necessary, and therefore will not permit such work. Additional permission from the Washington Department of Ecology and a Nationwide Permit 18 from the U.S. Army Corps of Engineers would also be required to adequately permit the project. This being the case we have provided measures necessary to restore the wetland area displaced by the completed work. To adequately restore the wetland, a phased approach is recommended to ensure that the entire zone is restored to its original vegetative community, topography contours, and overall function. The portion of the wetland south of the disturbed zone has been chosen to be used as a reference site in the planning of the restoration. Best Management Practices Prior to any work within the wetland, it is recommended that a silt fence be installed downslope of the entire project area. The silt fence should be inspected and repaired if necessary after each storm event. Sediment should be removed from the fence and deposited to an area that will not contribute to regulated waters. The fence can be removed once construction is complete and erodible soils are stabilized via vegetation planting and grass seeding. Recommended Best Management Practices for this project are as follows: • Perform recommended fill removal work during dry weather. • Minimize amount of erodible soils at any given time to the maximum extent feasible. • Check all equipment daily for leaks. Refueling and lubrication of equipment should occur off site. Do not store any fuel, lubricants, chemicals, or hazardous substances outside overnight within the project area. • Do not apply any chemicals when there is a possibility of rain. • Comply with all permits and requirements of governing authority. Removal of Fill Removing the fill for the road grade should take place during the summer months when the disturbed portion of the wetland is not inundated. The fill material should be removed from the wetland and taken off site. The original grade surface layer of the original soil should be visible once complete. A small excavator may be used to complete the fill removal. The area landward of the wetland boundary should be sloped back to a gradient similar to what is present within the reference site. Phase 3. Revegetation Recommendations Following the phases of silt fence installation and the fill removal, the entire disturbed zone within the wetland is expected to voluntarily revegetate based on the moderate density of shrub and herbaceous vegetation throughout the remainder of the wetland within the parcel. Based on projects of similar nature, herbaceous vegetation such as slough sedge (Carex obnupta, OBL) and soft rush (Juncus effufus, FACW) are likely to quickly voluntarily recruit the wetland area within one growing season. A monitoring program is outlined which addresses the potential for invasive species to populate the restored wetland area. 6.0 CORRECTIVE NECESSARY MEASURES It is recommended that the completed road grade within the wetland buffer, with the exception of a 3-foot wide path (Figure 2), be decommissioned and restored with native tree and shrub plantings. The 3-foot wide foot path will occupy the center of the northern road grade,while the entire southern road grade will be restored by removing the added gravel and planting native vegetation. The total area to be restored occupies approximately 2,600 square feet, and will be identified in this report as the Wetland Buffer Restoration Zone. The Wetland Buffer Restoration Zone will be planted with native plant species typical of the surrounding region. This is intended to restore the wetland buffer,while maintaining lakeshore access. A minimum of 2 tree species and three shrub species from the above list are recommended. trees- 10' on center shrubs-3' on center These densities will eventually provide a dense, continuous vegetative community within the disturbed portion of the wetland buffer. It is recommended that potted plants be used as opposed to bare root seedlings. To fulfill the above mentioned planting density recommendation, the Wetland Buffer Enhancement Zone will be planted with 26 trees and 78 shrubs. Typically, planting should occur during winter dormancy. The optimum time for planting is during February and March, however, the need to complete the project in a timely manner may call for planting to occur outside optimum time periods. No machinery earthwork will be necessary to implement this mitigation; planting holes for specified vegetation installation will be hand dug. All installed vegetation shall be marked with colored flagging to facilitate monitoring inspections. The monitoring program is recommended to insure project effectiveness. Invasive Species Removal Invasive species such as Himalayan blackberry, reed canary grass, Japanese knotweed, and English Ivy may invade the restoration zones. These species are stubborn competitors for light and nutrients and limit success of native plants. Invasive species should be removed from the enhancement zone should they invade. Persistent cutting during the growing season is sufficient to offset the rhizomes of invasive species if they become a problem. 7.0 MONITORING Monitoring of the site will begin the first fall following plantings and maintained on a seasonal basis. This monitoring will be in effect for the duration of five years as required by Mason County. The information gathered will be provided in an annual report and submitted to the Director of Mason County Department of Community Development. 8.0 SUMMARY This report addresses restoration for the displacement of 250 square feet of Category III Wetland and 3120 square feet of associated buffer. The entire portion of the wetland buffer displaced by the road grade is proposed to be restored to the native vegetation community, with the exception of a linear 3-foot wide foot path to the lake (Figure 2. Site Map). Restoration measures and Best Management Practices have been provided to address wetland and buffer displacement to the extent that the site can support.
