RE: Simpson Timber Co Mason Lake Recreation Area.
Dear Mr. Simms:
This letter is a follow up to our July 24, 1997 meeting at Simpson Timber Co. Mason Lake
Recreation Area project site. The project is intended to place 300 lineal ft of riprap bank
protection/stabilization along both sides of Shumocher Creek; and to redirect the mouth of
Shumocher Creek at its confluence with Mason Lake by removing/dredging approximately
1200 cubic yards of gravel.
The segment of the bank along the Park Ranger's residence needs to be reinforced, as
proposed, to avoid potential damage to existing structure. According to the Mason County
Shoreline Master Program (MCSMP) guidelines, this type of project can receive an
Exemption status from securing a Shoreline Substantial Development Permit as provided
under Chapter 7.13, Section 7.13.010 (4). To obtain this exemption, this department needs to
receive a site plan with appropriate dimensions of the proposed riprap along the bank. There
is a $27.00 dollar fee for issuance of this document. Please make checks payable to Mason
County Treasurer.
The removal of gravel to redirect the Mouth of Shumocher Creek will require a Shoreline
Conditional Use. This project does not qualify as an emergency and therefore, a Shoreline
Exemption can not be issued for this project. The shoreline designation of the site is
Conservancy. This designation is given to those areas which are intended to maintain their
existing character.
Shumocher Creek's Delta (Mouth) is the result of geomorphic conditions and channel
characteristics in the watershed. These areas tend to move over time to find an equilibrium
between all the different factors affecting the geomorphology of the area as well as land uses
taking place upstream.
I have included a packet explaining the Shoreline Process. Please keep in mind that a
Shoreline Conditional Use Permit process will require two public hearings as well as review
by different federal, state, and local agencies and governments. A time frame of 3 to 4
months is usually required to complete the permitting process.
